The vehicle was weaving all over the road. -M C S O receiv ed a report from Baker City Police D e p t, th a t D e b o ra h S u e Lockridge, 46, was arrested on an lrrigon Justice Court w arrant for F ailure to Pay Fine/Harassment. -M C S O d e p u ty arrested Chaunsey LynnAllan, 32, on a M o rro w C o u n ty C irc u it C o u rt w a rra n t for Parole Violation/Possession o f a C o n tro lle d S u b stan c e C Felony. A llan w as lodged at the Umatilla County Jail. -M C S O , B oardm an Police Dept, received a report o f a burglary that occurred w ithin the last hour at the N om ad R e s ta u r a n t in Boardman. -M C S O receiv ed a report o f a burglar alarm at the lrrig o n 76 sta tio n . It w as determ ined all w as okay; the alarm was being w orked on. -M C S O receiv ed a r e p o r t o f lo s t la m b s in H eppner. The caller called back and said the lam bs were found. -M C S O receiv ed a request for assistance from the H erm iston P olice D ept, in arresting a subject in lrrigon. The Umatilla Police Dept, had a P r o b a b le C a u s e fo r D om estic H arassm ent. The subject w as intoxicated and had a gun and his one-year- old child w ith him . All w as okay. -M C S O rec e iv e d a report o f vandalism to a scale house 9* -M C S O ' recdiV W ’a 1 repbrt from a callerih Heppner o f an on-going problem with the neighbors “mouthing oiT’. -M C S O , H ep p n er Fire Dept, received numerous 911 calls advising o f flam es com ing from the chip pile at Kinzua mill in Heppner. There w e re s e v e r a l c h ip p ile s involved and a structure on fire. -M C S O rec e iv e d a relayed request for a w elfare ch eck on a fem ale subject from her nephew who hadn’t heard from her in a long time. All was okay. -M C SO received a report from a caller in Heppner o f two subjects m essing around and now the m ale subject was calling the female subject nam es and Wednesday, November 26, 2003 July 17: M CSO cited Jesus Fuentes Campos, 22, for D o m e stic A ssa u lt IV and Interfering w ith M aking a Report. Subject was cited and released. -M C S O receiv ed a request for an ambulance from a caller in B oardm an for an industnal accident/finger injury. The patient refused transport. -M C S O receiv ed a report from a caller in Heppner o f barking dogs. -M C S O receiv ed a report from a caller in Heppner that the neighbor’s garbage is being scattered every morning in her yard. -M C S O receiv ed a report from O SP that Efren V ega D o lo r e s , 2 6 , w a s arrested on an lrrigon Justice C ourt w arrant for Failure to A p p e a r /D r iv in g w h ile Suspended. T here w ere no local charges and the subject w a s lo d g e d a t J e f f e r s o n County Jail. -M C S O receiv ed a request for contact from a caller in Boardman regarding concerns about calves being “knocked” at the dairy. -M C S O c ite d a subject for Driving Uninsured a n d F a ilu r e to R e n e w Registration. -M C SO cited Tracey Lea H endricks, 44, for D og Running at Large. -M C SO cited D iane M a rie M u n k e rs , 4 1 , fo r Maintaining a Dog as a Public Nuisance. -M C S O rec e iv e d a rep o rt o f a m o to r v e h ic le accident that w as blocking Hwy 730 at the 1-84 junction. There were no injuries. -M C S O rec e iv e d a report that cows were out. It was determ ined to be a c o n tro lled b u m in Boardman. -M C S O rec e iv e d a request for deputy contact from a c a lle r in H e p p n e r regarding dogs at large in Hardman. -M C SO cited Felipe T o rre s, 27, fo r Im p e d in g T raffic and N o O p e ra to r’s L icen se. L o p e z - G a r c ia , 3 0 , fo r Careless Driving. -M C S O rec e iv e d a report from Hermiston PD that Brent Lane Cooney, 39, w as arrested on an lrrigon Justice C ourt w arrant for Failure to A p p e a r /D r iv in g w h ile Suspended-misdemeanor. -M C S O receiv ed a report o f a several juveniles in front o f M urray’s D rugs in Heppner. The juveniles w ere harassing passing subjects. J u ly 18: M C S O , B o a rd m a n PD and FD received a report from O SP that a fire had