TEN - Heppner Gazette-Times, Heppner, Oregon Wednesday, December 11, 2002 -M C S O c ite d a n d released a subject for Failure to Pay Fine for Dog at Large. -M C SO received a call from a caller in Irrigon stating that the wind had stopped and his m otor on his sailboat had died. He w anted to know if the SO could assist him or should he call a friend. He w as advised that the marine boat w as secured for the winter and no marine deputy w as available. C aller said he w ould attempt a friend and call back if needed. It was later reported that the subject was out o f the water. -M C S O r e c e iv e d a report o f a 9-1-1 hang-up call from a resid en ce in Irrigon. A ttem pted call back but phone was busy. -M C S O r e c e iv e d a report o f a deer hit by a car on H w y 207 a b o v e H o rse sh o e Hereford Ranch. -M C S O r e c e iv e d a report o f a disturbance occurring in Irrigon betw een a male and a female. The male subject left the scene. -M C S O r e c e iv e d a report from the Boardm an 76 station o f a S26 drive-off. -M C S O r e c e iv e d a report from a caller in H eppner that her neighbor’s are having a yelling match. -M C S O c ite d P e d ro M anriquez G onzales, 41, for Violation o f the Basic Rule, 76 mph in a 55 mph zone. -M C S O r e c e iv e d a report from a caller in Irrigon reporting a car backed into her car in the AC Houghton parking lot and the driver had left a blank piece o f paper on her window. -M C S O r e c e iv e d a report from a caller in Heppner advising he had hit a car and left his information on the vehicle. At the tim e no one knew w ho the car belonged to, but it w as later updated that the owner had been contacted. -M C S O r e c e iv e d a report from a caller in Boardman that a m an in a car stopped and got out and said that he w anted to fight him . D eputies w ere u n a b le to lo c a te s u b je c t o r vehicle. -M C S O r e c e iv e d a report o f a ladder in the fast lane o f 1-84 east bound near mp 165. The ladder could not be located. -M C S O r e c e iv e d a request for a w elfare check on her father-in-law' in Irrigon. He w as supposed to m eet w ith her in Montana and did not show up. She adv ised that he has multiple h e a lth p ro b le m s . D e p u tie s contacted the father-in-law, and he adv ised that he was okay, and that he did not want to speak with his daughter-in-law and to not tell her that deputies talked with him. -M C S O r e c e iv e d a report from an Irrigon caller o f possible drag racing. Caller said the vehicles w ere really loud and were not using headlights. -M C S O r e c e iv e d a r e p o r t o f a fire a la r m at Boardm an Elem entary School coming from the hallway. -M C S O r e c e iv e d a report from B ucknum ’s that a m ale subject broke a pitcher o f beer on the pool table. N ov. 8: M CSO receiv ed a report from a caller in Boardm&fl saying he saw a man driving a vehicle that he had loaned to him and had not been returned. -M C S O r e c e iv e d a report from a caller in Boardman saying that his car had been stolen the night before. -M C S O r e c e iv e d a request from a caller in Heppner for a city w orker com e to his residence regarding a broken water pipe. -M C S O r e c e iv e d a re q u e s t fo r d e p u ty c o n ta c t regarding a restraining order violation. -M C S O r e c e iv e d a report from a caller in Irrigon that he has the dog that has been fighting his show dogs and w ould like deputy contact. -M C S O r e c e iv e d a request for contact from a caller in B oardm an regarding a theft from her garage. -M C S O r e c e iv e d a report from a caller in Irrigon o f tw o j u v e n i le s d r e s s e d in c a m o u f la g e a n d c a r r y in g shotguns w alking near the school. -M C S O r e c e iv e d a report from a caller in Irrigon concerning a loud vehicle tearing up the road. -M C S O c ite d J a s e n Eugene Holz, 20, for D riving w hile Suspended and Excessive Noise. -M C S O , Irrig o n FD and ambulance received a report from a caller in Irrigon o f a semi v s. p ic k -u p m o to r v e h ic le accident at 4th and Colum bia. -M C SO , O SP received a report o f a section o f tire in the right lane o f 1-84 at m p 163. -M C S O , O S P , a n d Irrig o n FD a n d a m b u la n c e re c e iv e d a rep o rt o f a tw o - vehicle motor vehicle accident at AC Houghton in Irrigon. There was no transport and only m inor