July 3, 2002 Sheriff's Report The Morrow County Sheriff's Office (MCSO) reports handling the follow ing business: lice Dept, received a report from a caller in Boardman of two sus picious vehicles driving slowly around the area. -MCSO, Heppner Police Dept., Heppner ambulance re ceived a request for an ambulance in Heppner for an 80-year-old female with injuries. The patient was transported to Pioneer Me morial Hospital in Heppner. -MCSO deputies cited Adrian Martin Harris, 22, for Ex ceeding the M aximum Speed Limit. -MCSO received a re port from a caller in Irrigon of a horse loose in the vicinity of the Irrigon Mobile Court. -M CSO deputy cited Paula Ann Moore for Animal Neglect. -MCSO received a re quest for a deputy contact from a caller in Irrigon who came home from work to find his wife had packed up and left with their four children. The caller wanted to know what options he had. -Boardman Police Dept, officer cited Venessa Vicki Hill, 19, for Violation o f the Basic Rule, 40 mph in a 25 mph zone. -MCSO, Heppner Public Works received a request for a city worker at the Heppner St. Patrick’s Senior Center to repair an elevator that wasn’t working. -MCSO, Boardman Po lice Dept., Boardman ambulance received a report o f a medical alert alarm at a residence in Boardman. It was a false alarm. -MCSO received a re quest for a deputy in Irrigon re garding a dispute; the line was dropped. -MCSO, Boardman Po lice Dept, received a report of an audible alarm at a residence in Boardman. No one was home; it was determined all was okay. -MCSO, Boardman Po lice Dept, received two hang-up 911 calls from a payphone in Boardman. It was determined that there was a picnic party with over 200 people and kids were playing by the phone. -MCSO received a re port from a caller in Irrigon of a stolen bike found. The caller wanted the subjects cited. The caller later called back and said he changed his mind about the citation. -M CSO deputy cited Timothy Engebretson, 31, for Vi olation of the Basic Rule, 76 mph in a 55 mph zone. -MCSO, Oregon State Police received a report of a pos sible DUII on 1-84 westbound. The vehicle was weaving all over the road. -MCSO received a re quest for a deputy contact in Boardman regarding the caller picking up her daughter. -MCSO received a re port of an intrusion alarm at Finley Buttes Landfill. Deputies re sponded. -MCSO, Boardman Po lice Dept., Irrigon ambulance re ceived a report from a caller in Irrigon that the upstairs neighbor was choked by her boyfriend. -MCSO deputy arrested Juan Manuel Juaregui Perez, 26, for Assault IV Domestic. He was lodged at the Umatilla County Jail, bail $6.000. -MCSO, Boardman Po lice Dept, officers arrested Cesar Dario Jara Avila, 28, for DUII (BAC .21). The vehicle was im pounded. -MCSO, Oregon State Police received a report of a pos sible DU11; the vehicle was all over the road on 1-84 westbound. -MCSO received a re port o f an alarm at a residence in Irrigon. It was determined all was okay. M a rc h 30: M CSO, Irrigon ambulance received a re quest for an ambulance from a caller in Irrigon for an 86-year- old male who had possibly over dosed on medications. The patient was transported to Good Shepherd Medical Center in Hermiston. -Boardman Police Dept, officer cited Linda Ann Albrecht, 48, for Violation o f the Basic Rule. 38 mph in a 25 mph zone. -MCSO deputy arrested Lawrence Allen Perrin, 25, on a Parole and Probation Detention warrant and on local charges of Possession o f a Controlled Sub stance and Supplying Contraband. He was lodged at the Umatilla County Jail. -MCSO, Boardman am bulance received a request for an am bulance from a c a ller in Boardman for a 72-year-old man for réévaluation. The subject was barely coherent. The patient was transported to Good Shepherd Medical Center in Hermiston. -MCSO, Oregon State Police received a report from a caller on 1-84 eastbound of a ve hicle in front of her that was all over the road. -MCSO, Heppner Police Dept, received a request for a welfare check on subjects in Heppner from a caller in Irrigon. The caller had been attempting contact for two days. It was de termined the subjects were okay and had just been spending a lot o f time on the computer; they would contact the caller. -MCSO received a re port of two dogs abandoned in Irrigon. They hadn’t had water or food for two days. -MCSO received a re port from a caller in Lexington that a male subject threatened her. -Boardman Police Dept, cited Mayra Gomez Ocampo for Violation of the Basic Rule, 40 mph in a 25 mph zone. -MCSO, Union Pacific received a report from a caller of a train flat car w ith wobbly wheels westbound along 1-84. -MCSO, Heppner Fire Dept, received a report of an out- of-control bum at Bunker