Heppner, Oregon Wednesday, August 29, 2001 Sheriff's Report The Morrow County Sheriff s Office (MCSO) reports handling the following business: June 2*): MCSO received a report from the 1 incoln City Police I )ept. that David Craig Robertson, 40, was arrested on an Imgon Justice Court warrant for Failure to Appear- l>ri\ing while License Suspended. -MCSO received a report o f a Pontiac almost running the caller off the road. ITie driver may have been drunk. An officer was unable to locate the vehicle. -MCSO received a report o f a cow out on l aurel Lane in Boardman. ITie ow ner couldn't be located, but it was advised that people were at the location. -Boardman Police Dept received a report of a missing 13-year-old boy in Boardman. The boy was last contacted by phone the previous day. It was thought he may be in the Imgon area. -MCSO. Oregon State Police, Heppner Police Dept, received a report of a domestic situation in progress in 1 leppner A male subject was fighting with his wife and daughter. Richard Peck, 65, was arrested for Resisting Arrest, Assault of a Police Officer, Menacing with a Firearm. Domestic Violence- Menacing and Interfering with Making a Police Report. He was lodged at the Umatilla County Jail. -MCSO, Heppner ambulance received a request for an ambulance for a 58-year-old man having a heart attack. The patient w as transported b\ Airlife to St Vincent in Portland -MCSO received a report from a female subject at the Boardman rest area that she locked her keys in her car. She was given the number of a locksmith. -MCSO received a request for a deputy contact regarding a driving complaint. The caller was willing to sign the complaint. -MCSO received a request for a deputy contact regarding a theft in Irrigon. -Oregon State Police received a report of a Jeep on 1-84 speeding 80+ mph. tailgating and flipping people off. -MCSO received a report of an electronic gate damaged by a vehicle. The vehicle left. -MCSO, Heppner Police Dept, received a report of a red pickup parked in the road on Water/Jones Street that was blocking traffic. The owner moved the pickup. -MCSO received a report of a calf out on Highway 74 between 1 exington and Heppner. -MCSO received a request to contact a subject in Irrigon whose storage unit in Umatilla had been broken into the previous night. -MCSO. Imgon Fire Dept, received a report of a grass fire across from the caller's residence. -MCSO received a report from a caller in Heppner that her daughter's CDs were stolen out of her vehicle the previous night. -MCSO, Oregon State Police receiv ed a report from the 76 station in Boardman that a female driving a blue Chevy blazer left without paying. -MCSO, Oregon State Police received a report of a blue Subaru that hit the guardrail on 1-84 eastbound. It was a non-injury, non- blocking accident. The vehicle continued and was located at the eastbound Boardman rest area. -MCSO received a request for a deputy contact regarding a civil problem involving a horse breeding operation. -MCSO, Umatilla Army Depot, Boardman Fire Dept, received a report of a grass fire near the railroad tracks by 1-84. Boardman Fire Dept, was advised to stand down. June 30: M( SO received a report of a dead deer in the road on 1-84 by Boardman. ITie deer was located and removed. -MC SO received a report from Pendleton Police Dept, that Jason Cook, 23, was arrested on a 1 leppner Justice Court w arrant for Failure to Pay Fine/Harassment, on a Pendleton Police Dept, bench w arrant and a local charge of Fscape 3. He was lodged at the Umatilla County Jail. -MCSO received a report of three juv eniles sw imming in the Heppner swimming pool around 2:30 a.m.. -MCSO, Boardman Police Dept, received a report of an unwanted person at the Boardman Texaco. The person was asked to leave, but refused. -MCSO deputy cited Sarah Hansen, 46. for Driving while License Suspended-I. Her vehicle was impounded. -MCSO received a report of a semi truck broke down on the off ramp on 1-84 eastbound at the rest area near Boardman. Flares were set out at the location. -MCSO received a report o f a commercial fire alarm in Boardman. There was no fire. -MCSO received a report o f a domestic disturbance in progress in Boardman. Antonio Ruelas, 33, was arrested for Harassment/ Domestic Violence and lodged at the Umatilla County Jail. -MCSO received a report from the Boardman Fire Dept, that they would be doing a live bum of about 2000 acres at Port of Morrow property/Boardman airport. -MCSO, Boardman Police Dept, received an abandoned 911 call