W eather spotters trained by th e N a tio n a l O c e a n ic and Atmospheric Administration’s (N O A A ) N ational W eather S e r v ic e ( N W S ) a re k e y v o lu n te e rs w h o a s sis t th e m eteorologists by providing up-to-date inform ation about storm activity. The S k y w arn W eather Spotter training is free and will be held in the Emergency Operations Center at 325 W illow View D rive in H eppner beginning at 7 p.m ., a n d is c o - s p o n s o r e d by M orrow C ounty Em ergency Management. E v e n th o u g h th e D o p p le r w e a th e r ra d a r is scanning the skies and the N O A A W e ath e r R a d io is b r o a d c a s tin g f o r e c a s t s , w a tc h e s a n d w a r n in g s , f o re c a s te rs d e p e n d u p o n getting good “ground tru th ” in fo rm a tio n fro m tra in e d S kyw arn w eath er spotters. S p o tte r s a re e s p e c i a l l y im portant in C rook C ounty due to lim ited D oppler radar coverage. “Skyw arn volunteers a re n o t ‘s to rm c h a s e r s ,’ a lth o u g h m a n y S k y w a rn m e m b e rs , b o th lo c a l a n d nationwide, may chase storms on th e ir o w n tim e ,” sa id D ennis H ull, N W S W arning Coordination Meteorologist at th e f o r e c a s t o f f i c e in P e n d le to n . “ T h e N a tio n a l W eather does not encourage storm chasing because it is very dangerous.” H u ll a d d e d , “ T h e safety o f all Skyw arn spotters is a high priority. Skyw arn m e m b e rs a re v o lu n te e r s trained in weather spotting and reporting those findings in a timely manner using the phone, am ateur radio, or Internet.” S k y w a r n s p o tt e r s atten d a tw o -h o u r train in g session w here they learn how to observe cloud form ations and other weather in this area. The W eather Service teaches h o w to d e te r m in e w h ic h storm s are potentially severe. Spotters use a special toll free n u m b e r , a m a te u r r a d io freq u en cy , or th e In te rn e t address to let the forecasters a t th e N a tio n a l W e a th e r S ervice office in P endleton know w hat is happening in their area. M eteorologists use this data as they issue severe w e a th e r w a r n in g s or statem ents to the residents o f M orrow County. Hull said the Skywarn w as a concept d eveloped in th e e a rly 1970s th a t w as i n te n d e d to p r o m o te a cooperative effort between the National W eather Service and communities. The emphasis o f the effort is often focused on the storm spotter, an individual who takes a position near their com m unity and reports wind gusts, hail size, rainfall, and lone American Legion Post 95 celebrates 82 years cloud form ations that could signal a developing tornado. In the winter, spotters report heavy snow, icing, high winds and blizzards. Skywarn also works to ensure National W eather S ervice forecasts, w a tc h es and w arn in g s are broadcast and received in a timely manner. T h e le a d r o le in S kyw arn m ay lie w ith the N ational W eather Service or w ith an e m e rg en c y management agency within the community. This agency could be a police or fire department, o r o fte n is an e m e rg e n c y m anagem ent/service group. This varies across the country how ever, w ith local national weather service offices taking the lead in som e locations, while emergency management takes the lead in other areas. Interested residents w ho would like to learn more about the local w eath er or those who may have an interest helping your neighbors obtain good w eath er w arnings, are invited to attend the Skywarn W eath er S p o tte r tra in in g . Post 95 was chartered in 1921. Jim Barnett, the most senior A m erican Legion Post 95 m em ber, w as honored for 58 years o f m em bership. D elm er C raw ford received a 55-year pin, and L.J. M cElligott, Rodney C raw ford and Nolan Bonner received 30-year pins. Lucy T w orek received her 35-year A uxiliary m em bership pin. WVSC announces April activities S e n io r G irls ’ L u n c h e o n , M ay o r R obert Jepsen and M erry Brannon headline the April activities for the W illow Valley Service Club. A pril 3, the Annual Invitation-Only Senior G irls’ Luncheon w ill be held at All Saints Episcopal, Heppner, from 12-1 p.m. In addition to h o n o rin g th e se g irls , Jeri McElligott will speak and Rev. Keith Brudevold will provide m usic. The ju n io r girls w ill serv e and the w om en o f the church will cater the salad lunch. The W V SC sponsors th is 5 0 -p lu s y e a rs a n n u al tradition.
