Sheriff's Report The Morrow County Sheriff’s Office (MCSO) reports handling the following business: N o v . 14: M C S O r e ceived a report from the C orps o f E n g in eers that they w ere w orking on an area that w ould affect the Weather M anagement Repeater and the flood warning system m ost o f the day. CSEPP was also notified. -M C S O d ep u ty c ite d Joan Beth McDaniel, 47, for Vi olation o f the Basic Rule, 73 mph in a 55 m ph zone. -M C SO , Irrigon am bu lance received a report that a fe m ale subject fell out o f her lift while being transferred into bed. N o transport was made. -M C SO , O regon State Police received a report o f tw o vehicles going speeds o f 90-plus m ph on 1-84 w estbound from Boardman. -M C SO , O regon State Police received a report from a caller on 1-84 eastbound that a semi had m ud and rocks fly o ff his wheels, chipping the caller’s windshield. -M C S O dep u ty cited Ronald Dayton Mecham, 44, for Failure to Use Seat Belt, Failure to Notify o f Change o f Address. -M C SO received a re port o f a fire alarm at Finley Butte Landfill. It was out o f district. It was determined that there was no fire. -M C SO received a re port that a subject was given per m ission to put dow n a deer on Highway 74. -M C SO received a re port from a caller in Irrigon that another female assaulted her. An am bulance was not needed. -M C SO , H eppner am bulance received a request for an ambulance in Heppner for a sub je c t possibly having a heart at tack. The patient was transport ed to Pioneer M emorial H ospi tal in Heppner. -M C SO received a re port from a caller at O asis RV Park in Irrigon that subjects in a vehicle car tried to run him down after he told them to leave for urinating in the showers. Naomi Pilsek, 19, w as cited for R eck less D riving and Driving Unin sured. -M C SO received a re port from a caller in Irrigon that another subject was harassing her. -M C SO received a re port from a caller in Irrigon that her au n t’s ex-husband cam e to the residence and assaulted her aunt. -M C SO received a re port from a caller in Irrigon o f a verbal dom estic situation with a female subject who keyed a ve hicle. -M C SO received a re port from U C SO that Jessica Lynn Pettey, 20, was arrested on an Irrigon Justice Court warrant for Failure to A ppear/D riving while License Suspended. -M C SO received a re port o f an alarm at M orrow C o u n ty G r a in G r o w e r s , Patterson Ferry. Deputies were unable to locate anything suspi cious. -M C SO deputy advised he w as out w ith a subject at the H eppner g o lf course. The sub ject was there on business. N o v . 15: M CSO , Boardman Police Dept, officers cited Jam es Jeffery Nelson, 36, for G iving False Information to Police, and arrested on an Irrigon Justice Court warrant for Failure to Appear/Driving while License Suspended. -M C S O deputy cited Luis Humberto Diaz-Zavala, 18, for D riving while License Sus pended-V iolation. The vehicle was impounded. -M C SO , O regon State Police received a report o f an alarm at a residence in Irrigon. It was verified by phone by the res ident to be a false alarm. -Boardman Police Dept, officer cited Josephina Rangel, 33, for V iolation o f the Basic Rule, 41 m ph in a 30 mph zone. -M C SO received a re port from a caller in Irrigon that a male subject stole several forms o f identification and other items from his house. -M C SO received a re port o f a suspicious w hite truck in Irrigon that picked up tw o or three juveniles. A deputy was unable to locate the vehicle. -M C SO , Irrigon am bu lance received a request for an am bulance in Irrigon for an 89- year-old female who had fallen. -Boardman Police Dept, officer cited Shelly Jean Cox, 34, for Susp. Driving while License Suspended-Violation. The vehi cle was impounded. -M C SO deputy arrest ed Rosa M. R odriguez, 54, on an Irrigon Justice Court warrant for Failure to Pay Fine/D og at Large. She