Both candidates represent friends and colleagues I work with in the county. As I have read !he literature and listened at public forums, it has become increasingly apparent incumbent Earl Woods is the most qualified candidate. His credentials, his record and his years of service to Morrow County place him far beyond his opponent. Earl has earned the endorsement of major law enforcement offices in the county, including the Morrow County Sheriff, chiefs of police of both Heppner and Boardman and virtually all of the other officers in the county. These endorsements have been well-documented and expressed during the campaign. They have endorsed him because of his character, integrity and commitment to fight crime. Perhaps it is his prior avoidance of politics that has saved him from the wholesale arrogance that is drowning American government, or perhaps it is simply his nature, but whatever the reason, when this man says he believes it is the duty of an elected official to respect the wishes of the people- he really means it. He has the confidence to make decisions, but also the strength of character to adapt when the public expresses a contrary will. He has retired from the Oregon State Police after a long and successful career. Keith served on the Lottery commission for two terms. Both of these po sitions required him to manage large am ounts o f taxpayers' money. People find Keith fnendly and easy to get along with. Bob and I urge you to vote for Keith Lewis for Morrow County Judge as he is hard-working, hon est and his integrity is above ques tion. During that time I have had the privilege of working very closely with Chief Douglas Rathbun. Chief Rathbun has distinguished himself by his leadership in the Oregon Police Chiefs Association. He has served several terms on the board of directors and he has been recognized by our association for his statewide leadership in the care of youth. During my relationship with Chief Rathbun he has demonstrated himself to be a hard working, dependable and reliable individual. Chief Rathbun has always exhibited the highest ethical standards in his relationship with the chiefs association. Douglas Rathbun is currently a candidate for county judge of Morrow County. I know that if elected, Doug Rathbun would bring his same ethical standards and hard working dependability to that position.
