The USDA’s Pnce Support Program enables a producer to be compensated for income loss when prices fall below a certain level. "This program is over and above the regular commodity payments for wheat and feed grain," said Skip Matthews, county executive director for the Gilliam, Morrow and Wheeler County FSA offices. "We have just released the remainder of the 1998 Production Flexibility Payments that totalled 3.9 million dollars for the year." "The price for soft white wheat has been averaging about $2.20 per bushel lately," said Matthews, "and barley is just as bad or worse at $55 per ton." "This program, called the Loan Deficiency Program, ____ ^since the 9 0 f ^s3id Matthews. "It’s just that we haven't had to use it because average prices have been fairly good until now." Matthews went on to explain that any time the net average cash price for a commodity falls below the USDA established loan rate for the county, eligible producers can apply to be paid the difference. "We have been paying an average of $0.50 per bushel on harvested production for wheat," said Matthews. "We are also paying on barley and oats and com will be eligible for payments as well." Matthews estimates that the local office has paid out about half of the total eligible payment so far. The deadline for requesting payments on 1999 crop is March 31, 1999. World bluegrass champions plan concert in Heppner Nolan Murray and his bluegrass band, String 'Em Up, the 1998 world champion bluegrass band, will perform in Heppner on Saturday, October 10, from 7-9 p.m. at the Heppner Elementary School auditorium. A portion of the proceeds of the family show will benefit the Heppner schools' music program. Tickets are available at Murray Drugs in Heppner and Murray's Condon Pharmacy and at the door. Tickets are $7 for students and seniors and $10 for adults. String 'Em Up won the 1998 World Champion Bluegrass award in Waterbury, Connecticut. String 'Em Up consists of a four-piece "powerhouse" band. Leading the group's vocals is Jim Walker from Big Lake Ranch, British Columbia. He also plays banjo, rhythm guitar and bass. - Nolan Murray of LaGrande enjoys playing a wide variety of instruments and writing music. He toured and recorded with several Canadian artists before moving to Branson, Missouri, where he worked with David Frizzell, Loretta Lynn and Brenda Lee. He plays fiddle, mandolin, banjo and rhythm and lead guitar. The two others in the band are Curtis Jones, who is from Georgia, guitar and vocals, and Del Cox, base and vocals. String 'Em Up repertoire includes a nice variety of music, including old time fiddle, gospel, Irish music and even some old Bob Wills Texas swing. The band is also promoting their new CD, "Contagious Bluegrass”, which was produced by James Bailey, a former member of the Country Gentlemen. Plans were discussed for the McNary District meeting to be held in Pendleton on Saturday, Sept. 29. Committee members were appointed. Dorothy Jackson was presented her seal for the unwritten work by Kathy Clark. Plans for the October chili bean supper and card party were com pleted. The card party is sched uled for the second Saturday in October, due to hunting season. The supper will start at 5 p.m. with chili beans, com bread, beverage and relishes served at $5 a plate until 7:30 p.m. Pinochle will be at 8 p.m. at $2.50, with door prizes and refreshments. This will be the first in the win ter series of card parties. There after. card parties will be held on the first Saturday. A potluck supper was enjoyed after the meeting. 4-H News T he B a rn y a rd e rs By Dan Jepsen The Barnyarders held their last meeting of the 4-H year on Tuesday, September 15. At the meeting, leader Bill Jepsen handed out fair pictures he'd taken, and went over doing record books. He also talked about what the club will do the coming year such as community service projects, fund raising events and getting new things for the club. The club voted to provide meals for the work crew building the Wilkinson Arena at the fairgrounds on September 26. After the meeting, record book materials were handed out. Election of officers will be held during the next meeting in October. Any fourth graders interested in having a pig project for this coming year, contact Bill Jepsen at 676-5244. Willow Creek Road report The U.S. Dept, o f Trans portation lists its planned construction activities on Willow Creek Road for the week of Monday, Sept. 21: Tidewater plans to continue working on the cut slopes above Smith Ditch and building the subgrade with some of the matenal from these cut slopes. They are hauling waste matenal to a new waste site established off the FS 2104 road on FS 2104- 010 road. Drivers, be aware that the FS 21 road will be busy with dump truck traffic from the project, as well as the log truck traffic. For those individuals that are trying to get to the Penland Lake areas, there is an alternate route to get there, by way of FS 5321 road, then turn on the FS 2103 road to FS 2103-030 road, which is the Penland Lake Road. The contractor is utilizing excavators and dump trucks to move the waste matenal. Drivers on FS 21 road, please observe the flaggers and remember that they are there to help you and the operators of the equipment. Emergency access through the project will be maintained throughout the construction season. Willow Creek Road (Coal Mine Grade) is closed to through traffic from Cutsforth Park to the intersection of FS roads 5350 and 53. This intersection will remain open, to the logging contractor only, for the removal of timber sale material. The FS 21 road, Penland Lake Road intersection will remain open during construction activities, controlled with flaggers. Willow Creek Road remains open, to local traffic only, to Cutsforth Park. The park will remain open through the - construction season. The Willow Creek road closure will continue through Oct. 19, 1998. This is a new date because of added work. The detour route through the Shaw Creek Road to the four comers to Penland Lake and Ukiah is open for all traffic. Additional temporary signs have been placed for directions to the Penland Lake access. Please watch for logging truck traffic and observe the warning signs, including the speed limit, on the Shaw Creek road detour route and observe the barricades at both ends of the construction zone. Please have a safe summer and remember that the barricaded road closures are for the traveling public's safety. Federal Highways asks the traveling public for their patience, consideration and co operation during this construc tion season and hopes that the work will be completed with a minimum of delays. St. Patrick's Senior Center Bulletin Board_______ There were 70 people present for the senior meal on Wednesday, Sept. 16. Sixty-four people came for the Thursday salad and sandwich bar. The Thursday lunch will continue and the public is invited to attend. Cost for those under 60 is $3.75; for those over 60, the suggested donation is $2. Volunteers are always welcome to help out atlhe Wednesday and Thursday meals. The Red Cross held a blood drawing at the Senior Center on Tues day, Sept. 15. There was a good turnout. The next blood drawing will be held Dec. 14. Pinochle is being played on Tuesday and Friday afternoons. Ev eryone is welcome to attend. On Tuesday and Thursday mornings at 10 a.m., there is an exercise class held in the sitting room.
