Heppner Gazette-Times, Heppner, Oregon Wednesday, November 17,1999 - FIVE Sheriff's Report The Morrow County Sheriff's Office (MCSO) reports handling the following business: Heppner Police Dept, received a report of suspicious activity at the museum and some damage done. MCSO received a request to deliver a message to a female barrel racer at the fairgrounds. Boardman Police Dept, re ceived a report of a dog with a bandana running around the park. Boardman Police Dept, re ceived a report of a fire at Logan International. It was a false alarm. lone Fire Dept, received a re port of a brush fire on a ranch on Highway 207 milepost five. Oct. 10: MCSO, Stanfield Po lice Dept., Umatilla County Men tal Health received a report from an Irrigon man that his wife left in a vehicle and is threatening to kill herself. She y/as stopped in Echo and detained. Hermiston Police Dept, paged out the Irrigon ambulance for a 66 year old woman who was dizzy, nauseated and requesting transportation. MCSO received a report of more beer found at an accident site near Lexington and a deputy was requested. MCSO received a call from a 16 year old in Imgon who was feeling suicidal. Heppner Police Dept, received a report of a fire possibly out of control. Hermiston Police Dept, ar rested Eleno Mendoza, 43, on a Morrow County Circuit Court warrant for Driving while License Suspended. He was lodged at the UCSOjail. MCSO, Oregon State Police, ODFW received a report from a woman who said hunters shot at a deer in her sister’s front yard and may have injured it. The land was posted no hunting. MCSO received a report from a female who said her father, who has a restraining order on him, followed her. MCSO, Boardm an Police Dept, received a request for an officer at the Sandpiper Apts, as a large group of people was start ing to form. Boardman Police Dept, re ceived a report of a possible gun shot. An officer was unable to lo cate anything. MCSO received a report of possible poaching at Rhea Creek, lone, with a spotlight and gun shots. An officer was unable to locate anything. MCSO received a report of a motor vehicle accident with airbags deployed on Highway 74. A man advised he arrived on the scene shortly after the accident and took and female and three kids ' to his house to wait for a ride. Oct. 11: MCSO received a report from an Irrigon woman that her 16 year old son ran away from home. He was located. MCSO, Oregon State Police, UAD Fire Dept, received a re port of a vehicle fire on 1-84 west bound. Heppner Police Dept, received a report o f a dead kitten in the middle of Water Street. The caller requested someone dispose of it before the kids leave for school. MCSO received a report from a woman that her daughter was assaulted by another female at school. MCSO received a report of a civil problem in which a Lexing ton woman said her neighbors are starting rumors about her and none of the neighbors will speak to her anymore. MCSO deputy cited a 17 year old and a 15 year old, both from Irrigon, for MIP. Boardman Police Dept, re ceived a report of two horses loose north of Fuller Road. Heppner Police Dept., Hepp ner Fire Chief, Heppner ambu lance received a request for an am bulance at H eppner High School for a 17 year old male who put his hand through a window and cut his arm severely. One patient was transported to Pioneer Memorial Hospital in Heppner. MCSO received a report of a seven year old being hit by her mother in Irrigon. The report was unfounded. MCSO received a report of an attempted break-in at an Irrigon residence. Boardman Police Dept, re ceived a report that several juve niles know who tossed mail on the road in Boardman. Boardman Police and Fire depts. received a report of smoke from a furnace. The furnace mo tor had overheated. MCSO received a report of a residence burglarized and items missing in Imgon. Oct. 12: Boardman Police and Fire depts. received a report of a residence fire in Boardman with heavy smoke and smoke detec tors going off. The source was a cookstove burner, left on. Boardman Police Dept, re ceived a report of tires slashed at the Outback Apts, in Boardman. MCSO received a report of garbage dumped at the west end of Kunze Road. MCSO received a report of a drive-off of a white Bronco for $35 at the Heppner Chevron. The Bronco