Heppner Gazette-Times, Heppner, Oregon Wednesday, March 22, 2000 - SEVEN Sheriff's Report The Morrow County Sheriff’s Office (MCSO) reports handling the following business: MCSO, Boardman Police Dept, received a report of a pos sible domestic dispute at the Outback Apts, with yelling and screaming. It was a verbal dispute only. Irrigon ambulance received a request for an ambulance with a two year old female who said she had been hit. There was no trans port made. MCSO received a report from an Imgon female subject who said she and her boyfriend had a fight and when he left he said he was going to kill her and bum the house down. She said she didn’t want law enforcement contacts be cause she was afraid he might be watching and might come back after they left and hurt her. Boardman Police Dept, cited Wesley Reed, 18, for MlP/Con- sumption. Feb. 18: MCSO received a request from the MC Juvenile Dept, for a juvenile transport from Heppner to Pendleton. MCSO received a report of an ODFW shop in Irrigon broken into the previous night, with weapons and ammo stolen. Oregon State Police, MC Road Dept, received a report of suspi cious activity at a residence. MCSO received a report of panels taken in Boardman. MCSO, Oregon State Police, Boardman Police Dept, received a report of a domestic dispute in Boardman. A female subject re quested an officer as her 20 year old son grabbed her and threat ened to hit her because he wanted to leave with a three-month old baby who was ill. MCSO received a report of a male black lab missing in Imgon. West Lynn Police Dept, ar rested Edward M. Perez, 35, on an Irrigon Justice Court warrant for Failure to Appear/Driving while License Suspended. He was lodged at the Clackamas County Jail with $6,000 bail. Boardman Police Dept, re ceived a report of a dog, perhaps part pit bull that entered a resi dence and jumped on a baby’s stroller Heppner Police Dept, received a report from a female that a male subject was at her residence threatening her. Oregon State Police received a report of a vehicle swerving heavily on 1-84 eastbound. Boardman Police Dept, re ceived a report of an alarm going off at Wilson Road in Boardman. It was a false alarm. Oregon State Police received a report of someone chasing an other vehicle on 1-84 flashing them with a laser beam. MCSO received a report of a dog complaint in Irrigon. Feb. 19: MCSO received a report of a dog barking all night in Imgon. MCSO received a report of a vehicle sitting on Bombing Range Road for the last two days. MCSO received a report of a speeding silver Chrysler on 1-84 eastbound. MCSO, Boardman Police Dept, received a report of a fight in progress in Boardman. It was verbal, but one subject was headed to pick up a block of wood. David Lloyd K elley, 46, Boardman, was arrested for Car rying a Concealed Weapon and Possession of Less than One Oz. of Marijuana. He was lodged at the UC Jail. MCSO received a report of the theft of a saddle from a Boardman residence around two weeks ago. MCSO received a report from a man that his son, who was un der house arrest by the MC Juve nile Dept., took off about an hour previous. The boy returned home. MCSO, Boardman Police and Fire depts., Boardman ambulance received a report of a one vehicle rollover on 1-84 with one female, who was unconscious and barely breathing, trapped in the vehicle. The patient was extricated and transported to Good Shepherd Community Hospital in Hermiston. The hospital was advised to acti vate their trauma unit. MCSO received a report that a deceased man had animals that no one had taken care of and there were now dead cats and a dog about to die. A deputy was un able to locate any cats, but the dog looked okay. The dog would be taken care of. MCSO received a report of an eight year old male who had fallen off his bike and had a head injury. An EMT was on the scene and the caller said she was taking him to Good Shepherd Community Hospital. MCSO received a report of cows out on Rand Road in Irrigon. MCSO received a report of a friendly Rottweiler found at an Imgon residence. MCSO received a report from and Irrigon residence that they hadn’t seen their neighbor since they moved on Feb. 2 and were concerned they abandoned their dog. MCSO received a report of a possible house fire in Heppner. The house was not on fire. Feb. 20: MCSO received a request