Published: November 2, 1994 PUBLIC NOTICE HEPPNER RANGER DISTRICT PROPOSES SURFACING OF FOREST SERVICE ROADS The Heppner Ranger District of the Umatilla National Forest is currently conducting analysis for the proposed Rock Surfac ing of Roads Project. This pro ject is located in Wheeler Coun ty south of Collins Butte and would remove approximately 700 cubic yards of rock from the source. Rock would be placed on open roads which access p riv ate lands, 2500130, 2500131, and 2500133. Due to soil conditions in this area, these roads have become im passable to travel. Private land owners have requested permis sion to acquire rock from Forest Service sources to improve ac cess to 'their land and reduce rutting of the road surface dur ing periods of wet weather. Public participation is en couraged; anyone wishing to provide input or express con cerns should do so by Nov ember 14, 1994.