returned. MCSO received a report of a car parked at the fairgrounds. The owners were discovered and said they were waiting for a part. MCSO received a request for a deputy to Homer’s Fruit Stand. A female was out on the porch in her nightgown screaming at a male and trying to start a fight. MCSO received a report of smoke, possibly coming from Fuller Canyon Road. It was a con trolled bum. MCSO received a request for a deputy from a man who said he was threatened by a subject with a sharp object over a washing machine he purchased. Oregon State Police advised of a vehicle heading from Umatilla to Irrigon on Highway 730 on the wrong side of the road. MCSO received a request for an extra patrol for possible poach ers on Rhea Creek in the Iòne area. MCSO received a request for a deputy concerning strange phone calls and a pickup parked at the end of the street. MCSO, Oregon State Police received a request for a deputy from a man who said his wife was threatened by a male who said he was going to run over her with the car. MCSO received a report of a possible drunk driver on 1-84 east- bound who was crossing the line and going 45 mph. UCSO deputy arrested Stephen Ray Cutbirth, 27, on a Morrow County Circuit Court warrant for Using a Child in a Display of Sexually Explicit Con duct, A Class Felony. He was lodged at the UCSOjail on $50,000 bail. Oct. 13: Oregon State Police received a report of a DUII on I- 84 westbound. MCSO received a report of several juveniles that go into the empty trailers at the Irrigon Mo bile Park. Heppner Police Dept., Hepp ner ambulance received a report of a male with chest pains and trouble breathing. The patient was transported to Pioneer Memorial Hospital in Heppner. MCSO received a report from a man in lone who said a woman took his car a few weeks ago with permission to go to Heppner but she never returned. The vehicle was spotted at a Portland address. MCSO deputy arrested Oscar D. Smith, 42, on an Irrigon Jus tice Court warrant for Possession o f a Controlled Substance. He was cited and released. Heppner Police Dept, received a report of a male subject causing trouble in the parking lot at the Mt. Glen Apts. MCSO received a report of four kids in a car shooting live stock with a paint ball gun in Imgon. Boardman Fire Dept, received a report of a fire alarm at Logan International. It was a false alarm. Heppner Police Dept, received a report of two lost Chesapeake Bay retrievers, one brown male and one yellow female. MCSO, Imgon ambulance re ceived a report of a 11 year old male with a head injury from a bike wreck with a car. Heppner Police Dept, received a request for an officer concern ing an incident at the fairgrounds. MCSO received a report of a fire alarm at Logan International. Oct. 14: Pendleton Police Dept, arrested Leo D. Slover, 21, on an Imgon Justice Court war rant for Failure to Pay Fine/Ille gal Possession on a Sturgeon. He was lodged at the UCSOjail with a $257 fine. Boardman Police Dept, ar rested Richard J. Sams on a cir cuit court warrant for Failure to Appear/Criminal Non-Support. He was lodged at the UCSO jail with no bail. Sams was also ar rested on an Irrigon Justice Court warrant for Failure to Pay Fine/ Permitting a Dog to Run at Large. He was ordered to pay $68 fine. Boardman Fire Dept, received a report of a fire alarm at Logan International. It was a false alarm. MCSO received a report from West Extension Irrigation who said they received a letter asking for a $40 donation with proceeds going to the O regon State Sheriffs Association and signed by Sheriff Verlin Denton. The let ter was valid. Boardman Police Dept, re ceived a request for an officer concerning water on the road cre ated by sprinklers. Oregon State Police received a report of a road hazard on 1-84 eastbound, two m iles from Boardman with large metal parts on the roadway. Boardman Police Dept, re ceived a report of a verbal dis pute between a male and a female near the Boardman Post Office. Boardman Police Dept, re ceived a report of dangerous ac tivity with three teenage boys climbing tires and swinging off ropes from the trees. Oregon State Police received a report of a car traveling at high speeds and all over the foad on I- 84 westbound. MCSO received a report of three male subjects trespassing at Kelco, Inc., Boardman, and