Heppner Gazette-Times, Heppner, Oregon Wednesday, November 1.4, 2001 - FIVE Sheriff's Report The Morrow County Sheriff s Office (MCSO) reports handling the following business: -Oregon State Police, Boardman Police Dept, officer cited Charlie Gregg Garcia for Hit and Run - Property Damage. -MCSO received a report from Imgon that speakers were taken from a vehicle a few days earlier. -Boardman Police Dept, officer cited Regan Danielle Roberts for Violation of the Basic Rule, 39 mph in a 20 mph school zone. -MCSO, UCSO, Oregon State Police received a driving complaint against a pickup on Highway 730 traveling to Imgon. Officers were unable to locate the vehicle. -MCSO received a report of three cows out along Highway 74. The caller thought she knew who they belonged to. The owner was notified -MCSO deputy cited Martin Gailey for Violation of the Basic Rule, 70 mph in a 55 mph zone- truck. -Boardman Police Dept, officer cited Marco Antonio Jimenez Sanchez for Driving while License Suspended Infraction; he was also cited for Giving False Information to an Officer. -MCSO deputy cited Leonardo Martinez Nava for No Operator's License. His vehicle was impounded. -Imgon ambulance received a request for an ambulance in Imgon for a seven-year-old with severe swelling on the left side. The patient was transported to Good Shepherd Medical Center in Hermiston. -MCSO received a report from Lexington of suspicious activity near the anhydrous ammonia tanks. David Wayne Divelbliss, 37, was arrested for Conspiracy to Commit Manufacture of a Controlled Substance, Theft III, Criminal Trespass II and Driving while License Suspended. The vehicle was impounded. He was lodged at the Umatilla County Jail with $28,000 bail. -Boardman Police Dept, received a request from UCSO to check two locations for a Ford Bronco. - Boardman Police Dept received a report of a vehicle stolen. An Attempt to Locate was issued. -Boardman Police Dept, officer arrested Kenneth James Sicard, 41, for Harassment/Menacing. He was lodged at the Umatilla County Jail with $9,000 bail. Oct. 3: Navy Bombing Center received a report of someone with a rifle in the bombing range along Summit Lane. -MCSO received a report of a young foal out on Wilson Road near the Bombing Range Road. -MCSO, Boardman ambulance received a report from the Catholic Church that a four-year-old child had her hand caught in the door. -Oregon State Police received a report of a pickup/travel trailer that was all over the road. The vehicle was headed toward lone. -MCSO received a report from the Oregon State Police that James Clements, 51, was arrested on Imgon Justice Court warrants for Failure to Appear/Driving while License Suspended and Failure to Pay Fine/Driving while License Suspended. - lone Fire Dept, received a report of a brush fire south of Crum Road, lone. The caller called back and said the fire was under control. The fire dept, continued en route to assist if necessary. -MCSO, Imgon Fire Dept, Imgon ambulance received a report of a oven fire in Imgon. -MCSO received a request for deputy contact regarding a bike stolen in Boardman. -Boardman Police Dept received a report of a stereo taken a few days earlier. The owner's car was also not starting now. He wanted officer contact. -MCSO received a report of a possible DUII on Highway 207 toward Heppner. Oct. 4: MCSO received a report of a cow out on Eastregaard Road. The owner was contacted. -Oregon State Police received a report from Arlington that a male subject in military clothes with a red backpack was lying down m front of the motel. -MCSO received a request for deputy contact at the Learning Center for a student with a suspicious bag. -MCSO received a report from Clackamas County that James F. Percy, 60, was arrested on an Imgon Justice Court warrant for Failure to Pay Fine/Dnving while License Suspended. He was released due to overcrowding. -MCSO received a report from a woman in Heppner that she was receiving suspicious phone calls. -MCSO received a report that a vehicle reported stolen two days ago had been recovered. -MCSO deputy cited Robert Lee Tusten, 22, for Careless Driving. Oct. 5: MCSO received a report of a missing dog last seen in Heppner. The owner thought the dog jumped out of the back of the pickup. -Boardman Police Dept, received a report from the Boardman Texaco of a male trying to buy alcohol before 7 a.m. The employee thought she could detect the odor of alcohol on him. -Boardman