injuries. -M C S O r e c e iv e d a report from a caller in Irrigon that a m ale subject parks his m otor home in the Bank o f EO parking lot and then drinks at B ak e’s Lounge leaving in the evening appearing intoxicated. Deputies were unable to locate subject. -M C SO cited Jam es L. Blunck, 48, for Violation o f the Basic Rule (truck speed), 75 m ph in a 55 mph zone. -M C S O c ite d L u is M iguel M acias C arillo, 18, for Violation o f the Basic Rule, 71 m ph in a 55 m ph zone, for No O p e r a to r ’s L icen se and N o Insurance. The vehicle he w as driving was impounded. -M C S O c ite d E le n a M adero Ponce, 31, for Failure to License a Dog. -M C S O r e c e iv e d a report from a caller in Irrigon some one stole one o f the caller’s checks and she has a suspect. -M C SO arrested a 35- year-old subject for a Restraining O rder Violation. -M C S O r e c e iv e d a report from a caller in Boardman regarding a dog running loose. -M C SO , OSP received a report o f a vehicle traveling eastbound on 1-84 around m p 167 at speeds that appear to be 80-90 m ph. -M CSO, Boardman PD cited a 49-year-old subject for U nauthorized Use o f a M otor Vehicle (car theft). The stolen vehicle was also recovered. -M C S O r e c e iv e d a report o f a loud party, possibly minors, at an apartment complex in Boardman. -M C S O r e c e iv e d a report from a caller in H eppner that he may be unintentionally in v i o la ti o n o f h is c u s to d y agreement. He was informed that this was a civil matter. -M C S O r e c e iv e d another report concerning the party at an apartment complex in Boardm an inform ing that there w as a group o f juveniles in the parking lot who were intoxicated. -Nov. 9: M CSO cited a s u b je c t fo r N o O p e r a to r ’s License and Failure to M aintain Lane. -M C S O r e c e iv e d a report from a caller in Boardman stating that his 37-year-old wife was hav ing chest pains, difficulty breathing, and pain in both arms. -M C S O r e c e iv e d a r e p o rt from th e B o a rd m a n Texaco that the C hevron’s back door w as open, and there w as lights on and music playing but no one was around. -M C SO cited a subject for Violation o f the Basic Rule, 82 m ph in a 55 m ph zone. -M C S O r e c e iv e d a report o f thick black sm oke, possibly a controlled bum o f illegal materials, in Boardman. -M C SO , Portland PD arrested Justin R. Davis, 28, on a MC w arrant for Failure to Pay Fines, Driving while Suspended, and Failure to W ear a Seatbelt. -M C S O r e c e iv e d a report from the H eppner Red Apple that a Motorola cell phone had been turned into them. -M C S O r e c e iv e d a report from a caller in Boardman that an unknown dog was in her back yard and grow led at her when she tried to get it to leave. -M C S O r e c e iv e d a request for contact from a caller in B oardm an regarding a bad check. -M C S O r e c e iv e d a request for contact from a caller in B oardm an regarding a 17- year-old male neighbor that had been assaulted. -M C S O r e c e iv e d a request for contact from a caller in Irrigon regarding two dogs that killed her turkeys/anim als still warm. -M CSO received a 9-1 - 1 c a ll from Irrig o n . It w as determined to be juveniles on the phone. -M C S O , Irrig o n FD received a report o f a possible fire at a residence in Irrigon. It w as determ ined to be a false alarm. -M CSO received a 9-1 - 1 hang-up call from the Columbia M iddle School payphone. It turned out to be an unfounded call. -M C S O r e c e iv e d a report from a caller in Heppner o f a pick-up w ith a fifth-w heel parked illegally at Court Street M arket. The driver advised he w as w aitin g for his h unting p artn ers and w ould be gone soon. -M C S O r e c e iv e d a report o f a burglar alarm at the lone M arket. It was determ ined the building was secure. -M C S O r e c e iv e d a report from a caller in Irrigon that his kids said that there was a dead horse where they’d been playing. It w as determ ined to be dead deer and elk carcasses. -M C S O r e c e iv e d a report from a caller in Boardman regarding loud m usic com ing from down the street. -M C S O r e c e iv e d a report from O SP o f a possible DUII entering Boardman. -M C S O r e c e iv e d a report from a caller in Boardman that her six-year-old son w as chocking on an unknown object, he w as co n scie n ce and still breathing and he had begun to cry but