for a deputy concerning a theft at an lone residence. MCSO received a report of an emu back at a residence that it had visited the previous week. The owner was advised. MCSO received a report of vandalism at the park near the dam. MCSO received a report of a cell phone lost at the Irrigon Ma rina. The phone was placed on the hood o f the car and the owner drove off before he remembered about it. Oregon State Police, ODOT received a report of a very large rock, too large to be moved by three men, in the northbound lane of Highway 74 milepost seven. Oregon State Police received a report of a speeder on 1-84 east- bound. H eppner Police Dept., Heppner ambulance received a report of a 91 year old man who was on oxygen having trouble breathing. MCSO, Boardm an Police Dept, received a report of a 14 year old out of control and becom ing aggressive toward his mother and her five year old son. MCSO, Oregon State Police received a report of a white Chevy Corsica driving erratically and try ing to play car tag with the caller. The car turned off at Boardman. MCSO received a report of a male subject trespassing at a Lex ington residence after he was told not to be there. Everything was okay. MCSO received a report of a Maltese stud dog stolen in Irrigon. MCSO received a report from a woman in Lexington that her ex- husband has visitation rights and is refusing to bring their daughter home. She was advised to con tact an attorney. Boardman Police Dept, re ceived a report of two juvenile males beating on an old car in Boardman. The vehicle was aban doned and an officer was unable to locate the juveniles. Boardman Police Dept, re ceived a report from a woman that juveniles were driving past her house in a red Geo throwing ciga rette butts at her kids. MCSO received a report of a possible restraining order violation in Boardman. MCSO, Boardman Police Dept, received a report of a pos sible prowler at a Boardman resi dence. Officers were unable to locate anyone. MCSO received a report from a MCSO deputy that he would be checking 1-84 eastbound for a sub ject walking westbound in the eastbound lane, possibly an armed career criminal. A subject was searched and given a ride to get gasoline and then back to his ve hicle. MCSO, Boardman Police Dept, received a report from a female subject that her parents were fighting. It was a verbal ar gument with no weapons involved or other children present. MCSO received a report of a shop north of 1-84 on Patterson Ferry burgled the previous night. MCSO, Boardman Police Dept, received a report of a male wrapped in a blanket wandering around residences and last seen headed toward the back of Dodge City Inn. MCSO received a report of a small child, unattended, who was throwing bricks and wood into the road and then running out into the road in Boardman. Feb. 21: Ontario Police Dept, arrested Jennifer Star Perry, 21, on an Irrigon Justice Court war rant for Contributing to the Delin quency o f a Minor. She was lodged at Malheur County Jail with local charges and a hold placed for MCSO warrant. MCSO, Medic 3, 2, 24 and Irrigon ambulance received a re quest for an ambulance in Imgon for a horse riding accident that occurred by the river. A 14 year old male had a possible broken leg and 40 year old female had a pos sible broken hip. Irrigon Fire Dept, received a report of a shop on fire in Irrigon. The callers later said they had gotten the fire out by themselves. At 4:27 p.m., MCSO, ODOT, Columbia Basin Electric Co-op, Heppner and lone Fire depts., Heppner ambulance, lone EMTs received a report of a one-vehicle accident on Highway 74 with a pickup wrapped around a power pole and the pole had broken off. One occupant, who was trapped and bleeding badly, was trans ported to Pioneer Memorial Hos pital in Heppner. According to the MCSO, the accident appeared to be alcohol-related. At 4:29 p.m., MCSO received a report of a one-vehicle accident on Highway 207. It was a non- blocking accident, with the vehicle in the ditch. Injuries were un known. MCSO deputy arrested David Boltz, 46, for DUII. MCSO received a report of several animals out on Paul Smith Road. Oregon State Police received a report o f a possible DUII at Boardman involving two males in a white Toyota pickup with no plates. MCSO received a request for information concerning vehicles driving too fast by Brown’s