Heppner Gazette-Times, Heppner, Oregon Wednesday, November 26, 2003 - SEVEN Sheriff's Report The M orrow C ounty Sheriff’s Office (MCSO) re ports handling the following business: -M C S O receiv ed a report from a caller in Heppner that a G erm an shepherd was in her yard and she co u ld n ’t go o u tsid e b ecau se she is afraid o f the animal. -M C S O receiv ed a re q u e s t for a b a c k g ro u n d check from the Pendleton and Salem recruiting stations. -M C S O c ite d Lois A nne H ibbitts, 36, for Theft III. -M C SO cited Jason L e e M o rg a n , 2 8 , fo r E x c e e d in g th e M a x im u m Speed, 85 m ph in a 65 m ph zone and Unsafe Passing. -M C S O receiv ed a request for contact from a caller in Irrigon regarding his e x - w if e r e m o v in g th e ir children from his residence. -M C S O receiv ed a request for a law check from US Investigations. -M C SO , Irrigon FD r e c e iv e d a r e p o r t o f a residential fire at a residence in Irrigon. It w as determ ined to be a false alarm . W hile at the scene, D aniel Joe H um , 26, was arrested for Failure to A p p e a r /D r iv in g w h ile Suspended. -M C S O receiv ed a 911 hang-up call three tim es from a residence in Boardman. It w a s d e te r m in e d to be children playing on the phone. -M C S O c ite d Ramona Iliana Hernandez, 35, for Careless Driving. -M C S O a r r e s te d L eodegario C am pos, 46, on a M o rro w C o u n ty C ircu it C ourt w arrant for Failure to A ppear/C ontem pt o f Court. -M C S O , OSP, T ri- C om received a report o f a possible open container. It appeared that a driver had poured vodka into a cup. -M C S O receiv ed a report from a caller in Irrigon that subjects w ere rem oving ite m s fo r a n e i g h b o r ’s residence. -M C S O receiv ed a r e p o r t fro m a c a ll e r in Boardman that her neighbor is pouring out gasoline and she is concerned about children in the area. -M C S O , I rr ig o n ambulance received a request for an am bulance for a 30- y e a r-o ld fem a le w ho w as having seizures. The patient w a s tra n s p o rte d to G o o d Shepherd M edical C enter in Hermiston. -M C S O receiv ed a report from a caller in lone o f a M IP part. T hree juveniles w e re c ite d fo r M in o r in Possession. -M C S O receiv ed a report from a caller in Irrigon the she h e a rd a loud shot behind her residence. She did not w ant contact. July 22: M C S O , B o a rd m a n F D re c e iv e d a report o f a grass fire on the north side o f 1-84 at m p 165. A later caller advised the fire w as at the Port o f M orrow exit -M C S O rec e iv e d a report from a caller in Heppner that she heard noises in her basem ent as if som eone was dow n there. -M C SO , B oardm an am bulance, B oardm an FD received a report o f a semi vs. car on 1-84 w estbound ju st w est o f the B oardm an rest a re a . T h e re w as p o s s ib le e n tra p m e n t w ith fire. N o transport was needed. -M C S O receiv ed a call from A D T reporting a burglar alarm at C olum bia Middle School in Irrigon. ADT called back and cancelled the alarm. -M C S O , O S P, Irrigon am bulance received a report o f a three-car m otor vehicle accident on Hwy 730 and W 3rd St., in Irrigon, with fem ale com plaining o f chest p a in s . O n e s u b je c t w a s t r a n s p o r te d to G ood Shepherd M edical C enter in Hermiston. -M C S O rec e iv e d a report from a caller in Irrigon that a lot o f fishing equipment fro m h e r s to r a g e on h e r property had been stolen. No forced entry was apparent. -M C S O receiv ed a report from a caller in Heppner that a sm all boy (approx. 18 months old) was walking alone near the caller’s residence. -M C S O receiv ed a report o f a panic alarm at a residence in Boardman. It was determined to be a false alarm. -M C S O receiv ed a report o f a dom estic assault that occurred in Irrigon one day and again in U m atilla County tw o days later. -M C SO determ ined that a vehicle in impound had an additional VIN number and th e s e c o n d V IN n u m b e r returned stolen out ofYamhill County. -M C S O rec e iv e d a report from a caller in Heppner that he was hit by a vehicle on W illow Street. There was no injury, but the driver had pulled up and parked on Main Street and ran an errand and then left w ithout any concern that he had hit someone. -M C S O a r r e s te d John Anthony Muniz, 24, on a W ashington C ounty w arrant for Failure to Appear/Driving while Suspended. It was a no bail w arrant and the subject was lodged at Umatilla County jail. -M C S O receiv ed a report o f a m issing juvenile from Boardman. -M C S O receiv ed a r e p o r t fro m a c a lle r in Boardm an that a 19-year-old male had dislocated his arm. The subject was