Police Dept, received a report of car speakers and speaker boxes stolen out of the caller's vehicle in Boardman. -Oregon State Police received a report from a caller in Tigard that two deer hunters were two days overdue from the Heppner unit. -MCSO deputies cited Kenneth James Sicard, 41, for Violation of Release Agreement. He was lodged at the Umatilla County Jail with $6,000 bail. -Imgon Fire Dept, received a report of an illegal bum in Irrigon. -Heppner Police Dept, received a report from a caller in Heppner that her children found a crossbow under a bridge. -Boardman Police Dept, officer arrested Joseph Ray Coyle, 22, on a Morrow County Circuit Court warrant for Rape ID. He was lodged at the Umatilla County Jail with $20,000 bail. -MCSO received a report from a caller in Corvallis that her ex- husband in Imgon won't honor the visitation rights. -Heppner Police Dept, received a report from a caller in Heppner that a female subject was at a house where she is not allowed to be. The owner of the house was gone for the weekend. -Boardman Police Dept, officer cited Justus Kane Watson for Failure to Obey Traffic Control Device. -Boardman Police Dept, received a report from a caller that a juvenile male subject was throwing items over the Boardman Main Street overpass. An officer was unable to locate the subject. -MCSO deputy cited Sarah Ann Talbert for Careless Driving. -MCSO, Boardman Police Dept, received a hang-up 911 call from a pay phone on Main Street in Boardman. Officers were unable to locate pny subjects. -MCSO r^eived a request for deputy contact in Imgon. The caller said when she came home her gate was open and one of her sheep was dead. -MCSO received a report of shots fired near the pump area at Coyote Springs Sand and Gravel. An officer was unable to locate anyone. -MCSO received a report that a vehicle hit a cow with his truck on FS Road 53 and then left the scene. A second party tried to do CPR on the cow and then asked to keep the cow. -USFS received a report of a possible fire approximately two miles past Cutsforth Park. The Heppner Fire chief was contacted. -MCSO received a request for deputy contact in Irrigon regarding a fight the caller had with his wife. O ct 6: MCSO deputy cited three juveniles for MIP-Alcohol. -MCSO received a report from Irrigon that the caller's husband and children hadn't been heard from since the previous afternoon. They were supposed to have been boating. The pickup and boat trailer were at the Imgon Marina but the boat was gone. Other marinas were contacted and a water search started. -MCSO, Boardman Police Dept, received a report from Boardman of a woman who had fallen out of bed. She was uninjured but needed assistance getting back into bed. -City of Heppner received a report that the sprinklers at the Heppner Elementary School were leaking -MCSO received a report from Pioneer Memorial Hospital in Heppner that a hunter at TREO had accidentally been shot. It was not fatal and the hunter was being brought to Heppner. -MCSO deputy cited Julio Castellanos Ruelas for Dnving while License Suspended Infraction, Driving Uninsured, Violation of the Basic Rule, 73 mph in a 55 mph zone. The vehicle was impounded and later released. -Boardman Police Dept, received a report from a caller in Boardman that her daughter was missing. The daughter returned home. -MCSO received a report from a caller at the Boardman Manna that a person fell off a ski boat and had not surfaced. The person was spotted in the water and an Indian fishing boat rescued the subject. -MCSO received a report from Douglas County Sheriff’s Office in Nebraska that Joseph Lee Swope, 20, was arrested on a Morrow County Circuit Court warrant for Sodomy I, Rape I, Sex Abuse II. He was lodged at the Douglas County Corrections in Nebraska with $150,000 bail. -Heppner Police Dept, received a report of a panic alarm at the courthouse. All was okay, the cleaning person accidentally set it off. -MCSO, Boardman Police Dept, received a repot of a DUII Thomas Serdy, 44, of Boardman was cited for DUH. He had a BAC o f. 19. He was also cited for Driving while License Suspended I and an Irrigon Justice Court warrant for DUII Bail was set at $6,000. His vehicle was impounded. -MCSO deputy arrested Jennifer Jimenez, 24, on an Irrigon Justice Court warrant for Failure to Appear/DisorderlyConduct,Cnrrunal Mischief II. She was lodged at the Umatilla County Jail with $6,00 bail. -MCSO received a report of a