re portedly taking stuff. Heppner Police Dept, received a report of a large group of juve niles under the bridge by the li brary. The caller said one of them threatened her son. MCSO received a report of a civil problem in Irrigon. The caller said her vehicle was stolen and then returned by her ex-caregiver and now the ex-caregiver wants the battery out of the car. Heppner Police Dept, received a report of an unwanted subject at the football field. A 13 year old juvenile was cited for Criminal Trespass. MCSO received a report of a 13 year old who hadn’t returned home after football practice which was over an hour and a half ago. The juvenile was located and was sent home. MCSO received a report of a juvenile reported missing found in Boardman. Oct. 15: MCSO received a report of four juvenile males, two 16 and two 17, located in Irrigon at 1:15 a.m. possibly creating problems. MCSO received a report of items missing from a residence in Lexington. MCSO received a report of a dog attack in Irrigon. A 14 year old was cited for Maintaining a Dog as a Nuisance. MCSO received a report of cows hit by paintballs again the previous night in Imgon. Heppner ambulance received a request for an ambulance from Pioneer Memorial Clinic for a male who had a seizure and hit his head. MCSO received a report of a juvenile in a boat at the Imgon Marina. It turned out to be an adult, the owner of the boat. MCSO received a report of a theft in Irrigon. Someone broke into a freezer and stole meats and also took laundry soap. MCSO received a report from a man who said someone drove through his neighbor’s yard at the Irrigon Mobile Court. Boardman Police Dept, re ceived a report of a dnve-off for $70.06 at the Boardman BP sta tion. The vehicle was located and the occupant paid on the spot. MCSO received a request for an officer from the Boardman Services to Children and Families. Heppner Police Dept., Morrow County and Pendleton Juvenile depts. received a request for of ficers concerning a juvenile. A 13 year old was arrested for Unau thorized Use of a Motor Vehicle, Criminal Trespass, Attempting Theft I. The juvenile was lodged at the Pendleton Juvenile Facility. Oct. 16: MCSO received a request for a deputy concerning a 3-wheel scooter MCSO received a request for a deputy from an Imgon woman who says her ex-husband won’t stop calling her. MCSO received another report from the above woman who said her ex-husband called all night. Oregon State Police received a report of a W innebago towing a Jeep speeding on 1-84 westbound. Heppner Police Dept, received a request for a welfare check on a female subject. She was located alive and well. MCSO received a request for an officer from an Imgon woman who says she is having trouble getting her kids back from her in laws. MCSO received a report of a dnve-off for $22 at the Imgon BP station. MCSO received a report of a small black dog lost in the Hardman area. MCSO, Oregon State Police, ODOT, Medic 3, Rescue 1 re ceived a report of a potato truck that overturned on 1-84 eastbound, with potatoes all over the freeway blocking lanes. There were no serious injunes involved. Oregon State Police received a report from a subject who said a group of kids in a station wagon were bragging about cutting the potato truck off and watching it wreck. The cause of the wreck was determined to be a tarp wrapped around the axle of the potato truck. MCSO received a report of an uncooperative, intoxicated person at Greg’s Tavern in Irrigon and the bartender wouldn’t serve him. MCSO received a report of an injured buck that needed to be put down. Boardman Police Dept, re ceived a report of a neighbor’s dog that barks all the time in Boardman. Oregon State Police, ODOT received a report of a tanker truck leaking industrial waste on 1-84, milepost 112 at a rest area. The substance was coolant waste and the rest area was closed for the night. MCSO received a report of a possible DUII. The vehicle ran another vehicle off the road, was driving badly and harassing other • drivers. Heppner Police Dept, received a report from Bucknum’s Tavern that they kicked out a male sub ject and didn’t know if he was driving. There was no officer on duty to handle the call. MCSO received a 911 hangup call from a Heppner residence. When called back, a subject