SIX- Heppner Gazette-Times, Heppner, Oregon Wednesday, August 17, 1994 Sheriffs Report The Morrow County Sheriff's office reports handling the following business during the past weeks: Morrow County Sheriff's of fice dispatched the Heppner Fire Dept, to a grass fire on Aiken Street; Morrow County Sheriff's of fice dispatched the Spray Fire Dept to a structure fire near Service Creek; Morrow County deputy began investigation of an assault in Irrigon; Morrow County deputy ar rested Mark Dewayne Tom pkins of Irrigon on a Morrow County warrant for Failure to Appear on Driving While Suspended. Subject was cited and released to appear. July 31: Morrow County Sheriff's office notified Gilliam County Medical Center that a male was enroute to the clinic with a broken hand; Morrow County Sheriff's of fice dispatched the Spray am bulance to the Service Creek store for a female with an in jury. Patient was being transported to Redmond Hospital; Morrow County deputy began investigation of a trespass complaint in irrigon on 4th St. West; Morrow County deputy assisted a disabled motorist on 1-84, near Three Mile Canyon; Morrow County deputy responded to West Glen, Boardman, for a driving complaint; Morrow County deputy responded to Olson Road, near Boardman for an animal jomplaint; Morrow County Sheriff's of fice dispatched the Arlington ambulance to 225 Shane Drive, Arlington for a male with an in jury. Transport was made to Mid Columbia Medical Center in The Dalles. August 1: Morroiw County Sheriff's office dispatched the Hepmer ambulance to Cemetery Road in Lexington for a male with an illness. Pa tient was transported to Pioneer Memorial Hospital; Morrow County deputy recovered two stolen bicycles in Irrigon. Investigation is continuing; Morrow County deputy began an investigation of Criminal Mischief at an Irrigon residence; August 2: Morrow County Sheriff's office disatched the Heppner Fire Dept, to the Kin- zua mill for a fire in the chip pile behind the mill; Morrow County Sheriff's of fice dispatched the Condon Fire Dept, to the Condon Air Base area SW corner for a report of several small grass fires; Morrow County Sheriff's of fice dispatched the Condon Fire Dept, to Larry Snider Ranch on 30 Mile Creek for grass fires 2 miles South. Morrow County Sheriff's Dept, dispatched the Arlington Fire Dept, to the intersection of 4 Mile Road and 8 Mile Road for a large range grass fire; Morrow County Sheriff's of fice dispatched the Fossil Fire Dept to the Steiwers Ranch on the Wheeler Gilliam County line for a grass fire; Morrow County Sheriff's of fice dispatched the Arlington Fire Dept, to a grass fire on Air port Road; Morrow County Sheriff's of fice dispatched the Arlington Fire Dept, to Fairview Road and Hwy. 74, mile post 10 for a fire that merged with the fire on 4 Mile and 8 Mile roads. lone and Boardman Fire Depts. were also dispatched along with Heppner and Boardman am bulance. Several deputies from Morrow and Gilliam Counties along with Oregon State Police also arrived; Morrow County Sheriff's of fice dispatched the Heppner Fire Dept, to a grass fire on But ter Creek. Deptartment was unable to respond because the fire was out of their district; Morrow County deputy responded to the Irrigon area. August 3: Morrow County deputy responded to the report of a horse shot off the 21 road; Morrow County Sheriff's of fice dispatched the Condon Fire Dept, to Cason Canyon, 11 miles west of Condon for a field fire; Morrow County deputy responded to Hwy 207, mile post 15, Hardman, for a log truck that had gone off the mad down a canyon. One person was transported to Pioneer Memorial Hospital with injuries; Morrow County Sheriff's of fice dispatched the Arlington Fire Dept, to a flare up of a fire on 4 Mile and 8 Mile Canyon; Morrow County Sheriff's of fice dispatched the Arlington Fire Dept, to a field fire on Forked Horn Butte; Morrow' County Sheriff's of fice dispatched the Arlington ambulance to the Village Inn for a male with an injury to his shoulder. There was no tranport; Morrow County Sheriff's of fice dispatched the Arlington Fire Dept to the Fairview Ranch on the Butte. Morrow County Sheriff's office dispatched the lone Fire Dept, to the same fire; Morrow County deputy responded to the Irrigon area for a report of a fifeld of watermelons taken from Rich