possible MIP party in Irrigon. -MCSO, Oregon State Police received a report of a dead deer on 1-84 westbound. -Boardman Police Dept, officer cited Humberto Sanchez-Mendoze, 18, for Failure to Obey Traffic Control Device. O ct 7: MCSO, Boardman Police Dept, received a report of two suspicious males at the Boardman Texaco. Officers were unable to locate the subjects. -MCSO received a report of loud music and gunshots coming from Snyder Road. -MCSO received a request for a welfare check on the caller's mother in Lexington. The woman was okay. -MCSO received a request for a security check on a residence in Irrigon. -MCSO received a report from a caller in Boardman that her horse went through a fence and was missing since that morning. The horse was found. -MCSO, Boardman Police Dept, received a report of a drive-off without paying for $10 in gasoline from the Boardman Texaco. -MCSO received a report of a hang-up 911 call in Boardman. The residence was contacted and all was okay. -MCSO, Boardman Police Dept, received a report from a caller in Boardman that his 17-year-old brother was fighting with his mother. The previous 911 call may have been about that. i n -wo. -i -MCSO received a report that a van almost ran the caller off the road on 1-84 eastbound. -MCSO, Boardman Lock and Key received a report of a vehicle with a baby locked inside at the Boardman Texaco. -MCSO received a report of a 911 hang-up call from Irrigon. On recontact a child stated everything was okay. A deputy responded to the residence and all was okay. -MCSO received a request for information from a caller in Irrigon about an accident report form for a minor motor vehicle accident. The caller called back and said the other party wouldn't give their insurance information for the report form. -MCSO received a report of a misdialled 911 call in Irrigon. On call-back, all was okay. -MCSO, Boardman Police and Fire depts. received a 911 call that a residence in Boardman was on fire. It was determined that a propane turkey cooker was on fire outside the residence. -MCSO deputy reported he was out with two suspicious vehicles. -MCSO, Boardman Police Dept, received a report of a male at the Boardman Texaco who was bleeding from the face. He refused transport to the hospital. Oct. 8: MCSO deputy cited Reynaldo Zunta Juarez, 43, for DUD. He had a BAC of . 13. -MCSO, Oregon State Police received a report of a motion detector alarm at the Imgon Learning Center. All was okay and there was no sign of forced entry. -MCSO received a report from a caller in Irrigon that a Honda generator had been stolen in the previous 10 days. -Oregon State Police received a report of a driving complaint on 1-84. A Hyundai from Utah was speeding, traveling 85-90 mph-plus -Oregon State Police received a report from a caller on 1-84 in a Hyundai from Utah that she hit a deer. The deer was gone and she was not blocking traffic. -MCSO received a report of a suspicious vehicle left at the bone yard at Western Alfalfa in Imgon. -Morrow County Road Dept, received a report of a stop sign down on Lindsay Canyon Road. -MCSO received a report from a caller in Imgon that a vehicle was stolen form die Imgon Moose Lodge. -MCSO deputy cited Donald Gene Vandeventer, 52, of Boardman for Failure to Obey Traffic Control Device. -MCSO received a report of a theft in Irrigon. -MCSO received a request for deputy contact in Irrigon as someone was attempting to repossess the caller's vehicle. -MCSO received a report from a caller in Imgon of a domestic situation m progress. Alcohol may have been involved. Shawn Ellis Phillips, 41, was arrested for Assault IV Domestic C-Felony, Harassment and Menacing. He was lodged at the Umatilla County Jail with $16,000 bail. -Oregon State Police received a report from a caller on 1-84 westbound that a pickup had lost its load, possibly a small canopy, in the road. -Boardman Police Dept, officer cited Michael Ralph Escobedo, 24, for Driving while License Suspended-I and No Insurance. -MCSO, Boardman Police Dept, officers arrested Higinio Mendoza- Sanchez, 20, for Failure to Carry/Present/Possession of a Forged Instrument I (x3), No Insurance and Giving False Information to a Police Officer. He was lodged at the Umatilla County Jail with $30,000 bail. His vehicle was impounded. -MCSO received a report of a barking dog in Irrigon. -MCSO received a request for a background check on a male subject for the Navy recruiter in Pendleton. -Oregon