said they were leaving. No officer was on duty to handle the call. MCSO received a report of an explosion, possibly a shotgun blast, in Irrigon. MCSO deputy cited Francisco Rubio-Calderon, 18, for Minor in Possession, and Jose Guadalupe, 21, and Juan Orozco Luna, 21, for Furnishing Alcohol to a Minor. Oct. 17: Boardman Police Dept, received a report from a male who said some male subject urinated on his friend’s car. MCSO, Boardman ambulance received a 911 call from a person who said he was bleeding and needed an ambulance at Sand piper Apts. The connection was lost and an officer was unable to locate anyone at either Sandpiper or Columbia Apts. The ambulance was cancelled. MCSO, Boardman ambulance received another 911 call concern ing the previous call. MCSO was advised that the subject was as saulted and needed an interpreter. MCSO received a report of a civil/custody dispute from a man who said his wife was moving against court order. MCSO received a report from a man at Morgan that a male sub ject shot a deer on his property and left it. MCSO received a report of an assault and kidnapping in Imgon. H eppner am bulance, lone EMTs received a report of a 48 year old man who broke his ankle. MCSO received a report of someone bird hunting between the houses near Canal Road. An of ficer was unable to locate anyone. MCSO received a report from a woman that her children’s step mother hit her 11 year old son and locked him and her 10 year old daughter out of the house. Oct. 18: MCSO received a request to charge juveniles with trespassing at the Umatilla State Fish Hatchery. MCSO received a report of a truck rear-ended while it was parked in the country while the owner was hunting. MCSO received two reports of maintaining a dog as a public nui sance. MCSO received a report of telephone harassment. MCSO, Boardman and Irrigon Fire depts. received a report of a fire east of the manna on the wild life refuge. MCSO received a report of a 30-06 with scabbard stolen. MCSO received a report from a woman that her ex-husband hasn’t brought the kids back from visitation. MCSO, Oregon State Police received a report o f possible poaching with shots fired on the game refuge in Imgon. MCSO received a report from a man in Imgon that juveniles went to his residence to party while he and his wife were out of town. He wanted to sign a trespassing complaint. MCSO received a report of nine checks stolen from an Irrigon residence. Boardman Police Dept, re ceived a request for an officer for neighbor’s barking dogs. MCSO, Boardman Police Dept, received a request for an officer for an unwanted subject at a Boardman residence. Astoria Police Dept, arrested Michele Rae Kell, 22. on a Mor row County Sheriff’s Office war rant for Parole Violation/Con- spiracy to Commit Unauthorized Use of a Motor Vehicle. She was cited to appear in Heppner Crimi nal Court and released due to overcrowding. Heppner Police Dept, received a request for an officer for some one pounding on the back of a house. MCSO deputy arrested Isaac Reyes, 20, on a Morrow County Sheriffs Office, Irrigon Justice Court warrant for Failure to Ap- pear/MIP-Alcohol. Bail was set at $6,000. He was cited to appear and released due to overcrowd ing. MCSO, Heppner ambulance received a request for an ambu lance for a man with chest pains. The patient was transported to Pioneer Memorial* Hospital In Heppner. Oct. 19: MCSO received a report from Columbia Middle School in Irrigon that they took a hunting knife away from a male subject. MCSO received a request for a deputy concerning a report filed on a missing 3-wheel scooter. MCSO received a report of a gun located by the USFS in Com ing, Calif., that had possibly been stolen out of the Boardman area. MCSO received a report of a small fire on 1-84 at the Boardman exit. It was ODOT conducting a controlled bum. Oregon State Police received a report of a silver van with blue stnpes that was all over the road, headed northbound from lone on Highway 74. Boardman Police Dept, re ceived a report of two male sub jects throwing something off the overpass and hitting a semi truck. MCSO received a report of a wallet found by a man while hunt ing on Highway 207 by Butter- creek. MCSO received a report of a cow in Boardman found dead from a gunshot wound. MCSO received a report of ongoing vandalism to a bam in Lexington. MCSO received a report of a hold-up alarm at Bank of Eastern Oregon in Heppner. It was a false alarm. MCSO received a report of a window at the old gas station m Lexington shot out with a BB gun. MCSO received a report from an Imgon man that he was as saulted by his neighbor. Boardman Police Dept, re ceived a request for a deputy con cerning a person who took items and rent money from Dodge City Inn. Oct. 20: MCSO deputy ar rested Richard Steven Thomas. 