been started by a train on Hwy 84 westbound by the rest area. W hen on s c e n e , a d e p u ty s p o tte d another fire betw een Tow er Road and the rest area. Union P a c ific w a s n o tif ie d a n d stopped the trains. -M C S O , B oardm an PD received a 911 call from a residence in Boardman. There w as an e x tre m e lan g u a g e barrier, but it was determ ined that the c a lle r w a n te d the police. -M C SO received a report from a caller in lrrigon o f a single vehicle accident on Hwy 730. OSP was called and they relayed that it w as non- blocking and non-injury. The driver had fallen asleep and he w ill call for his ow n tow. N o am bulance w as needed. -M C S O , lr r ig o n am bulance received a request for an am bulance for a 71- y e a r-o ld su b ject w ho w as having trouble breathing. The subject w as on oxygen and had just been released from the hospital the day before. The subject w as tran sp o rted to G o o d S h e p h e rd M e d ic a l Center in Hermiston. -M C S O rec e iv e d a report from a caller in Heppner o f a possible vandalism at the Lexington Grange Hall. -M C S O re c e iv e d a request for contact from a subject in lrrigon regarding a vehicle that she claims she had purchased but c a n ’t get from the tow company because they had given it to som eone else. Subject says she has p ro o f that it is hers. A nother subject said that the vehicle had not been sold to the subject. The subject later called back and advised to disregard the call, s h e w o u ld c a ll b a c k o n M o n d a y a n d s p e a k to a d e p u ty sh e b e lie v e d h a d in fo rm a tio n reg a rd in g the situation. -M C O S rec e iv e d a rep o rt th at ju v e n ile s w ere spraying water across the road in Heppner. -M C S O rec e iv e d a report from a caller in lrrigon that subjects were shooting to scare the deer aw ay late at night and it m ade him unable to sleep. It w as determ ined that the farm needed to be advised that there w as to be no shooting between 12 a.m.- 6 a.m., or they would lose their permit. . -M C S O rec e iv e d a r e p o r t fro m a c a ll e r in B oardm an that several cow s w ere in her pasture. She did not know w ho the ow ner o f the cow s was. -M C S O rec e iv e d a report o f a vehicle stuck on the s id e o f th e ro a d . A c tio n Towing was called to help. -M C S O rec e iv e d a rep o rt o f a strong o dor o f chlorine at the sewage plant in H eppner. It w as determ ined that everything was okay, the settings were set high. -M C S O rec e iv e d a report from a caller in lrrigon o f a dog that keeps barking. -M C S O rec e iv e d a r e p o r t fro m a c a ll e r in B oardm an that a deputy was at a residence about a half- hour earlier and that there are now people at the residence. -M C S O rec e iv e d a report from a caller in lrrigon o f a possible vehicle accident. C a lle r h eard a loud noise, transform er blew and they h a v e n o p o w e r. It w a s determined not to be a vehicle accident, the pow er com pany w as on scene and they blew the transformer. -M C S O rec e iv e d a report o f a possible D U II on H w y 730. The vehicle w as weaving in the lanes. -M C S O rec e iv e d a report that the caller heard a fem ale yelling at the w eary T raveler M otel in lrrigon. It w as determ ined to ju st be a v e rb a l a rg u m e n t an d th at everything was okay. J u ly 1 9 : M C S O received a report o f juveniles w ith sticks in front o f the Sentry M arket in lrrigon. Two w ere on foot and one w as on a bike. -B o a rd m a n PD r e c e iv e d a r e q u e s t fo r a w elfare check on the subject d a u g h te r at a resid en ce in Boardman. -M C S O re c e iv e d a report from a caller in lrrigon that several juveniles w ere at a burned out trailer. -M C S O rec e iv e d a request for assistance from a caller on the C olum bia River near Boardman on the Oregon side that needed a tow o f his boat that broke dow n. T here was no immediate emergency, the caller is able to get to shore a n d w ill a tte m p t to g e t a s s i