BP station in Irrigon while the station is pumping gasoline. Feb. 22: MCSO received a report of two juveniles, 17 and 14, who were arrested in Baker County and transported to the ju venile facility in Pendleton. MC Juvenile Dept, was notified about one; the Wheeler County Juvenile Dept, was notified about the other. MCSO received a report of a suspicious vehicle on Depot Lane at 2:24 a.m. with loose hay in the back of the truck. The driver said he just got off work at Weston Alfalfa. MCSO received a report of a suspicious person coming into the Heppner Chevron around 5 a.m. The dispatcher stayed on the phone with the caller and there were no problems. Lexington Fire Dept, received a report of a flue fire in Lexing ton. MCSO received a report from an lone subject who said they re ceived calls from an individual who said they owed an attorney a lot of money. MCSO received a request for tags from a Boardman resident who said he wanted to tag an aban doned vehicle on his property. MCSO received a report from the MC Road Dept, that the traf fic counter on Columbia between 7th and 8th streets in Irrigon had been vandalized. Oregon State Police received a report of a brown Lincoln all over the road on 1-84 eastbound. MCSO received a report that someone was behind a residence in Irrigon shooting a gun. MCSO received a report of radiators missing in Boardman. The caller said a male subject was on the property before they were discovered missing. Heppner Police Dept, received a request for an officer at the Heppner Day Care. MC Behavioral Health re ceived a report from a female sub ject who had been put on new medication who was on a comer dazed and talking about ghosts with knives. MCSO, Oregon State Police received a report of a $6 drive- o ff from the 76 station in Boardman. MCSO received a report of a suspicious vehicle parked outside a residence in Irrigon. The caller who was home alone and scared, said she ran into some money at the casino and several people have asked for loans. MCSO received a report of a gate with a lock cut off on Tower Road. Chris Smith, 20, was arrested by Gresham Police Dept, on a Heppner Justice Court warrant for Failure to Pay Fine/Criminal Trespass and MIP. He was lodged at the Justice Center with $519 fine. Feb. 23: MCSO received a report of a Rottweiler found drag ging a chain in Heppner. James R. Clements, 49, was arrested for Failure to Pay Fine/ Driving while License Suspended. Bail was set at $1,109. MCSO received a report of a large brown dog with a furry tail found at Cutsforth Park. Boardman Police Dept, re ceived a request for a welfare check at Inland Empire Bank in Boardman as they were not an swering their phone. MCSO received a report from an Irrigon residence that a Rott weiler was chasing a neighbor’s livestock. MCSO received a report of loud music at a Boardman resi dence. MCSO received a report from an Irrigon resident that someone had dumped a large black Lab near her residence. MCSO received a request for a deputy to contact a subject re garding a court ordered civil standby. MCSO received a request for a deputy from a Lexington sub ject concerning threats made to her daughter by four other juve niles. MCSO received a report of car prints found that may be related to a theft the previous week. MCSO received a report of two horses out behind Blue Spruce Apts. MCSO deputies responded to a Lexington residence to assist Oregon State Police with a search. Pet Rescue, Humane Society received a report of a black Lab- cross laying at a comer for two days. Oregon State Police, Boardman Police Dept, received a report of two very intoxicated males leaving Boardman headed to Umatilla via Highway 730. MCSO received a report of a pickup with a canopy swerving all over the road on Highway 74. A deputy was unable to locate any one. MCSO received a request for a deputy regarding a theft of prop erty at the Port of Morrow in 'BtW *h*S0i,ul" OJ teaupori Feb. 24: MCSO, Boardman Police Dept, received a report of a suspicious situation in a field. A vehicle discovered there had been stolen out of Umatilla. MCSO received a report of a domestic dispute in progress. Theresa Homer, 39, and John Homer, Jr., 53, were both cited for violating the county noise ordi nance. Boardman Police Dept, re ceived a report from a Boardman woman that someone was trying to break into