w as cited and re leased. -M C S O r e c e iv e d a hang-up 911 call from a resi dence in Boardm an. It w as de termined to be a child playing on the phone. -M C SO received a re quest for a deputy contact from a caller in Boardman regarding a custody dispute w ith his w ife over their son. -M C S O d ep u ty c ite d Enrique C astro Pineda, 46, for Illegal Backing. -M C SO received a re port from a caller in Boardm an o f two children found. The chil dren w ere reunited w ith their m other w hile the caller w as on the phone. -M C SO deputy report ed a vehicle in the ditch in Irrigon. It was a non-injury accident. -M C SO received tw o reports o f a fire on Black M oun tain, south ofB lake’s Ranch. The US Forest Service was contact ed and they advised they w ere doing a bum in the area. -Boardman Police Dept, officer cited a male juvenile for M inor in Possession o f Tobac co. -Boardman Police Dept, o ffic e r cited~A ithui ~ E ugene Wilkinson, 49, for Failure to Re new Registration. -M C SO received a re port o f a barking dog in Heppner. The dog had been barking for an hour and a half. N o v. 16: M CSO , Boardman Police Dept, received a 911 hang-up call from a resi dence in Boardman. The female caller said she w as being ha rassed and that a m ale subject would not leave, then the line was disconnected. -Boardman Police Dept, o ffic er cited Ivan Ivanovich G adom skiy, 26, for Exceeding the M axim um Speed Lim it, 85 m ph in a 65 m ph zone. -Boardman Police Dept, o f f i c e r c ite d W illia m L. Crumbliss, 37, for Violation o f the Basic Rule, 46 mph in a 30 mph zone. -M C SO received a re port from a caller in lone o f neigh bors shooting at all hours. A dep uty contact was requested. -M C SO received a 911 hang-up call from the pay phone at C olum bia M iddle School. It w as determ ined to be unfound ed. -M C SO received a re port from a caller in lone o f the theft o f anhydrous ammonia from his property. -M C SO , O regon State Police received a report o f a dis abled vehicle on 1-84 w ith one female and children in the vehi cle. -M C S O , B o a rd m a n Police Dept, received a report from a caller in B oardm an re garding her dog getting out by accident. -M C S O d ep u ty c ite d Sharon L. K abusreiter, 51, for Violation o f the Basic Rule, 75 mph in a 55 mph zone. -M C S O , Irrigon Fire Dept, received a report o f an il legal bum at a house on H igh way 730 near the county line. -M C SO received a re port from a caller in Irrigon o f an unwanted female subject on his doorstep. The caller only knows her as “ Red” . The subject drove away. It was determined the sub ject m ay pick up her belongings but was not welcome there any more. -M C S O r e c e iv e d a h a n g -u p 911 c a ll from th e B oardm an Chevron. It was de te rm in e d th a t an e m p lo y ee misdialed. -M C SO deputy cited Jo Anne Hanson, 62, for Violation o f the Basic Rule, 72 mph in a 55 m ph zone. -M C S O deputy cited Efrain Franco, 40, for DUII and Driving Uninsured. The vehicle w as im pounded. He was also w as a rre ste d on tw o U C SO w arrants for Failure to Appear/ DUII-Failure to Appear/Second D egree. H e w as lodged at the Umatilla County Jail. -M C SO received a re port from a caller in Irrigon who was missing her jacket; there was money in the pocket. She thought the jac k e t w as lost or stolen in H erm iston. The Hermiston Po lice Dept, was contacted by both the caller and M CSO. N ov. 17: M CSO depu ty cited Sara E. Lozito, 18, for V iolation o f the Basic Rule, 76 m ph in a 55 m ph zone. -M C S O d ep u ty cited R oberto Rios Lem us, 25, for Careless Driving. -M C SO , O regon State Police received a report o f an a la rm a t K & L F a rm s on Patterson Ferry. -Boardman Police Dept, officer cited Elizabeth A lene Crismon, 47, for Violation o f the Basic Rule, 50 mph in a 30 mph zone. -M C S O d ep u ty cited C ynthia R. L ougheed, 48, for Violation o f the Basic Rule, 