State Police received a report of a person walking on 1-84 eastbound. -MCSO, Boardman Police Dept, received a report from a caller in Boardman that her ex-husband was harassing her. The subject left in a vehicle. Officers were unable to locate the vehicle. Oct. 9: MCSO received a report from a caller in Boardman that her vehicle had been broken into during the night. -MCSO received another report from a caller in Boardman (in the same general area as the previous caller) that her vehicle had been broken into during the night and her purse taken. -MCSO received a request for deputy contact in Boardman concerning a window broken out of a truck. -MCSO, Boardman Fire Dept, received a report of a fire west of Boardman. It was on Fish and Wildlife property. The Boardman Fire Dept put out die fire and USFW was to mop up. -MCSO received a report that Oregon State Police arrested Timothy Ralph Wood, 42, for DUII and Driving while License Suspended- Misdemeanor. He was lodged at the Umatilla County Jail with $ 12,000 bail. -Oregon State Police received a report of a large green tarp on 1-84 westbound in the passing lane. -MCSO received a report from lone that a vehicle crashed into the caller's fence then left. The vehicle's license plate was left behind at the scene. -MCSO received a request for deputy contact at Huwe's Washboard in Irrigon regarding a forged check. -MCSO deputies cited Christopher Arnett Dike, 19, for Driving while License Suspended-I. He was given a ride to a residence in Umatilla. The vehicle's owner retrieved the vehicle. -MCSO, Boardman Police Dept., Services to Children and Families received a request for contact in Boardman regarding possible child abuse. -MCSO received a report of several goats out on Highway 74 and one goat had been hit The owner was contacted. -MCSO received a report from Umatilla Police Dept, of an Unauthonzed Use of Motor Vehicle/Theft II in Imgon. -MCSO received a report from the City of Irrigon manager of a burglary at the Imgon city water tower. -MCSO received a report of a vehicle that had been tagged for tow six days ago was now being towed. -MCSO, Boardman Police and Fire depts. received a report of a grass fire on 1-84 westbound. -MCSO received a report from a caller in Irrigon that her vehicle had been keyed while she was at Hermiston. The caller was referred to the Hermiston Police Dept. -MCSO received a report from the Columbia Middle School in Imgon that a juvenile broke out a light. The caller could identify the juvenile. -MCSO received a report from a caller in Imgon that her daughter hadn't returned from school. The daughter returned home. -MCSO received a report from a caller on a road off Highway 206 west between Condon and Heppner of a pony with hooves that weren't trimmed. -MCSO received a report from a caller in Imgon of a vehicle speeding through an area and throwing rocks while children were present. The vehicle was located. -MCSO, Boardman Police Dept received a report of a dnve-off for $20 of gasoline from Brown's Truck Stop in Imgon. -MCSO, Oregon State Police received a report from a caller in Imgon that her husband left to shoot a owner of a business in Imgon. While the caller was on the phone her husband returned home. -Boardman Police Dept, officer cited Fawn Sharee Cate, 31, for Reckless Endangerment. Oct 10: MCSO, Boardman Police Dept, received a report of a vehicle ownership dispute in Boardman. The caller’s daughter refused to return the vehicle and also had not been making payments on the vehicle. -MCSO received a report that someone was trying to break into the restrooms at the Imgon Manna. -MCSO, Boardman Police Dept, officers arrested Chaunesy Lynn Allan, 30, on a Umatilla County warrant for Failure to Appear/Manufacture of a Controlled Substance Sch II, Possession of a Controlled Substance II, Forgery II and Theft III; on Morrow County Circuit Court warrant on a charge of Disorderly Conduct; and on charges of Burglary II, Criminal Mischief III (x2) and Possession of Burglary Tools. Philip Scott Hendricks, 38, was arrested for Burglary 2, Cnminal Mischief III (x2), and Possession of Burglary Tools. Both were lodged at the Umatilla County Jail, she with $77,500 bail and he with $12,000 bail. -Heppner Police Dept, officers cited Kacy John Childers, 19, for Driving while License Suspended Infraction. The vehicle was impounded. -MCSO received a report from the Boardman Texaco that a female subject had returned to the