the object was lodged in his throat. The child was transported to G o o d S h e p h e rd M e d ic a l Center. -M C S O r e c e iv e d a report from a caller in Boardman o f a dead deer in the m iddle o f the road near the Port o f M orrow building. The dear was removed. -A lb an y PD a rre ste d Jason A lexander Loop, 23, for Failure to A ppear and A ssault- IV. He is lodged at Linn County Jail with no bail. -M C S O r e c e iv e d a report from a caller in Irrigon o f loud music coming from nearby. N ov. 10: M C S O receiv ed a report from a caller in Boardman o f loud music coming from her neighbor’s house. -M C S O r e c e iv e d a report from a caller in Irrigon that his parents were fighting. It was co nfirm ed this w as a verbal dispute, and that there was no physical contact or w eapons at this time. -M C S O r e c e iv e d a report from a caller in Irrigon o f fo u r o r five m ale juvenM es tre s p a s s in g on th e c a l l e r ’s neighbor’s property. -M C S O , I rr ig o n ambulance received a report that the caller's 12-year-old daughter had ju s t had a se iz u re , and although it had past and she appears to be fine, he would like her checked out. -M C SO , M C Behavior H ealth received a report from Union County BH o f a suicidal s u b je c t at a r e s ta u r a n t in Boardman. MCBH reported that the subject is okay. -M C S O re c e iv e d a report o f a brush fire on USFS ro ad 2 6 3 0 . T he U SFS w as notified. -M C S O r e c e iv e d a report that a vehicle was in L exington headed to Heppner and was overloaded and driving extremely slow. -M C S O r e c e iv e d a report from a caller in Heppner that an 83-year-old female had fallen in the night; she had no obvious injuries, but was weak and unable to move. Subject was transported to Pioneer Memorial Hospital. -M C S O re c e iv e d a report o f a m an pushing a cart along 1-84 westbound at mp 169. When deputies contacted him. He said th at he w as w alking to Portland. -M C S O re c e iv e d a r e p o r t o f a b o u t 10 m a le s attempting to start a fight with 13 and 14-year-olds, and claim ed that they had bats. -M C SO cited B arbara C laudine A bercrom bie, 35, for M aintaining a Dog as a Public Nuisance. -M C S O r e c e iv e d a report from a caller in Irrigon that her n e ig h b o r’s dog killed her turkeys. Justin Duane Flemming, 25, was cited for M aintaining a Dog as a Public Nuisance. -M C S O r e c e iv e d a report from a caller in Irrigon reporting suspicious activity at a mobile court. -M C S O r e c e iv e d a report from a caller in Athena that her ex-husband had their kids in Heppner per the divorce papers and that he was supposed to bring them back but he had called and told he she had to come and get them. -M C S O r e c e iv e d a report o f a suspicious male with a bag and a flashlight w alking around shining the flashlight in windows. Nov. 11: M C S O , Irrigon am bulance received a report from a caller in Irrigon that her 7 6 -y ea r-o ld m o th e r had fallen and hurt her knee, shoulder and arm. -B o a rd m a n PD c ite d Pedro Pacheco C ovarruubias, 20, for Driving While Suspended and N o Insurance. -M C S O r e c e iv e d a report o f a runaw ay. D eputies attem pted to locate the subject. -M C SO , O SP received a report o f a vehicle dumping fuel along 1-84 w estbound near m p 159. -M CSO, Boardman PD received a request for officer contact regarding a lost dog. -M C SO , O SP received a report that a semi pulling a two- stoiy trailer with vehicles on it had pulled over on 1-84 at m p 153 and the driver was on the second story looking through a military vehicle. -M C SO , O SP received a report o f a chair in the left-hand la n e o f 1-84 n e a r m p 159. A nother caller reported that a washing machine was in the same area. The ow ner rem oved the chair, but the w ashing m achine w as unable to be located. -M C S O c ite d J o s e Nicolas Arriola, 33, for Violation o f the Basic Rule, 71 m ph in a 55 m ph zone. -Hermiston PD arrested M ahmud K. Shayboni, 30, on an Irrigon Justice Court warrant for Failure to Pay Fines and Driv ing w hile Suspended. He was cited and released. -M C SO cited Rachelle Kim Cooke, 30, for Violation o f the Basic Rule, 73 m ph in a 55 mph zone. M C SO received a re port from a com pany that they w ere going to repossess a vehi cle in Irrigon. -M C SO received a re port from a caller in Irrigon