transported to G ood Shepherd M edical Center in Hermiston. -M C S O rec e iv e d a report from a caller in Heppner that he notice three cam pers w ith open sew age, a m ake shift pistol and bow range and a lot o f garbage. -M C S O receiv ed a report from Irrigon FD o f an illegal bum in Irrigon. -M C S O rec e iv e d a report from a caller in Irrigon that her 14-year-old sister was missing. An attem pt to locate was sent out. -M C S O receiv ed a r e p o r t fro m U C S O th a t R obert F lan ag an , 28, w as arrested on a Probable Cause c h a rg e o f A s s a u lt IV / Domestic. Subject was lodged at Umatilla County Jail. -M C S O rec e iv e d a report from a caller in Irrigon that tw o fem ales cam e to the c a lle r’s house because they w ere being chased by tw o b lac k labs. T h ere w as no injuries. July 2 3 : M C S O , Irrigon am bulance received a request for an ambulance from a caller in Irrigon for a 7-year- old male that was hallucinating. -M C S O receiv ed a report that from a caller whose husband was m ining at Opal Butte. The husband had seen a suspicious vehicle with two males drive up to his trailer that he was staying in at the mining site. He could hear voices but w as unable to describe the vehicle. -M C S O receiv ed a report from Hermiston PD that Brian K. C arm an, 35, w as arrested on a M orrow County C irc u it C o u rt w a rra n t for Failure to Appear/Possession o f a C ontrolled Substance II. The subject w as cited and released to appear. -M C S O cited G ina Marie Strong, 36, for Driving Uninsured. -M C S O rec e iv e d a report the she had found her daughter. -M C SO , Irrigon FD and am bulance, received a report from a caller in Irrigon that tw o cars w ere in a m otor vehicle accident. She d id n 't k n o w i f th e r e w e re a n y injuries. It w as determ ined there were no injuries and only m inor dam age had been done to the cars. -M C S O rec e iv e d a report from a caller in Heppner that a wallet had been given to her that had been found. The o w n e r w as found and the property was returned. -M C S O rec e iv e d a report from a caller in Irrigon that tw o bikes w ere stolen in a four-day period. -M C S O rec e iv e d a re q u e s t fro m a c a lle r in H eppner that a city w orker pick up a puppy that had been fo u n d n e a r th e L u th e ra n Church. -M C S O receiv ed a 911 call w ith no answ er or sounds on the other end from a residence in Irrigon. It was d eterm in ed to be children playing on the phone. -M C SO received an abandoned 911 call from a residence in Boardman. It was determ ined that everything was okay and that it had been a misdial. -M C S O rec e iv e d a request for deputy assistance fro m a c a ll e r in I rr ig o n regarding an out o f control juvenile. July 2 5 : M C S O received a report from a caller in Irrigon that a generator was tak e n from th e b a c k o f a p ic k u p a t th e c a l l e r ’s residence. -M C SO cited Bruce A n th o n y B o tk in , 4 7 , fo r Violation o f the Basic Rule, 69 mph in a 55 m ph zone. ,.: M C SO r e c p j y ^ a re.questftp^^puty assistance for a funeral in Heppner. -M C S O rec e iv e d a report from a caller in Heppner that a vehicle he had stored behind his shop w as broken into the previous night. -M C S O rec e iv e d a report o f a disabled vehicle on 1-84 w estbound at m p 154. -M C S O rec e iv e d a report o f an audible alarm at a residence in Irrigon. Dispatch c o n ta c te d r e s id e n c e a n d s p o k e w ith o w n e r w h o advised that everything was okay and that the alarm had accidentally been set off. -MCSO cited William Dean Rill, Sr., 59, for Allowing Livestock to Run at Large and Animal Neglect II. -M C S O rec e iv e d a report from a caller that her friend’s estranged husband is stalking them. Jeffrey Orr, 38, w as arrested for D om estic Menacing. -M C S O receiv ed a report from a caller in Heppner that water was running from a c ity re s e rv o ir tank in to a campground. -M C S O receiv ed a report from a caller in Heppner th a t s e v e r a l k id s w h e re heading to the boat dock at the W illow C reek Dam in H eppner for a possible party. Deputies were unable to locate any disturbance. -M C S O receiv ed a report from Stayton PD that Daniel Rand Johnson, 28, was arrested on an Irrigon Justice C ourt w arrant. Subject was cited and released. July 2 6 : M C S O received a report from a caller in H eppner that her 16-year- old son was refusing to com e home. Contact was made with parent and they advised that the problem was resolved and they w ould call back if it w a s n ’t. T hey c a lle d back shortly after and requested assistance. -M C S O rec e iv e d a report from a caller in lone that he was on