property and was arguing with the manager. Diana Hernandez, 33, was cited for Cnminal Trespass II. -MCSO deputy cited a juvenile for Unreasonable Sound Amplification, Driving Uninsured and No Operator's License. The vehicle was impounded and later released. -MCSO deputy cited Benito Flores for Speeding in a Commercial Vehicle, 70 mph in a 55 mph zone. -MCSO, Boardman Police Dept, received a report from a caller in Boardman who had reason to believe that her sister and brother-in-law may break into her residence. Officers were unable to locate the subjects. -Boardman Police Dept, officer arrested Jon Bradley Coen, 32, for Possession of a Controlled Substance Sch II. Rachael Mane Coen, 30, was arrested for Possession of a Controlled Substance Sch II and Interfering with a Peace Officer Both were lodged at the Umatilla County Jail, Jon Coen with $7,500 bail and Rachael Coen with $13,500 bail. -Irrigon ambulance received a report from Irrigon that a 81 -year- old female had fallen earlier and possibly injured her leg. She was also acting differently. -lone Fire Dept, received a report of a strong burning odor between Morgan and Cecil. -MCSO received a report from UCSO that Robert James Harvey, 20, was arrested on a Morrow County Circuit Court warrant for Theft I (xlO) and on additional warrants. He was lodged at the Umatilla County Jail with $50,000 bail. -MCSO received a report of a minor motor vehicle accident in front of Homer's Fruit Stand in Imgon -MCSO received a report from a caller in lone that a vehicle was driving too fast. The caller was concerned about children and small dogs. -Oregon State Police received a report of three vehicles possibly traveling together that were speeding 80-90 mph on 1-84 eastbound just west of Boardman. -MCSO received a report from the 76 Station in Imgon that three forged checks on a closed account from a female subject were received. -MCSO, Boardman Police Dept officers arrested Russell Gene Whitbeck, 41, on a restricted warrant out of Hermiston. He was also cited for Driving Uninsured. -MCSO, Boardman Police Dept received a report from a caller in Boardman that her husband had been in an accident. It was determined the accident occurred on Tower Road; the vehicle had hit a deer The vehicle was off the road but no one was around. -MCSO, Oregon State Police received a report of a possible DUII at the Chevron station in Boardman The male subject smelled heavily of alcohol. -MCSO received a report from a caller in Imgon that someone had been trying to get into her back door but didn't think they were there now. Oct. 11: Boardman Police Dept, received a report from a caller in Boardman that her vehicle had been broken into on Oct. 9. She was reporting it now as she had read in the local paper that two other vehicle break-ins in her neighborhood had occurred. -MCSO received a report from a caller in Imgon that he was staying with his brother and a male subject was harassing him. -MCSO received a report from a caller in Imgon that $700 was stolen from her home. -MCSO, Imgon Fire Dept, received a report of a fire at the old post office. -MCSO received a report from a caller in Imgon that her purse had been stolen last Friday. -MCSO received a report of checks stolen and forged -MCSO received a report of a wrecked vehicle on Tower Road approximately one mile off the freeway. -Oregon State Police received a report of two vehicles traveling at a high rate of speed on 1-84 eastbound. -MCSO, Boardman Police Dept, received a report of a male subject at the 76 Station in Bpardman who had several warrants out on him. The male subject eluded officers on foot. The vehicle was impounded. -Boardman ambulance received a report from a caller in Boardman that her 14-month-old child had fallen and hit her head. Transport to a hospital was refused. -MCSO received a report of a deer hit that needed to be put down on Highway 74. -Oregon State Police received a report of a vehicle traveling at a high rate of speed north on Highw ay 207 from Lexington. -Heppner Police Dept, received a report that someone hit a deer on Highway 74 near the mill. An officer was unable to locate the deer. -Heppner Police Dept., Heppner Fire Chief received a report of a bon fire and people making a lot of noise at a residence in Heppner. -Oregon State Police received a report from Huwe's Washboard in Imgon that the vehicle involved in a dnve-off two days ago had returned then left on Highway 730.
