June 22 hearing in Heppner.
The annexation was

mandated law s set forth
through the Oregon State
Fire Marshal’s Office in Title
38 C hapter 4 7 6 to all
cou n ties in O regon. A ll
co u n ties in O regon are
required to have a written
fire plan in p ro cess by
January 2006 in order to
receive state and federal
funding under the National
Fire Plan established by
Congress in 2000. One o f the
requirements o f this plan is
to basically eliminate all o f
the unprotected lands within
the county in both Zone 1,
Forested Land and Zone 2,
all rural lands not included
in Zone 1.

Leafy Spurge discovered
in Morrow County

found to be grow in g in
Morrow County. This is the
first documented siting o f
this “A” listed noxious weed
in the county and should
serve as a w arning to
landowners and managers to
be on the lookout for this and
other suspicious looking
plants, said Dave Pranger,

L eafy spurge is
considered one o f the 10
worst noxious weeds in the
United States It is a member
o f the euphorbiaceae family
and ranges 6 to 36 inches in
height. The yellow -green
bracts are the most colorfijl
and conspicuous part o f the
plant. A milky white sap is
present in all parts o f this
plant It is a deep-rooted
perennial that is not palatable
to cattle The plant occurs
primarily in non-cropland
habitats, including roadsides,
prairies, and w oodlands
Leafy spurge spreads rapidly,
crow d in g out desirable
species It can reach densities
o f up to 1800 stem s per
square yard and its deep root