s ta n c e fro m s o m e fisherm an. A deputy m ade contact and caller advised he w as back in the M arina and everything was okay. -M C S O c ite d G ary Allan Picone, 49, for Violation o f the Basic Rule, 77 mph in a 55 m ph zone. -M C S O rec e iv e d a rep o rt from a w orker w ith C olum bia Basin Electric Co- O p th a t b lac k sm o k e w as c o m in g fro m th e M ille r M anufacturing building at the old mill site. It was determined that everything w as okay and that the sm oke was normal. -M C S O rec e iv e d a report from a Pendleton caller that her vehicle was taken from h e r p a r e n ts ’ re s id e n c e in lrrigon. S upposedly the car had been repossessed. -B o a rd m a n PD received a request for officer contact from the B oardm an 76 S ta tio n r e g a r d in g a possible counterfeit $20 bill. -B o a rd m a n PD arrested A lfredo Perez-Nava, 24, on an Oregon City warrant for C onditional D ischarge/ C rim inal Trespass I. Subject was lodged at Umatilla County Jail with no local charges. -M C S O a r r e s te d Shayne Douglas Hoffman, 33, o n a n U m a tilla C o u n ty S h erifF s O ffice w arrant for F ailu re to A p p ear/D riv in g w h ile S uspended- m isdem eanor. T he subject was cited and released. -M C SO cited D avid O r te g a C a s tr o , 2 5 , fo r Violation o f the Basic Rule, 74 m ph in a 55 m ph zone. -M C SO , B oardm an PD rec e iv e d a req u est for c o n ta c t from a su b je c t in Boardman regarding his credit card being used in Florida. -M C S O rec e iv e d a request for helping searching for a child that w as supposed to be at the sw im m ing pool, but when she went to pick her up she w asn’t there. The caller later ad v ised that she had found the child. -M C SO cited Jorge R. G onzalez R odriguez, 25, for Violation o f the Basic Rule, 70 mph in a 55 mph zone, No O p e ra to r’s License and No Insurance. -M C S O c ite d a su b ject for N o O p e ra to r’s License and N o Insurance. -M C S O rec e iv e d a request for an am bulance for an 85-year-old male who had heat exhaustion and w as now breathing heavy. T he caller was removing his clothing and giving him water. Subject was tr a n s p o r t e d to G ood Shepherd M edical C enter in Hermiston. -M C S O rec e iv e d a r e p o r t fro m a c a ll e r in B oardm an that a child had been chocking on a hot dog but was now okay and did not need assistance. -M C S O re c e iv e d a report from G illiam C ounty that Rudy Loren Rutherford, 56, was arrested on an lrrigon J u stic e C o u rt w a rra n t for Failure to Pay Fines/D riving while Suspended. Subject was cited and released. -M C S O rec e iv e d a report from a caller in lone that a subject and friends w here drinking at the park in lone. -M C S O a r r e s te d John B randon Paradiso, 25, on an lrrigon Justice C ourt warrant for Failure to Appear/ D riving w h ile S uspended. S u b je c t w a s c ite d a n d released. -M CSO cited Lueann R ose Jones, 30, for D U II, B A C .1 3 . T h e s u b j e c t ’s vehicle was impounded. -M C S O c ite d C o n s ta n c io B e c e rra Rodriguez, 56, for DUII, BAC refusal. J u ly 2 0 : M C S O received a report from a caller in H ep p n er that three m aids w ere o u tsid e his b u sin e ss yelling and pushing. The caller advised that the subjects were separating and it looked like everything w ould be okay. -M C S O , lo n e FD , received a report o f a possible car fire near lone. lone Fire w as stood dow n, citizens put the fire out. -M C S O re c e iv e d a request for assistance from the Hermiston PD with a consent search. The vehicle was in an assault in Hermiston. -M C S O rec e iv e d a report from a caller in lrrigon that a male wearing only shorts was seen only six feet from his front door. T he subject then w ent to the house across the s tr e e t. A r n o ld o M a z o n O c h o a , 2 3 , w a s c ite d fo r Criminal Trespass II. -M C S O re c e iv e d a report from a caller at the Dodge City Inn that som e one had stolen m oney out o f the cash register earlier. Jam es O na