his com bine in the field and there were sheep in his wheat. -M C S O receiv ed a report from a caller in Irrigon c o m p la in in g about a neighbor’s m usic. The caller signed a complaint. -M C S O receiv ed a report from a caller in lone that a dog w as hunting the creek near his residence if anyone reported a missing dog. -M C S O , H e p p n e r ambulance, received a request for an am bulance for an 83- y e a r-o ld fem ale w ho w as unconscious at the M orrow County Fairgrounds. -M C S O receiv ed a report from a caller at the Boardman Sentry market that a 2 5 -y e a r-o ld su b ject had been detained for shoplifting. -M C S O receiv ed a report that w ere sheep out on Hw y 74 near m p 40. -M C SO , Boardm an ambulance received a request from a caller in Boardman for a 35-year-old m ale w ho had h e a t s tr o k e . T h e p a tie n t refused transport. -M C S O receiv ed a report o f a burglar alarm at R iv ersid e H igh S chool in Boardman. -M C S O receiv ed a re p o rt o f stro n g sm ell o f am m onia com ing from the tanks at M CG G at the north end o f lone. -M C S O receiv ed a report from a caller in Irrigon that a 4 -y ear-o ld boy w as running about the trailer court in the nude. The caller hoped that a deputy would come and talk to the parents. -M C S O , Irr ig o n ambulance received a request for an ambulance from a caller in Irrigon for a 53-year-old female who was unresponsive and having difficulty breathing. Subject w as transported to G o o $ S h e p h e rd M e d ic a l Center in Hermiston. : - »-MCSO rec e iv e d a r e p o r t fro m a c a ll e r in L exington that her son was bitten by a dog. Does not need medical attention. -M C S O rec e iv e d a report from Corvallis PD that Ja m e s M . M iler, 37, w as arrested on an Irrigon Justice C ourt w arrant for Failure to A p p e a r /D r iv in g w h ile Suspended. M iller also had a w a rra n t o u t on him from A lb a n y PD . S u b je c t w as lodged at Benton Co. Jail. -M C SO received an anonymous report that a there was a fight in progress at A.C. H oughton School involving eight to nine subjects. -M SC O , Irrigon FD received a report o f a bum barrel explosion with a grass fire. Joseph Lorin LaChapelle, 46, was cited for Burning with out a Permit. Subject was cited for sam e o ffe n se that had occurred a couple days earlier. S u b je c t w a s c ite d a n d released . L aC h ap elle w as cited later in the day for Driving U ninsured and U nsignaled Turn. -M C SO , Irrigon FD and Boardman FD received a r e p o r t fro m a c a ll e r in Boardm an that a semi trailer was on fire on Patterson Ferry Road. -M C S O receiv ed a report from a caller in Irrigon that a suspicious person had been hanging around the area all day. -M C S O rec e iv e d a r e p o r t fro m a c a ll e r in Lexington o f a barnyard fire. The fire was out o f the district and the lone Fire C h ie f was advised. were unable to locate any such group o f males. -M C S O receiv ed a report o f a commercial burglar a la rm in I rrig o n . It w as determ ined that an employee w as on the scene but did not have the alarm code. The o w n e r w as c o n ta c te d and provided the code. -M C S O receiv ed a report from a caller in Irrigon th a t a m a le s u b je c t h a d assaulted her. The subject had left the scene and she did not need an am bulance. The call w as disco n n ected w ith no further information and there was no answ er on call back. O SP advised that there had been no assault. -M C S O receiv ed a report o f shots fired at the Naval Base gate on Bombing Range. -M C S O receiv ed a report from a caller in Irrigon that someone had broken into the coin-operated washer and taken the coin box sometim e during the night. -M C SO cited A ngel E. Hemandez-Esmeralda, 25, for N o O p e ra to r’s License and No Insurance. -M C SO cited Daniel Paul Alston, 34, for Failure to Appear/DUII. -M C S O receiv ed a report from a caller in Irrigon that her tw o nieces had stolen some items from her. The items w ere recovered and returned to the owner. -M C S O receiv ed a report from a caller in Irrigon that at least two storage sheds were broken into the previous night -M C S O rec e iv e d a report from a caller in Irrigon that a m ale w as outside o f K e g le r’s M arket harassing him -M C S O rec e iv e d a 911 h a n g -u p c a ll fro m a residence in Irrigon. There w as no answ er on recontact attempt. It was determined that everything was okay. -M C S O receiv ed a report from a caller in Irrigon that her wallet had been left on the bleachers at a softball field in Boardm an. She requested an officer check to see if it was still there. -M C S O receiv ed a 911 h a n g -u p c a ll fro m a payphone