Hill. -MCSO, Boardman Po lice Dept, received a report from a caller in Boardman o f a three- year-old child in a lime green out fit that had been w andering around by herself for two-three hours. The caller had also pulled her o ff the road. The parents were contacted and all was okay. -MCSO, Boardman Po lice Dept, received a report from a caller in Irrigon that her boy friend pushed her and broke a window out o f her mother’s car. The dog was found and returned home. -MCSO received a report from a caller in Irrigon that she was doing laundry at the laundromat and a male subject came there threatening her. He has a restraining order against her. -MCSO received a report from a caller in Irrigon that her son lost his wallet at school and would it be alright for him to drive there to get it; they would con tact DMV. A deputy advised her about the situation. -MCSO, Oregon State Police received a report of a recap tire on the road in both lanes on 1-84 eastbound. -MCSO, Boardman Police Dept, received a request for an officer contact in Boardman re garding the caller being threat ened by his brother. -MCSO received a request for an ambulance in Heppner for a woman who couldn’t get up. The woman had numbness in her leg but was better now. No trans port was made. -MCSO, Oregon State Police received a report of a van driving erratically, watching TV while driving, cutting people off and speeding up and slowing down. A pril 9: M CSO, Oregon State Police received a report of an alarm activation at Kegler’s Sentry Store in Irrigon. It was determined it was a false alarm; an employee was in the store and failed to deactivate the alarm. -MCSO received a report from a school bus driver that a vehicle failed to stop for the flash ing lights on the school bus. This incident occurred yesterday in Irrigon. -MCSO received a report from a caller in Irrigon that the neighbor’s dog chased her son over the fence. -Boardman Police Dept, of ficer advised of a subject trying to enter a vehicle entering a field. The subject ran away. -Boardman Police Dept, of ficer arrested a male juvenile for Unauthorized Entry of a Motor Vehicle (x2), Criminal Trespass II and Theft III. He was lodged at the Umatilla County Jail. -MCSO deputy gave a cour tesy ride to a female subject whose vehicle broke down on I- 84 eastbound. -MCSO, Irrigon ambulance received a request for an ambu lance in Irrigon for a 29 year old female who needed medical aid. The patient was transported to Good Shepherd Medical Center in Hermiston. -MCSO received a report of a sem i-truck blocking Tower Road. Assistance was needed with a brake problem. -M CSO deputy arrested Christy Lynn Whalen, 38, on a Morrow County Circuit Court warrant for Delivery of a Con trolled Substance I, Possession of a Controlled Substance II (x2) and Endangering Welfare (x4). She was lodged at the Umatilla County Jail, bail $20,000. -MCSO, Boardman Police Dept, received a report o f a do mestic disturbance in progress in Boardman between a male and female subject. -MCSO deputy cited Miguel Aguirre Torres, 41, for Violation of the Basic Rule, 44 mph in a 20 mph zone, school zone. -MCSO deputy arrested a male juvenile on a Morrow County Circuit Court warrant for Indict ment o f Possession o f a Con trolled Substance and Receipt of Stolen Mail and on a local charge of Possession of a Controlled Sub- s ta n c e - M e th a m p h e ta m in e Schedule II. He was lodged at the Umatilla County Jail, bail $20,000. -MCSO deputy cited David Ralph Starkweather, 39, for Vio lation o f the Basic Rule, 82 mph in a 55 mph zone. -MCSO, Boardman Police Dept, received a report o f a small girl, age 3-4, on a tricycle at the Napa Auto Parts in Boardman. No parents were around. -MCSO received a report from a caller in Irrigon of two fe male juveniles messing with the caller’s water faucet and hose outside and attempting to break into her residence. The subjects are related; a deputy was unable to locate any mischief. -MCSO, Boardman Police Dept, received a report from a caller in Boardman regarding a pickup blocking her driveway and she can’t get out. The owner moved the vehicle. -MCSO deputy requested a tow respond to Patterson Ferry Road for an abandoned vehicle. -MCSO received a request for a deputy contact in Irrigon regarding a male subject who ha rassed her daughter by telephone. -MCSO received a request for a deputy contact regarding a subject with a possible warrant. April 12: MCSO received a report from a caller in Irrigon of an unknown person knocking on his window. -MCSO received a report of an audible alarm at a home in Irrigon. It was determined the alarm was accidentally set off and all was okay. -M C SO , H eppner Police Dept, received a report from a caller