from a residence in Boardman. The door was unlocked. The residence and shed were checked. Officers were unable to locate anyone. -MCSO received a request for a phone number in Moro. The caller was supposed to be in Moro the previous night but was late. The number was not located and the subject was advised to call Information. -Oregon State Police received a report of two vehicles passing each other unsafely and driving erratically. -MCSO received a report of a missing dog (a mini-dachshund) from Boardman. -Boardman Police Dept, received a request for officer contact regarding a theft. -MCSO received a report from the Molalla Police Dept, that Patrick L. Maahs, 34, was arrested on an Irrigon Justice Court warrant for Failure to Appear/Dnving while License Suspended, Driving Uninsured. He was lodged at the Clackamas County Jail. -MCSO received an abandoned Court discusses CSEPP project By Doris Brosnan At the Morrow County Court meeting on Aug. 22, Emergency Management director Casey Beard discussed the CSEPP 450 MHZ Radio Project with the court because the ESD has announced that they will not, after all, administer that project. Discussed were the state's responsibility, the impacts including expenses - on Umatilla County or on Morrow County if either took on those administrative duties, the estimate of those duties being full time for six months. Beard suggested a regional communications authonty because the project does cross county lines. The court agreed that Commissioner John Wenholz and county counsel Bill Hanlon would report to the oveming board that Morrow County has inadequate staff to take on this additional project. Morrow County Distnct Attorney David Allen discussed the law library with the commissioners, volunteering to assume that administrative responsibility. He described an on line legal-case search service, which might be used to complement the hard-bound library volumes. This led to a discussion of a public-view computer for this and other county purposes. The court agreed to transfer responsibility for the law library to the district attorney's office and to draft a resolution establishing a law library fee. Hanlon reported on the draft agreement with the Port of Morrow for services o f an economic development coordinator and the court suggested some additions and changes. He also presented the draft contract for the Baker-Morrow Regional Partnership Grant Award to be used for funding the county's economic development coordinator position for one year, and the court noted some details to be resolved. County Extension agent Bill Broderick reported to the court on the fair attendance and the 4-H auction. He added his appreciation of the county staff who prepared the facilities. Public Works director Burke O'Brien reported that the crew was completing patching projects on the lone-Boardman and Juniper Canyon Roads and beginning on Depot Lane. We offer home delivery They provided a water truck and straw removal during the fair. The Valby project completion date will be late October or early November. O'Brien said that they continue to monitor the fire situation, that the State Forestry was renting Cutsforth Park facilities, and that the county, in cooperation with the USFS, closed Road 2104. O'Brien discussed the ownership of the 4-H building at Cutsforth Park, which is used for the 4-H camps and a few other times a year and is needing some maintenance work. Hanlon and administrative assistant Andrea Denton agreed to look into the issue. Another question O'Brien presented the court addressed the Imgon Public Works Department shop, little used by the county but of interest to the City of Imgon. The court agreed that O'Brien more fully explore the possibility o f a lease arrangement with the City of Imgon. O'Brien recommended that the court transfer junsdiction of Road 971, Columbia Avenue, to the City of Boardman. The Court agreed to initiate the process for a heanng on the issue, and set it for September 19 in Boardman. O'Brien also informed the court that he awaits a deed from Nature Conservancy for the property necessary to the straightening out of Juniper Canyon Road. The designs have been completed. O'Brien's office is working on a small claims filing in regards to the farm-equipment damages to a county road, previously reported several months ago. Other actions of the court: - approval of sharing the purchase, at a discount of some concrete forms with the Port o f Morrow; - approval o f approach permits in the Sonshine Subdivision; - approval