that her boyfriend’s Lexus had been stolen. The caller was advised that the vehicle was repossessed. -M C SO received a re port o f a burglar alarm at K la m a th F irst F e d e ra l ban k in Heppner. It w as determ ined to be a false alarm. -Boardman Police Dept, officer cited Kristi Orcutt, 37, for Violation o f the Basic Rule, 40 m ph in a 30 mph zone. -M C S O d e p u tie s a r rested Joshua Thom as M oore, 20, on an Irrigon Justice C ourt w arrant for Failure to Pay Fine/ Possession o f Less that One Oz. M arijuana. He was cited and re leased to appear. -M C SO , Irrigon am bu lance received a request for an ambulance from the Irrigon Clinic for a 71-year-old m ale having chest pains. The patient was transported to G ood Shepherd Medical Center in Hermiston. -M C S O d e p u tie s a r rested Scott Wayne M cCorkel, 23, on a UCSO w arrant for Pa role Violation/Buiglary I. He was lodged at the U m atilla County Jail. -M C S O , B o a rd m a n Police Dept, received a hang-up 911 call from a residence in Boardman. All was determined to be okay; it was a child playing on the phone. -M C SO received a re port o f loud music; the caller said this was an ongoing problem. -M C SO received a re port o f a puppy running around the C entral Red A pple M arket in Heppner. A Public Works em ployee was going to pick the pup- pyup. -M C S O deputy cited Sterling Morris, 30, for Violation o f the Basic Rule, 58 m ph in a 35 m ph zone and No Insurance. -M C SO received a re port from a caller in Irrigon that a fem ale subject had been by looking for a m ale subject and that there w as a restraining or der. -M C SO received a re port from a caller in Irrigon that a female subject was at his resi dence loading up stuff. A restrain ing order was served to the call er from the female subject. -M C S O , B o a rd m a n Police Dept, received a report o f loud m usic. The subjects were told to turn the music down. -M C S O , B o a rd m a n Police Dept, received a report from a caller in Boardman that a suspicious vehicle pulled into her driveway, then left. Officers were unable to locate the vehicle. -M C S O deputy cited R onson Rom eo Ram os, 27, for Violation o f the Basic Rule, 88 m ph in a 55 m ph zone. Nov. 13: M CSO , O re gon State Police received a re port from a caller on 1-84 east- bound o f a C adillac going 70+ mph. -M C S O deputy cited M aria Chavez-H errera, 25, for Exceeding the M aximum Speed Limit, 80 mph in a 65 mph zone. -Boardman Police Dept, officer cited David L. Stover, 59, for Violation o f the Basic Rule, 60 m ph in a 30 m ph zone. -M C S O , ODOT, Boardman Police Dept, received a report o f a deer hit on 1-84 eastbound that needed to be put dow n. T here was also another deer in the sam e area on the westbound side. -M C S O , B o a rd m a n Police Dept, received a relayed report from OSP o f an oversized truck and trailer that was speed ing on 1-84 westbound. -M C SO received a re port from H eppner City Hall o f paperwork missing. -M C SO received a re port from the Colum bia M iddle School that a juvenile acciden tally swallowed cold ice when a packet exploded. The patient was transported to Good Shep h e rd M e d ic a l C e n te r in Hermiston. -M C SO received a re port o f a male subject putting his fist through a window at a resi dence in Heppner. It was a fam ily disturbance. N o am bulance was needed. -M C SO received a re p ort o f a c a lf in the road in Boardman again. -M C S O , B o a rd m a n Police Dept, received a report from a caller in Boardm an that his car window was broken out. -M C S O dep u ty c ite d Daniel Castillo, 29, for Violation o f the Basic Rule, 37 m ph in a 20 m ph zone. -M C SO received a re port from a caller in Irrigon that two longhorns are in her yard and she was concerned they w ould get out on the highway. -M C SO received a re port o f an alarm at Patterson Ferry at the M orrow C ounty G rain G row ers. It w as deter mined to be a false alarm caused by employee error. -M C SO received a re port from a caller in Irrigon that her dog was missing. -M C SO , O regon State Police received a report from a caller that a Kenworth pulling a trailer w ith a container passed him then spotlighted him w ith spotlights that faced backwards attached to mirrors. -M C S O , B o a rd m a n Police Dept, received a report from a caller in Boardman o f nois es outside, possibly som eone tripping.