at the H eppner Grade School o f a suspicious male checking the doors. It was deter mined that the subject works at the school. -M C SO , H eppner am bu lance, lone EMTs received a re quest for an ambulance in lone for a 90 year old female who was unconscious and having difficulty breathing. The patient was trans ported to Pioneer Memorial Hos pital in Heppner. -MCSO deputy cited Jeffrey Allen Pagan, 47, for Violation of the Basic Rule, 75 mph in a 55 mph zone. -MCSO received a report from a caller in Irrigon that a ju venile who had been placed at a residence had run away. The ju venile was located and taken back to the residence. -MCSO, Boardman Police Dept, received a report of a mi nor two-vehicle accident at the entrance to DSE on Paul Smith Road. -MCSO received a request for assistance from UCSO re garding a vehicle they were in pursuit of. UCSO called back later and advised units to stand down. -MCSO received a request for a deputy contact in Irrigon regarding neighbor’s garbage again. -Boardman Police Dept, of ficer arrested D onald R.Y. Wright, 35, for Menacing. He was lodged at the Umatilla County Jail, bail $6,000. -MCSO received a request for a deputy contact from a call er in Hermiston who said her ex- husband was supposed to let her take her children for the week end but then took off. -MCSO received a report from a caller in Boardman of a small pickup that peeled out of his driveway then the caller noticed three juveniles in the bed o f the pickup. -MCSO received a report from a caller in Boardman of a dog loose. -MCSO, Irrigon Fire Dept, received a report from a caller in Irrigon of a glow in the sky and white flashes. -MCSO, Oregon State Police received a report from a caller of a vehicle that was swerving and could hardly stay in the lane. -MCSO deputy cited a male juvenile for Violation of the Basic Rule, 69 mph in a 40 mph zone. -MCSO received a report of a possible DUII on Highway 730 westbound. April 13: MCSO received a request for a deputy contact re garding the caller's neighbors' excessive noise and drug activi ty- -MCSO deputy cited Barbara Kellar, 26, for No Operator’s Li cense and Driving Uninsured. -MCSO received a report from the Hermiston Police Dept. that Thomas Charles Waddell, 45, was arrested on an Irrigon Jus tice Court warrant for Failure to Appear/Driving while License Suspended. He was lodged at the Umatilla County Jail on Umatilla County charges with a hold placed for Morrow County. -MCSO, Oregon State Police, Heppner ambulance, Lexington EMTs received a report of a one- vehicle accident on Highway 207. A tow was requested. One sub ject was transported to Pioneer Memorial Hospital in Heppner. -MCSO received a report from a caller in Irrigon request ing a deputy contact regarding a lost cell phone. -MCSO received a report from a caller in Irrigon request ing a deputy contact regarding vandalism in the area of East Utah Street. -MCSO received a report from a business in Irrigon that a back door window had been bro ken out. -MCSO, Boardman Police Dept, received a report o f an au dible alarm at the Boardman Fire Dept. The door was unlocked and no one was around. It was deter mined that fire dept, members had been at the building and someone would go lock the door. -MCSO received a report of a vehicle abandoned at the Irrigon Sentry parking lot. -MCSO received a request for a deputy contact in Irrigon regarding her vehicle being keyed. -MCSO received a report from a caller in Irrigon of vandal ism to his vehicle’s antenna. -MCSO, Oregon State Police received a report o f shots heard on the refuge near the Port of Morrow/Ready Mix. -MCSO received four reports from different callers around Irrigon of vandalism. -MCSO received a report from a caller in Irrigon of a cell phone found. -MCSO received another re port from Irrigon of vandalism. -MCSO received a report from a caller in Irrigon of a dog complaint. -MCSO received a report of a cell phone lost between the H eppner g o lf course and Heppner. -MCSO received a report of kids flagging down cars. The ju veniles were told to stay off the road. -MCSO received a report from an officer that two cows were out along Willow Creek. The owners were contacted and ad vised. -MCSO received a report from a caller in Lexington that a subject was in back in town threatening her and her husband again. A deputy contact was re quested. -MCSO received a report from the Hermiston Police Dept, that Dean Curtis Polston, 32, was arrested on a Morrow County Circuit Court warrant for Parole Violation/Possession o f a Con trolled Substance, Attempt to Elude and for warrants from oth er counties. He was lodged at the Umatilla County Jail. -MCSO received a report from a caller in Irrigon that her