Bass, 23, w as arrested for Theft II, Criminal Trespass I, C rim inal M isch ief II and B urglary II. The subject was lodged at Umatilla County Jail. -M C S O rec e iv e d a report o f broken w indow s at the lrrigon Learning Center. -M C S O rec e iv e d a report from a caller in lrrigon that tw o purses w ere taken som etim e betw een 2-6 a.m ., w h ile th e re s id e n ts w e re sleeping in the residence. -M C S O , H e p p n e r ambulance received a request for an ambulance from the host at Anson Wright Park for a 60- y e a r-o ld fem a le w h o had c o lla p sed for an unknow n re a s o n . T h e s u b je c t w a s conscious/breathing and has m ed ical p ro b le m s b ut the caller d id n ’t know anything further but w ould find som e one who did. The caller called back and ad v ised th at the subject was being transported by personal vehicle to m eet th e a m b u la n c e . T h e n the subject refused am bulance or medical. -M C S O rec e iv e d a report that a courtesy ride was given to a subject from the Old Mill into Heppner. -M C SO arrested Jim R odriquez, 19, on an lrrigon J u s tic e C o u rt w a rra n t for Failure to Appear/Fum ishing A lco h o l to M inors. T here were no local charges. Subject w as cited and released. -M C S O receiv ed a r e p o r t fro m a c a l l e r in Lexington that a verbal dispute w as in progress betw een her husband and his father. There w ere no w eapons, unknow n if alcohol w as involved, but th re a ts w ere b e in g m ade. Subject left on foot possible to another residence. -M C S O c ite d Richard Harold Sim pson, Jr., 32, for Failure to R egister Vehicle and No Insurance. -M C S O re c e iv e d a report from a caller in lrrigon that her purse had been taken sometime during the night. -M C S O rec e iv e d a report from a caller in Irrigbn that her purse had been taken sometime during the night. -M C S O rec e iv e d a r e p o r t fro m a c a ll e r in Lexington that his father had returned after being told not to. The caller w ould like deputy contact. -M C S O rec e iv e d a report o f two jet skies skirting and riding in the w ake o f an eastbound barge. O ne subject w a s c ite d fo r U n s a f e Operation. - B o a rd m a n PD received a report from a caller in B o a rd m a n o f a v e rb a l dispute and the sound o f beer bottles breaking. He advised that the subjects had separated and som e had left. The caller w ould like officer contact. -M C S O rec e iv e d a report from a caller ip lrrigon th a t th e y h a v e b e e n complaining about loud music from the neighbors to no avail and w ould now like to sign a complaint. -M C SO cited M artin G onzalez Rodriguez, 35, for V io la tio n o f th e N o is e Ordinance. -M C S O re c e iv e d a report from a caller in lrrigon that neighbors are possible gone and the dog was left with no water or food and has been crying for days. -M C S O c ite d a s u b je c t fo r U n re a so n a b le Sound Amplification. -M C S O c ite d tw o subjects for Sw itched Plates and Driving Uninsured. -M C S O a r r e s te d O m ar Zurita, 45, on an lrrigon J u s tic e C o u rt w a rra n t for Failure to Appear/Fum ishing A lcohol to M inors x4. The s u b je c t w a s c ite d a n d released. -M C S O cited Todd Jacob W ilburn, 37, for DUII, BAC refusal. J u ly 2 1 : M C S O received a request for deputy contact from a caller in lrrigon regarding dogs that had been barking for hours and they would like to sign a complaint. -M C S O c ite d a su b ject for E x ceed in g the M axim um Speed, 83 m ph in a 65 m ph zone and for N o Insurance. -M C S O a r r e s te d Jeannette Kay Taylor, 44, on an lrr ig o n J u s tic e C o u rt w arrant for Failure to Pay Fines/Leaving the Scene with property damage. -M C S O rec e iv e d a report from a caller in Heppner th a t sh e h ad re c o v e re d a stolen road sign. , -M C S O rec e iv e d a report that a “gate keeper” siren had been stolen from H a n n a - A r b u c k le R d in B lake’s Ranch. The theft had o c c u r r e d s o m e tim e th a t weekend.