49, for Driving while License Sus- pended/Misdemeanor. Heppner ambulance received a request for an ambulance for a 39 year old man with severe chest pains and a history o f heart trouble. The patient was trans ported to Pioneer Memorial Hos pital in Heppner. MCSO, Oregon State Police, Morrow County Behavioral Health received a report of a sui cidal subject who had a gun. Boardman Fire Dept, received a report of smoke off 1-84. It was a controlled bum near the onion plant. MCSO received a report of a vehicle speeding by a residence in Imgon. MCSO received a report of three subjects in a blue Chevy pickup drinking and driving cra zily near Beecher’s in lone. MCSO received a 911 call from a pay phone at Riverside High School. Someone dialed and left the receiver hanging. MCSO received a report of cattle out in Imgon. Boardman Police Dept, re ceived a report of kids playing on a train that was stopped in Boardman. Morrow County Juvenile Dept, received a report of a male sub ject at the city park who is be lieved to be on house arrest. MCSO received a request for a welfare check on two survey crew employees who are overdue. They showed up. MCSO received a report of ju veniles drinking and fighting out in the street in Lexington. MCSO, Boardman Police Dept, received a report of a male subject in the Nomad lounge who was intoxicated and being verbally abusive to his girlfriend. Oct. 21: MCSO deputy ar rested Timothy Garth Fuzi, 45, Irrigon, for DUII. His vehicle was towed and impounded. Oregon State Police received a report of a door alarm and inte rior motion alarm at Potlatch shop east of Bombing Range Road. No one in position to respond. Salem Police Dept, arrested Primitivo Celis Luis, 24, on an Irrigon Justice Court warrant for Failure to Appear/DUII. He also had a warrant out of Marion County and was lodged at the Marion County Jail. Boardman Police Dept, re ceived a report of a dog that wouldn’t leave the Boardman BP station. ODOT received a report of a 4’ log in the middle of 1-84 east- bound. ( Mdso received a report of a bike found in Irrigon. MCSO received a request for information on an eviction notice. MCSO received a report of suspicious circumstances at Pot- Jatch. MCSO received a report of a cow in the road in Irrigon. MCSO received a report of a set o f rental car keys found in the parking lot at the MCGG elevator in Irrigon. MCSO received a report of a shoplifter in custody at Kegler’s Sentry Market in Irrigon. MCSO received a report of bird hunters trespassing and hunt ing too close to the house on Rhea Creek. MCSO received a report of a deer that needed to be put down on 1-84. Boardman Police Dept, re ceived a request for an officer for a neighborhood dog problem. MCSO received a report of a cow on the eastbound ramp to the Boardman rest area. MCSO, Oregon State Police, Boardman Police Dept., Board- man ambulance received a report of a woman with a gash on her neck who came into the Spud Cellar in Boardman. Oregon State Police arrested Machelle A. Paradiso. 29, on an Imgon Justice Court warrant for Failure to Pay Fine/Harassment. She posted $150 bail and was re leased with a court date. MCSO received a report of a juvenile shoplifter at Irrigon Kegler’s Sentry Market. A 12 year old was cited for Theft I. MCSO received a report of mail stolen and checks missing in Imgon. Oct. 22: Heppner ambulance received a request for an ambu lance for an 81 year old man with chest pains. The patient was transported to Pioneer Memorial Hospital in Heppner. MCSO received a request for an extra patrol at an Imgon resi dence while the occupant was on vacation. Boardman Police Dept, re ceived a report of a cow at the I- 84 eastbound rest area. MCSO received a report of a burglary alarm at the Im gon Learning Center. The building was secure. \ \
