Heppner Gazette-Times, Heppner, Oregon Wednesday, September 14, 1994 - FIVE County school enrollment increases Morrow County School enrollment has already shown an increase over figures releas ed Aug. 29. School officials say that some students do not begin school until after Labor Day, so early enrollment figures are typically lower. According to numbers releas ed at the Morrow County School Board meeting Sept. 12, enrollment as of Sept. 6 was 2,026, only two below the enrollment Sept. 20 of last year. Enrollment figures as of Sept. 6 are as follows: Heppner High School-143; Heppner Elemen tary/Middle School-349; lone Schools K-12-173; Riverside High School-384; Columbia Junior High-205; Sam Board- man Elementary-406; A.C. Houghton Elementary-366. Last year's figures as of Sept. 20 were as follows: Heppner High School-154; Heppner Elementary/Middle School-343; lone Schools-176; Riverside High School-397; Columbia Junior High-194; Sam Board- man Elementary-381; A.C. Houghton Elementary-383. The board also discussed pro posed zoning for school board positions Superintendent Chuck Starr reported that Ray Phelps, an expert in zoning issues, indicated that "rib bon''zoning proposed earlier to solve the district's zoning pro blems will not work. The district last year was told by attorney Ann Spicer that it could not legally have five board members elected from zones and two elected at large, because of the type of district it was. However, according to Starr, Phelps says that that may be an option. Another option discussed was to use the zones establish ed by the proposed county medical district. Those zones are as follows: 1-the city of Ir- rigon; 2-the city of Boardman; 3- voting precincts no. 1 and 2, lying outside the city of Board- man and precincts no. 5 and 6, lying outside the city of Irrigon; 4- Ione and Lexington precincts and the portions of the Hepp ner voting precincts north and west of the city of Heppner; and 5-the city of Heppner with the area of the county south and east of the city. "W e need to make some kind of logical sense," said board member John Rietmann. "This way we don't have a clue. We don't even know what zone we're in ," he added. Starr planned additional con sultation with Phelps and the board indicated that it would explore the zoning issue further. In other business the board: -reviewed the 1994 Morrow County Stanford Achievement Tests and the Oregon State wide Assessment.