in B oardm an. A caller could not be located. - B o a rd m a n PD received a request for contact r e g a r d in g a lo u d m u sic complaint -M C S O rec e iv e d a report from D eschutes Co., that M elody G w yn M orlan, 38, was arrested on a M orrow County Circuit Court warrant for Possession o f a Controlled Substance and Prostitution. S u b je c t w a s lo d g e d at D eschutes Co. Jail w ith no local charges. -M C S O rec e iv e d a report that the caller’s son had s to le n h is g e n e ra to r a n d p a w n e d it a t a s h o p in Hermiston. -M C S O rec e iv e d a report from a caller that she had ran o ff the road two miles before Cutsforth Park. There w ere no injuries and the car was not blocking the road. She advised she w ould be able to pick up the car in two or three days. - B o a rd m a n PD received a report from a caller in B oardm an that a vehicle across from his residence had been sitting there for a while. -M C S O received a report from a caller in Heppner o f shots fired and spotlights across from the fairgrounds. -M C S O receiv ed a July 27: MCSO received a report o f a fire in report from Hermiston PD that som e trees on the east side o f they arrested Kalab M. Quick, 22, on an Irrigon Justice Court Bombing Range Road. -M C S O receiv ed a warrant for Failure to Appear/ report from a caller in Irrigon D riving w hile S uspended. that a group o f m ales w here S u b je c t w a s c ite d a n d w alking past her residence released. yelling “ fight” . The deputies -M C SO , B oardm an FD and ambulance received a rep o rt o f a m o to r v eh icle accident with a semi vs. car on 1-84 at m p 175 eastbound. July 28: B oardm an PD received a report from a c a ll e r th a t h e r h u s b a n d am putated his fingers. She advised he w as enroute to G o o d S h e p h e rd M e d ic a l Center in a private vehicle. She a ls o a d v is e d sh e w a s in Boardman with his fingers. She refused an am bulance. An officer transported the fingers to G ood Shepherd M edical Center. -M C S O receiv ed a re q u e st for a re p o rt for a possible illegal weapon. -M C S O receiv ed a report from Hermiston PD that th e y a r r e s te d F ra n k D . B attaglia, 24, on a M orrow County Circuit Court warrant fo r F a ilu r e to A p p e a r / Contempt o f Court. Subject as lodged at Umatilla County Jail. - B o a rd m a n PD received a report from the Econo Lodge in Boardm an that tw o “ suspicious” m ales w ent to the office and asked fo r c o ffe e . O ffic e rs w e re unable to locate the subjects. -M C S O rec e iv e d a report o f an audible burglar alarm at H uw e’s in Irrigon. It was determined that everything was okay; ow ner advised it was an em ployee error. -M C S O rec e iv e d a report from U SFS that an illeg al load o f w o o d w as c o m in g in to to w n . Woodcutting has been banned due to fire danger. -M C S O receiv ed a report from a caller in Irrigon that horses were out in Irrigon. A second caller advised that the horses had been rounded up in her drivew ay and that som eone there knew who the owners were. -M C S O re c e iv e d a re q u e st fo r a b a c k g ro u n d « h e c k fro m th e F e d e ra l Investigations Processing. -M C SO , B oardm an ambulance received a request for an am bulance for a 16- year-old m ale that who was coughing a lot and his eyes were red. Dispatch spoke with the boy and he advised that he had been bitten on the ear the day before and it was now numb with red lines through it. He had been vomiting and had a rapid heartbeat. The boy advised his father was at work and he refused transport. -M C SO , B oardm an ambulance received a request for a 17-year-old m ale w ho had his leg ran o v er by a forklift. He was conscious and breathing and was transported to G ood Shepherd M edical Center in Hermiston. -M C S O receiv ed a report o f a fire alarm at the lone School. A n em ployee called and advised it w as a false alarm. -M C S O receiv ed a report from a caller in Heppner th a t the ju v e n ile she w as watching ran aw ay two-three minutes before she called on a 4-wheeler. She w as possibly en route to Cottage Grove via Hwy 207 tow ards Spray or C ondon or possibly en route to Heppner. The subject w as entered into the system and the parents were advised. The subject was found on the 21 Road and taken into custody. -M C S O , OSP received a report from a caller in Irrigon advising that the neighbors’ vicious dogs were in their yard again. -M C S O rec e iv e d a received a referral from DHS regarding an infant testing positive for marijuana. -M C S O re c e iv e d a report from a caller in Irrigon th at tw o -th re e g irls w e re threatening to beat her up while she was taking a walk.