her shop. Boardman Police Dept, re ceived a report that someone broke into a shop and a 1995 Ford Ranger pickup was missing. MCSO received a report of dogs chasing an Irrigon woman’s cat and coming on to her porch. MCSO received a report of restrooms at the Willow Creek Dam Daypark written all over. Heppner Police Dept, received a report of graffiti on the walls at Heppner Elementary School. MCSO received a report of items found near a Lexington area residence following a burglary. MCSO received a request for an ambulance for a 70 year old woman who was down. The woman, who was conscious, was transported to Good Shepherd Community Hospital in Hermiston. MCSO received a report of suspicious tire tracks and the caller thought he may be a target of a break-in. MCSO received a request for a deputy from a woman who said she was en route to pick up her kids from her ex-husband in Hermiston and thought she may need assistance. MCSO arrested Satum ino Flores, 33, for Possession of a Controlled Substance II and Fre quenting a Drug Place. He was lodged at the UC Jail with $ 13,500 bail. MCSO, Irrigon Fire Dept, re ceived a report of a car fire on Highway 730 across from Fred’s Melon Stand in Irrigon. MCSO received a request for a deputy concerning possible ha rassment. Heppner Police Dept, received a report from a woman who said she has information concerning graffiti at the Willow Creek Dam. MCSO received a report of a yellow female Lab that just showed up at a Lexington resi dence that had just weaned a lit ter of pups. MCSO received a report of a wallet found at a pay phone in Irrigon. A deputy located the wal let intact. MCSO received a report of a red Dodge pickup driving around 100 mph on Highway 207 and then north on Bombing Range Road. A deputy was unable to locate anyone. MCSO, Boardm an Police Dept, received a report at 2:10 a.m. from a Boardman woman who said her 17 year old grand daughter was supposed to be home at 11 a.m. and wasn’t home yet. The daughter, who left with a boy at 9:30 p.m., came home and said they had had car trouble. MCSO received a report of a verbal dom estic dispute in Boardman. MCSO, Oregon State Police received a report of an uncovered load throwing gravel and rock. MCSO received a request for a deputy in Imgon regarding dogs at large. MCSO received a request for a deputy at Columbia Middle School in Irrigon concerning a question they had. MCSO received a report of vandalism to water lines at the Irrigon Fire Dept, and a child’s bike was found there. The fire dept, called back and advised it was only a broken pipe, not van dalism. MCSO received a report of a bike stolen in Irrigon. The bike was recovered at the Irrigon Fire Hall. MCSO received a report from Oregon State Police of a subject in a black Honda Civic showing a hand gun. Heppner Police Dept, received a request to deliver a message to a subject in Sacramento. MCSO received a report of a subject pulling a trailer with no tail lights that had pregnant cattle in it. MCSO, Boardman Police Dept, received a report from a Boardman subject that her son threw a phone at her five year old. She called back to report he had left the residence and returned and was now threatening the five year old again. The juvenile was trans ported to a neutral residence to stay the night. MCSO received a report of excessive noise coming from a Lexington residence. They were contacted by a deputy and the music had been turned down. MCSO received a request for a deputy from an Irrigon woman who says her house was egged. Feb. 26: MCSO received a report of a fight in a mobile home in Irrigon. The fight had been bro ken up upon the deputies’ arrival. MCSO received a report of loud music at an Imgon residence. Boardman ambulance received a request for an ambulance for a 25 year old pregnant woman ex periencing extreme abdominal pain. She refused transport. MCSO received a request for information from a man who said his ex-wife’s house in Imgon was raided. He had the kids and wanted to know the situation. Oregon State Police, Boardman Police Dept, reported that several units were going to a Boardman residence for a possible homicide suspect out of Yakima. Boardman Police Dept, re ceived a request for an officer from a Boardman woman con cerning a dispute with her daugh ter. Boardman Police Dept, re ceived a report from a female