daughter was babysitting at a res idence in Irrigon and was receiv ing strange phone calls. -MCSO received a report of a burglary alarm at a residence in Boardman. Family members ar rived at the location. The back door was open. Units were called for a foot pursuit. -MCSO received a report from a caller that her stepmother in Irrigon had taken all the vehi cles from her father’s residence and sold them. -MCSO received a report of motorcycles racing around Sum mit and Parkside in Boardman. The caller wanted them to be con tacted and told to stop. A deputy was unable to locate the motor cycles. -MCSO received a report from the Hermiston Police Dept, that Twyla Kay Johnson, 38, was arrested on an Irrigon Justice Court warrant for Failure to Pay Fine/Negotiating a Bad Check. She was lodged at the Umatilla County Jail. -MCSO, Boardman Police Dept, received a report from of ficers enroute to a school dance for an unknown problem. It was determined a male subject who is wanted was at the location. The subject evaded officers and left the location prior to arrest. -M C SO , H erm iston and Boardman Police depts. received a request from a caller in Boardman to come to Columbia View Apts, for an unknown prob lem. Trinidad Muniz-Rafael, 29, was arrested for Assault o f a Public Safety Officer, Assault IV Domestic Felony, Domestic Ha rassing, Resisting Arrest, Disor derly Conduct, Harassment and Criminal Mischief II. He was also wanted for an interview regard ing a homicide case. He was lodged at the Umatilla County Jail. -MCSO received a report from a caller in Boardman regard ing her 17-year-old daughter who wanted to leave with her boy friend. A deputy contact was re quested. -MCSO received a report of a disabled vehicle on Highway 730. -MCSO, Oregon State Police received a report from a caller in Lexington of a loud party. April 14: MCSO received a report from a caller in Irrigon that his vehicle was missing. The Hermiston Police Dept, advised the vehicle had been located in Umatilla. The caller was contact ed and would pick up his vehicle. -MCSO received a report from a caller in Boardman that several men in a pickup were go ing through buildings on the Tatone Ranch. It was determined that the subjects had the owner’s permis sion to be on the property to brand cattle that day. -MCSO, Boardman Police Dept., Boardman ambulance re ceived a request for an ambulance at the EconoLodge in Boardman for a 17-year-old female with chest pain, hand numbness and labored breathing. The juvenile had fallen a few days earlier and had a head injury. The patient was transported to Good Shepherd Medical Center in Hermiston. -MCSO received a report from a caller in Irrigon that his vehicle was vandalized either last night or the night before. -MCSO, Boardman Police Dept, received a report from a c a ller at C oyote Springs in Boardman of a suspicious vehi cle driving through the area. An officer was unable to locate the vehicle. -MCSO, Oregon State Police received a report from a caller in Irrigon that her husband was fish ing, drinking alcohol and would be DUII if he drives. -MCSO received a request for a deputy contact regarding stolen checks. -MCSO, Oregon State Police received a report from a caller on 1-84 eastbound o f a female in a disabled vehicle. -MCSO received a report from a caller of a stray black lab puppy that was hanging around and growling. -MCSO, Irrigon ambulance received a report from a caller in Irrigon that her three-year-old brother fell and possibly broke his leg. The patient was transported to Good Shepherd Medical Cen ter in Hermiston. -MCSO received a report from Heppner that a male sub je c t has a large am ount o f wrecked/stored vehicles at his shop in the residential area, pos sibly over code. -MCSO received a report of a possible MIP party in Irrigon. Officers were unable to locate the party. -MCSO received a report of cows out on Highway 207 just out of Lexington. -MCSO received a report from a caller in lone of horses out on Highway 74 near the Morgan Depot Station. The owner was contacted. April 15: MCSO received a report of a trailer fire on Taggares Lane in Boardman. It was deter mined to be out of the fire dis trict. R.D. Offutt was contacted. -MCSO received a report that long distance lines were out. CenturyTel was notified. All units were notified. 911 lines were test ed. It was advised that most of Eastern Oregon was down due to Qwest fiber optic damage. It was later determined that the line was cut 3-4 miles outside of Echo and would be about two hours to re pair. -MCSO received a report from a caller in lone that two days ago someone tampered with the phone box. left a cigar, disturbed cobwebs and milked goats. A dep uty contact was requested.