of a letter of support for an Oregon Heritage Grant application for the Heritage Trail; - approval of an agreement with the State Aeronautics Board; - approval of an agreement with the ESD for maintenance of the county telephone system; - approval of a service contract with SAVNS for the Morrow County Sheriffs Department. Help for the semi was on the way. -MCSO deputy requested a tow truck for a disabled motorhome on 1-84 westbound. -MCSO received a hang-up 911 call from a business in Boardman. On call-back, a fax machine picked up. -MCSO, Oregon State Police received a report of a Chrysler car on 1-84 with a five-year-old child standing up in the backseat. -MCSO, Oregon State Police received a report o f a disabled vehicle with a U-haul and a pickup parked behind it on 1-84. -MCSO received a report of the men's bathroom in the Heppner park overflowing. The caller said she would try to find someone to turn off the water. -MCSO received a request for deputy contact regarding noise ordinance questions in Imgon. -MCSO received a request for deputy contact regarding a stray dog in the caller's yard. -MCSO received a report from the Hermiston Police Dept, that Bobby Gene Burgess, 35, was arrested on an Imgon Justice Court warrant for Failure to Pay Fine/Driving while License Suspended. He was lodged at the Umatilla County Jail. -MCSO received a report of an on-going noise problem at a residence on Wagon Wheel Loop in Imgon. MCSO later received another call complaining about loud music along Wagon Wheel Loop. -MCSO, Boardman Police Dept, received a report from a man calling from the manager's office at the Sandpiper Apts, in Boardman that two male subjectsjust chased him and were attempting to assault him. -MCSO received a report of an audible alarm at Kegler's Sentry Market in Imgon. All the doors were locked and the alarm was reset. July 2: MCSO deputy gave a woman a courtesy ride to Irrigon. Her vehicle had broken down at Patterson Ferry Road. -MCSO, Oregon State Police, Boardman Fire Dept., Boardman ambulance received a report o f a single-vehicle rollover on 1-84 eastbound approximately 10 miles west of Boardman. Two occupants were in the vehicle and the driver had head injuries. Two patients were transported to Good Shepherd Medical Center in Hermiston. On call back it was determined everything was okay. -MCSO, Oregon State Police received a report from a woman at the Nomad Restaurant that her grandchildren left in a small Chevy pickup towards Pendleton and no restraints were being used. -MCSO received a report of lost power to the trailer court in South Main in Imgon. UCE was contacted and was already working on the problem. -MCSO received a request for an officer to recover a found bicycle that was stolen four weeks ago. -MCSO received a report of a caller in Irrigon whose friend had written him a counterfeit check. -MCSO received a report of a domestic situation in the Boardman City Hall parking lot. It was a verbal disagreement; the parties separated and left. Another subject requested officer contact as he saw the male subject hit the female subject. -MCSO, Oregon State Police received a report of a Ford Bronco leaving the road with lots of dust on 1-84 eastbound. The caller was unsure if the vehicle actually wrecked. -MCSO received a request for deputy contact in lone regarding the caller's neighbor's dogs barking all the time. -MCSO received a report from Imgon that two of the caller's dogs had just gotten hit by a vehicle. Deputy contact was requested. MCSO later received a report from a caller who said the dogs' owners claimed she hit them. The caller said they were fine when she left plus there was no damage to her car. The caller requested deputy contact. -MCSO, Boardman Police Dept received a report CWI Security that their security guard had reported hearing sounds like chains being dragged over metal across the street. -MCSO received a report of black and brown cows out on Wilson Road. The owner was notified took care of the cows. July 1 : MCSO received an abandoned 911 call from Boardman. On recontact, it was determined everything was okay. -MCSO received a report of an overdue motorist. The vehicle and person were located at the Dodge City Motel m Boardman; everything was okay. -MCSO, Oregon State Police received a report o f a drive-off for $32 from the Boardman Texaco. It was a green Ford Explorer. -MCSO received a report that the caller's stepbrother was at the grandparents' home in Boardman when the mother didn't want him at that residence.