sub ject who said she made contact with officer Cowett advising she knows one of the “most wanted’’ subjects in Boardman. Boardman Police Dept, re ceived a report of a $27 dnve-off from the Boardman Chevron. The subjects stopped at the Arlington Chevron and paid. MCSO received a report of a very aggressive black Lab roam ing in lone. Heppner Police Dept, received a report of a male subject who lost his wallet at the ATM the previ ous night. The wallet was turned in. Boardman Police Dept., Boardman ambulance received a report of a 45 year old subject with an extreme headache, vomiting, racing heart and tingling arms. The subject was transported to Good Shepherd Community Hos pital in Hermiston. MCSO received a report from a Boardman man that his neigh bors were trespassing on his bridge. Imgon ambulance, Medic 2 received a request for an ambu lance for a 72 year old man cough ing up blood. The patient was transported to Good Shepherd Community Hospital in Hermiston. MCSO received a report of a subject in a red pickup stopped at Cutsforth Comers, slumped over the steering wheel with his leg hanging out. MCSO, Oregon State Police received a report from an Imgon woman that a male subject was outside her residence threatening a female with a gun. John Homer, III, was arrested for Assault III/ Assault IV, Menacing and Dis charging a Weapon in the City. He was lodged at the UC Jail with $27,000 bail. Boardman Police Dept, re ceived a report of a dog who was hit and in bad shape and needing to be put down. MCSO received a request for assistance in turning off smoke detectors in a fifth wheel. The Heppner Fire Chief assisted. MCSO received a report of a 911 hang-up call at the Navy De pot in Boardman. Everything was secure. MCSO received a report from Wasco County that a Ford stolen from Rivercrest Farms was lo cated stuck in the mud with a lot of damage. Feb. 27: MCSO received a report from an Imgon subject that a 16 year old boy had not returned home by 8:58 a.m. He was be lieved to be at his girlfriend’s house in Imgon. Boardman Police Dept, re ceived a report of two dirt bikes stolen in Boardman. Heppner Police Dept., Heppner Fire Chief received a report of a level 5 on the flood computer for Heppner. Shobe and Hinton creeks were checked and all was okay. It wasn’t even rain ing. MCSO, Boardman Police Dept, received a report of people living in the caller’s vacant house. MCSO received a report of a 911 call with a lot of static. The people were just having trouble with their phone. MCSO received a report from The Dalles that they believe the gauge on lower Hinton Creek was sticking and they would send someone out to fix it. However, if there was a lot of rain prior to their arrival, someone should check it. Oregon State Police, MC Road Dept, received a report of a mo tor vehicle accident on Highway 207 with a pickup badly damaged and a lot of debris on the road. Irrigon ambulance received a report of a person playing football receiving a head injury at Colum bia Middle School in Irrigon. MCSO received a report of sto len dirt bikes. Heppner Fire Dept, received a report of a gas leak in Heppner at the pumps. Boardman Police Dept, re ceived a request for an officer in Boardman. Boardman Police Dept, ar rested Jeremy M. Carroll, 18, for Burglary II, Criminal Mischief III for allegedly breaking into the Boardman Laundromat. He was lodged at the UC Jail with $9,000 bail. Boardman Police Dept, re ceived a request for an officer from a woman who wanted to know how to get a restraining or der against her husband. MCSO, Boardman Police Dept, recovered one stolen dirt bike and released it to its owner. Heppner Police Dept, received a report from a man in Sacramento that his son still hasn't made con tact with him and he now wants him reported as a runaway. MCSO received a report of an motor vehicle accident the previ ous night on Jones Hill outside of Heppner. MCSO received a report of a dog bite in lone. February 28- MCSO received a report of property found in the bushes by a girl nding her horse. The property was taken to the Irrigon Justice Court. -MCSO received an abandoned 911 call from a Boardman residence. When recalled, there was only static. It was a possible phone problem. - OSP received report of an Imgon man hit in the eye with a laser beam. Complainant wanted to file assault charges.
