The annexation was in resp on se to O regon Senate B ill 360 and the mandated law s set forth through the Oregon State Fire Marshal’s Office in Title 38 C hapter 4 7 6 to all cou n ties in O regon. A ll co u n ties in O regon are required to have a written fire plan in p ro cess by January 2006 in order to receive state and federal funding under the National Fire Plan established by Congress in 2000. One o f the requirements o f this plan is to basically eliminate all o f the unprotected lands within the county in both Zone 1, Forested Land and Zone 2, all rural lands not included in Zone 1. S ectio n 4 7 6 .3 3 0 gives authority to the county court or board o f county commissioners to establish fire protection for these u n protected lands by im p osin g a lev ied tax w ith ou t v o te in Z on e 2 within the county, not to exceed one-fourth o f one percent ( 0025) o f the real market value o f all o f the taxable property within the zon e, com puted in accord an ce with ORS 308.207. This is the first documented siting o f this “A” listed noxious weed in the county and should serve as a w arning to landowners and managers to be on the lookout for this and other suspicious looking plants, said Dave Pranger, M orrow C ounty Public W orks w eed control supervisor L eafy spurge is considered one o f the 10 worst noxious weeds in the United States It is a member o f the euphorbiaceae family and ranges 6 to 36 inches in height. The yellow -green bracts are the most colorfijl and conspicuous part o f the plant.