78 m ph in a 55 m ph zone. -M C S O , ODOT, B o a rd m a n P o lic e a n d F ire depts., B oardm an am bulance received a report o f a one-vehi cle rollover on 1-84 eastbound. A n o th e r c a lle r a d v ise d tw o EM Ts from Idaho w ere on the scene providing assistance. It was determined a female subject was in the vehicle and could not get out. The patient w as trans ported to G ood Shepherd M ed ical Center in Hermiston. -M C S O d ep u ty c ite d Jacques B ernard Lecoure, 49, w as cited for V iolation o f the Basic Rule, 70 m ph in a 55 mph zone. -M C S O d ep u ty cited Brandon T. R atchford, 20, for Violation o f the Basic Rule, 73 mph in a 55 m ph zone. -M C SO received a re port from a caller in Boardm an that the electricity went out in their house a few days ago and the house was burglarized. -M C SO received a re port from a subject from Lexing ton that he lost his wallet between Spokane and Hermiston. -M C S O d ep u ty cited Benito Lorenzo Copado Lopez, 53, for Violation o f the Basic Rule, 76 mph in a 55 m ph zone. -M C SO , O regon State Police received a report o f a dead deer in the center o f the road on 1-84 eastbound milepost 169-170. -M C SO , O regon State Police received a report o f a duf fle bag on 1-84 eastbound m ile post 169-170. -M C S O , lo n e a n d H eppner EM Ts received a re port from a caller in lone that a young female subject came to his residence w ho had been in a motor vehicle accident on High way 74. The patient w as trans p orted to P io n eer M em orial Hospital then to Kennew ick Gen eral. -M C SO deputy arrest ed Diana Rae Garcilazo, 45, for DUII (B A C .14). The vehicle w as impounded. -M C S O d ep u ty cited Ben Johnson, 70, for N o O per a to r’s License and Failure to D rive in Lane. E vidence was seized by the deputy. N ov. 18: B o a rd m a n Police Dept, officer cited famera Louise Dodge, 25, for Violation o f the Basic Rule, 42 m ph in a Heppner Gazette-Times, Heppner, Oregon Wednesday, December 18, 2002 - NINE 30 mph zone. -Boardman Police Dept, officers responded to a residence in Boardman for a dog at large. -M C SO received a re quest to speak to a deputy from a caller in Boardm an regarding questions about “trailing” cows down Wilson Road. -M C SO , O regon State Police received a report from a caller on 1-84 o f two stray dogs in the m edian; vehicles had to swerve to miss hitting them. -M C SO , O regon State Police received a report o f a pos sible DUII on 1-84 westbound. -M C SO received a re quest for a deputy contact from a caller in Irrigon regarding the location o f her 11-year-old son The caller had perm itted him to go to his father and she has not heard from him in over a month. -Boardman Police Dept, officer cited Maria Morales, 48, for Violation o f the Basic Rule, 42 m ph in a 30 mph zone. -M C SO received a re port o f children burning weeds in Irrigon without supervision. -M C SO received a re port from a caller in Irrigon that someone shot out a window in a Jeep last night. -M C SO , O regon State Police received a report from a caller in H erm iston that his ex girlfriend was at his residence on County Line Road and refused to leave. She then called and ad vised she was only at the resi dence to collect her things. -M C SO , O regon State Police, U C SO received a report o f a vehicle driving all over the road and swerving in both lanes on Highway 207. -M C SO received a re port from a caller in Irrigon that tw o cows were out on Highway 730. -M C SO received a re port from the Herm iston Police Dept, that Camie Sue Wilson, 31, w as arrested on tw o M orrow C ounty C ircuit Court w arrants for Failure to Appear/Possession o f a Controlled Substance II and Grand Jury Indictment o f Failure to A ppear, and arrested on an Irrigon Justice Court warrant for Failure to A ppear/G iving False Inform ation to a Police Officer. She was lodged at the Um atilla County Jail. -M C SO received a re quest for