Fifteen people are running for five positions for the Morrow County School Board. Follow ing is the positions and people running: Pos. 1- DeAnne L. Tolle, Richard R ockw ell, C raig Miles, Jim Doherty and John R ietm ann; Pos. 3- John Kilkenny, Marc Rogelstad and D ebbie R adie; Pos. 4- Kenneth Matlack and Mike A rm ato; Pos. 5- Patrick McNamee and William J. Kuhn; Pos. 1,3, 4 and 5 are four-year terms ending June 30, 2007. Pos. 6- Barney P. Lindsay, Dwayne M. Carroll and Denise A. Riddle; Pos. 6 is a two-year term ending June 30, 2005. Two positions are up in the M orrow C ounty H ealth D istrict and can d id a te s are ru n n in g unopposed in each position. Pos. 4- Linda K. LaRue and Pos. 5- Larry M ills, both positions are four-year terms ending June 30,2007. One zone and two positions are open in the Umatilla-Morrow Education Service District. Each candidate is running unopposed. Zone 1: Sharon K. Kelly, four-year term ending June 30,2007. Pos. 5- Robert T. Keys; four-year term ending June 30, 2007; Pos. 6- Charles J. Stine; two- year term ending June 30, 2005. Another local district up for election is the Willow Creek Park District. Three at- large positions are open. Skip Matthews, Kim Cutsforth and Patti Allstott are running for the positions. Each positions covers a four-year term ending June 30,2007. Boardman Rural Fire District: Two positions at large: Arlene Walters and Clint Finley. Both positions are four-year terms ending June 30, 2007. Boardman-lrrigon C om m u n ity Education Committee: Four positions: A joint Heppner City C o u n cil and P lan n in g Com m ission workshop is scheduled for Monday, April 7 at the St. Patrick’s Senior C enter, 182 N orth Main Street, in downtown Heppner. The meeting w ill start at 7 p.m. and is the fourth in a series of public meetings regarding a D raft D ow ntow n Development Plan for the city. Proposed zoning code revisions w ill also be discussed at the meeting. The public is encouraged to attend to learn more about the proposal and provide their comments. The consulting firm of Mitchell Nelson Group will present the plan and code revisions. The zoning code revisions include creation of a downtown overlay zone to help protect the historic character o f the downtown and encourage econom ic development. Key aspects of the overlay zone include zero building setbacks, architectural guidelines, a reduction of required off-street parking, and provisions for a fee in lieu o f required parking. The d ev elo p m en t plan also indicates on-street and off- street p ark in g area for recreational vehicles. E n h an cem en t o f pedestrian linkages between the downtown and residential areas and com m unity improvements are also part of the o v erall plan. These e n h an cem en ts include sid ew alk and cro ssw alk improvements, a multi-use walk along Willow Creek, and o n -stre e t p ark in g modifications. A skateboard park and youth center at the old pool and enhancements to the pedestrian corridors and bridges over Willow Creek are also part of the plan. An additional meeting to rev iew the H eppner Transportation System Plan w ill be held Monday, April 21. Local son serving in Kuwait United States Marine Corp Warrant Officer John Martin, son o f Carl and Geri Martin, of Heppner is currently serving in Kuwait. M artin is a 1984 graduate o f Heppner High School. He has been in the Marines for 17 years and is a veteran of the 1991 Gulf War. Martin is married to wife, Debbi and they have three children, Brian and Lisa, 9-year-old twins, and Alex, 8. Debbi and the children live in California. Adopt-a-Teacher program begins operations Bv Debbie Harper The Heppner Adopt- A -T eacher program is appealing to Heppner alumni, citizens and businesses to help save a teaching position in the Heppner schools for next school year. “ I ju st don’t think people realize how much an impact these cuts will have in our schools,” says Kirsten Harrison. The A dopt-A - Teacher idea grew out of the local grassroots meetings held in January to address the budget shortfalls of Heppner schools. The meetings were held to brainstorm ideas to save teach er and aide positions. The group's goal is to raise enough money to save a teach in g position in the Heppner school system. The school district estimates it takes $50,000 for each full time teaching position, and $25,000 for each aide. A flyer sent to parents of Heppner students says the group accepts there will be some cuts made. “We’re just trying to make the impact as minimal as it has to be for the children in our community.” The group has set up a non-profit organization and all d o n atio n s are tax deductible. They have done mass mailings in the Heppner and Lexington zip codes and sent out an informational letter to Heppner alumni. The money w ill only be given w ith a guarantee from the board that the money will be used to save a teaching or aide position in the Heppner schools. The group isn’t telling the board which teacher or program to save. They also stressed they see this as a short term fix until the legislature can come up with additional Hinding for schools. The group plans a variety o f fundraisers in addition to seeking donations. Gwen Healy has donated a quilt, pillow and pillowcases, on display at Klamath First, to be raffled off.
