Sheriff's Report The Morrow County Sheriffs Office (MCSO) reports handling the following business during the past week: Sept. 3: MCSO received a re port of a person running school bus lights on Highway 74. MCSO dispatched to the Hepp- ner Police Dept, a report of a per son driving off without paying for SI6.08 in diesel at the Lexington CENEX station. MCSO dispatched to the Hepp- ner Police Dept, a report of some one taking a sprinkler timer. MCSO received a report of a possible drunk driver near the Imgon fish hatchery. MCSO arrested Carl J. Scott Gittings, 33, on a warrant for Pa role Violation/Felon in Possession of a Firearm, and local charges of Attempting to Elude, Assault on a Public Safety Officer, Escape III and Resisting Arrest, and Failure to Pay Fine/Assault IV. Gittings was lodged at the Umatilla County Sheriff s Office jail. MCSO arrested Barbara Allen, 40, for Hindering. Sept. 4: MCSO dispatched to the North Sherman Fire Dept., Rufus Fire Dept, and Rufus am bulance a report of a tractor trailer pulling triples and flipping tw o trail ers, one with three tanks of liquid gas, the other with a refrigerant gas. No spills were detected,'but breathing appaiatus was re quested for when the trailer doors were opened. MCSO received a report of a man walking down the alley to ward Les Schwab’s. Also received a report of a pickup pulling up be hind Schwab’s about two weeks ago about 3-4 a.m. and loading used tires. MCSO received a report of a kid in the backyard of a Heppner residence. The homeowner's car was cheeked and was okay. The homeowner was unable to iden tify the kid. MCSO dispatched to the Hepp ner Police Dept, a report of a shot gun stolen from a house in Hepp ner. MCSO received a report of dogs jumping in a person’s yard and bothering his dogs. The per son w anted to know what he could do about the stray dogs. MCSO received a report of a shop broken into on Clark’s Can yon Road, an acetylene torch and tanks were taken. MCSO received a report of a transient staying at the Lexington CENEX station in the grass around the back of the building. MCSO received a report of a husky dog chasing animals caught and locked up at a residence. It turned out not to be an accident but someone had pulled out in front of the caller’s daughter and almost caused a wreck. In addition to construction cost savings, this site offered improved radio transmission capabilities and more space. The county proposed the relocation based on these considerations. FEMA agreed to a project design based on this plan, but needed to analyze the cost in relation to the first proposal. "We began working on the re location two years ago, and I was given the lead responsibility", stated Umatilla County Commissioner Bill Hansell. "We felt it was a win win situation, if we could get through the federal bureaucracy. I want to acknowledge the work of FEMA Region 10 Director David deCourcy. What the decision means to Umatilla County is the ability to trade value for value. The county will be able to keep the land and parking lot by trading in excess of $422,000 worth of value in the new jail building. "FEMA's decision officially acknowledges and agrees with the County's proposal to co locate the EOC/JIC and the jail. This is a good decision for FEMA, and it is very beneficial for the citizens of Umatilla County," said Hansell. Co- location of the emergency center with the jail reduces the construction costs for both projects, because the costs of iand, infrastructure, parking, communications equipment and other support space can be shared by both facilities. "The savings is substantial when you consider that the county saves all of the cost of operating a separate, expensive facility," he said. "Having the EOC/JIC integrated with emergency dispatch and other sheriffs department resources located at the new jail building simply makes sense for efficiency and cost of operation to the county and its taxpayers." said Bruce Peet. county budget officer.