a records check on a female subject from U.S. Inves tigations Service. The results w ere faxed to the appropriate agency. -M C SO received a re port from a caller in Irrigon that a former firefighter w on’t return fire equipm ent. The caller had sent two registered letters but still had no response. -M C SO , O regon State Police received a report o f cattle out on Highway 730. The cattle were herded o ff the highway and the possible owners contacted. -M C SO received a re port from a caller w ho had re ceived an obscene phone call. The m ale suspect w anted to do a jo b interv iew over the phone w ith the caller, and then started m aking sexually explicit com ments. -M C S O , B o a rd m a n Police Dept, received a report o f an intrusion alarm at the Port o f Morrow administration office. It w as determ ined to be a false alarm. -M C SO received a re port from a caller in lone that a male subject's dog had been run ning loose all day, chasing kids, other dogs and treed the caller's cat. -M C SO deputy arrest ed C ipriano Vera, 49, for DUII (BAC .30) and on an Irrigon Jus tice Court warrant for Failure to Pay Fine/Driving while License Suspended. The vehicle was im pounded. -M C SO received a re port from a caller in Irrigon that a semi had been running for two days and he w as getting com plaints about it. A deputy spoke to the ow ner w ho advised he was leaving that night. -M C SO received a re port from a caller in Boardm an that his girlfriend w ouldn’t quit talking and let him sleep. No law enforcem ent response was re quested. N o v. 19: M CSO received a report from a caller in lone, that he had taken a car ow ned by him and a person in Irrigon to Wilsonville. He wanted it noted so that if the other person called to report it stolen, M CSO w ould know why and w here it was. -M C S O c ite d K rista A nne Price, 30, for Violation o f the Basic Rule, 44 m ph in a 30 mph zone. -M C S O r e c e iv e d a report from a repo company that they had repossessed a hom e and that there were several items either stolen or dam aged in the hom e. They inform ed that if M CSO needs to recover any o f the items to let them know. -M C S O r e c e iv e d a rep o rt o f a stray dog in the Hardman area. According to the caller, the dog doesn’t appear to have tags and the caller doesn’t think she’s seen it around the area before. -OSP arrested Francisco Garcia Soto, 25, was arrested on Irrigon Justice Court warrant for Failure to Pay Fine/Driving While Suspended. S ubject paid the $671 bail and w as cited and released. -M C S O r e c e iv e d a report from a caller in Irrigon that her son’s bike had been taken last night o ff the back patio. The bike was registered with the Bicycle Safety Program. -M C S O r e c e iv e d a report from a caller in Boardman that he had located several items, at a friend’s house, that were taken from him a few years ago. -M C S O r e c e iv e d a report from caller in Irrigon that she is holding an N SF check from a subject for a property p a y m e n t an d has q u e stio n s regarding w hat actions she can pursue to collect. -M C S O r e c e iv e d , a request for deputy contact from the H eppner D M V regarding a p o s s ib le p o te n tia l fa k e ID application. The subject was not present when the call was made. -M C S O r e c e iv e d a report o f two vehicles traveling at a high rate o f speed on 1-84. -M C S O r e c e iv e d a report from Peterson’s Jewelers in Heppner that an older woman had ju st fainted in the store. S u b je c t w as tra n s p o rte d to Pioneer Memorial Hospital. -M C S O r e c e iv e d a report from a caller in Irrigon that he had witnessed another juvenile smoking and would like contact. -M C S O r e c e iv e d a report from K egler's M arket in B oardm an that they had tw o ju veniles at the store that had shoplifted. -M C S O r e c e iv e d a report from a caller in Irrigon that a sm all boy was sitting by the Irrigon Post Office and appeared to be lost. Deputies were unable to locate the boy. -M C SO cited Juanita H o le m a n L o n g o ria , 31, for Driving while Suspended. -U C SO arrested Carol W arren, 52, on an IJC w arrant for Failure to Appear/DUII. She is lodged at UC jail with bail set at $6000. -M C S O r e c e iv e d a report o f a possible burglary in progress in Fossil. Jacqueline A. W ebster, 40, w as c ite d and released for Theft by Deception. -M C S O r e c e iv e d a report from a caller in H eppner o f a verbal disturbance at an apartment building in Heppner. C aller advised everything w as quiet at the time and would call back if anything further occurred. -M C S O r e c e iv e d a report from a caller in Boardman that her 16-year-old daughter had taken an unknow n am ount o f pills, possibly Ibuprophen. No transport was needed as caller w as tak in g her d a u g h te r to hospital in h a personal vehicle. 1 N ov. 20: M CSO receiv ed a report o f a no ise complaint. -M C S O r e c e iv e d a report o f a disabled vehicle in Lexington. The vehicle was o ff the road but on a comer. O w ner w as c o n ta c te d and sa id sh e would removed the vehicle after her work in the morning. -M C SO , O SP received an open 9-1-1 call from the Irrigon Sentry Market. OSP was unable to locate anyone. -M C SO cited K ristine Eden Dunlap, 28, for Violation o f the Basic Rule, 45 m ph in a 30 mph zone. -M C S O r e c e iv e d a report from the H eppner bus c o m p a n y th a t p e o p le w e re running the bus lights. -M C S O r e c e iv e d a report from the Irrigon M ini Storage that a unit had been broken into and items were taken sometime after Saturday. -M C S O a r r e s te d Lawrence Allen Perrin, 26, on an IJC w a rra n t fo r F a ilu re to A p p e a r /D riv in g W h ile Suspended and UCCC w arrant for a Parole Violation/LSA. Bail w as set for $6000 and h e ’s lodged at UC Jail. -M C S O r e c e iv e d a report o f a lost four-year-old in Heppner. The child was located. -M C S O r e c e iv e d a report from the Irrigon Sentry Market that a man had come into the store and tried to buy a large amount o f Sudafed. -M C SO cited W illiam Herbert Prosser, 21, for Driving w hile S uspended, F ailure to Renew Registration and Failure to Use Headlight. Prosser's car was impounded. -M C S O r e c e iv e d a report from a caller in Boardman that tw o m are horses wandered onto his property this m orning. The caller ju st wanted it logged in case som e one called about lost horses. -M C S O r e c e iv e d :a report from a caller in Irrigon o f a su sp ic io u s v e h ic le p ark ed across the street. The vehicle was running with out the headlights on. -M C SO received a 9-1 - 1 hang-up call from C olum bia Junior High in Irrigon. Deputies were unable to locate anyone. -M C S O r e c e iv e d a report from a caller in Irrigon that she had received a threatening m e s s a g e fro m a fo rm e r employee, in Milton, WA, saying that he was going to bum her house dow n. M CSO received info that the subject had been arrested and was in custody. -M C S O r e c e iv e d a report from a caller in Heppner that a male subject was harassing her. -M C S O r e c e iv e d a report from a caller in H eppner th a t a fe m a le s u b je c t w a s harassing him. He reported that she had flashed him and another e m p lo y e e at th e H e p p n e r Chevron then show ed up in his yard harassing him. Nov. 21: MCSO received three abandoned 9-1 - 1 c a lls from a c o m p a n y in Boardm an. O n attem pting call back, the line rang continually. It w as fin ally d e te rm in e d th at everything okay and that it was a computer problem. -M C S O c ite d G e ra ld Jerome Hill, 45, for a Boardman O rd in an ce V io latio n - W aste Dumping. -M C SO Probation and Parole advised that K evin Ray Dieter, 21, was in custody on a D e te n tio n W a rra n t P a r o le Violation for Attem pted Sexual P e n e tr a tio n .