Cahoon, Hermiston; Morrow County Sheriff's of fice dispatched the Boardman Fire Dept, to a grass fire on 1-84, mile post 168. A construction crew started and put it out; Morrow County Sheriff's dispatched the Condon am bulance to Carter Hill Lane, Condon for a female with an il lness. Patient was transported; Morrow County Sheriff's of fice took a report of welfare check needed in Irrigon; Morrow County deputy took a report of a civil matter in Boardman; Morrow County deputy took a report of motorists separated on 1-84, east bound from Portland. August 4: Morrow County Sheriff's office dispatched the Condon Fire Dept to a field fire at the bottom of Sniption Ca nyon near 30 Mile Creek; Morrow County Sheriff's of fice dispatched the Arlington Fire Dept to a grass fire on mile post 117, west bound, 1-84; Morrow County Sheriff's of fice took a report on a civil mat ter in Irrigon; Morrow County Sheriff's of fice responded to a reported Hit and Run on Hwy. 730, between Boardman and Irrigon; Morrow County Sheriff's of fice dispatched the Fossil am bulance to a residence in Fossil for a male with an unknown illness. August 5: Morrow County deputy responded to a family disturbance in Irrigon; Morrow County deputy ar rested Richard Hinz of Irrigon for Failure to Pay Fine on Driv ing While Suspended. Hinz was cited and released; Morrow County deputy began investigation of insuffi cient funds on checks written at an Irrigon business; Morrow County Sheriff's of fice dispatched the Condon Fire Dept, to a sagebrush fire on the Rondeau Place; Morrow County deputy took reports of a civil matter in Irrigon; Morrow County deputy responded to Irrigon for a report of loud music; Morrow County Sheriff's of fice took report of a loud party in lone. August 6: Morrow County deputy investigated vehicle ac cident on Hwy. 730 mile post 172 and arrested Timothy Haberstich of Boardman for Driving Under Influence of Intoxicants; Morrow County deputy in vestigated complaint of loud music in Irrigon. Morrow County Sheriff's of fice dispatched the Condon Fire Dept, to the mouth of Sniption Canyon for a field fire; Morrow County deputy assisted the Heppner Police Dept, in the investigation of a vehicle accident on Main Street in Heppner; Morrow County deputy in vestigated a complaint of pro perty damage in Boardman. August 7: Morrow County Sheriff's office dispatched the Boardman Fire Dept, to two separate grass fires on the refuge behind Cottonwood Loop and Olive Lane; Morrow County Sheriff's of fice dispatched the Condon ambulance to E. Gilliam St. in Condon for a female with an unknown injury. One person was transported to the clinic and then to The Dalles; Morrow County Sheriff's of fice dispatched the Boardman Fire Dept, to a rekindle of the fire on the wildfire refuge; Morrow County deputy began investigating a report of vandalism on Oregon St. in Irrigon; Morrow County deputy responded to Irrigon for a com plaint of loud music; Morrow County Sheriff's of fice dispatched Boardman Fire Dept, to a field fire behind the Wilson Road trailer park. August 8: Morrow County Sheriff's office dispatched the Boardman ambulance to Oregon Potato Inc., for a female with an injury. Patient was transported to Good Shepherd Community Hospital in Flermiston; Morrow County deputy responded to a motor vehicle accident at the Scale Shack at Kinzua mill to take a report; Morrow County Sheriff's of fice dispatched the Mitchell and Dayville ambulances to a one vehicle rollover on Hwy. 26, just east of mile post 93; Morrow County deputy responded to the Irrigon area for a dispute; Morrow County deputy began investigating the discovery of some suspicious materials by two juveniles in Irrigon; Morrow County Sheriff's of fice dispatched the Boardman ambulance to a one car rollover on 1-84, one mile east of Board- man. There was no transport; Morrow County deputy responded to the east bound Boardman rest area to assist a stranded traveler. August 9: Morrow County deputy responded to a hazar dous vehicle in the west bound lane just one mile east of the Port of Morrow exit; Morrow County deputy responded to Hwy. 207, for a motorist assist; Morrow County deputy responded to the Irrigon area for a report of an attempted break in of a vehicle parked in front of a residence on R 2: Morrow County Sheriff's of fice dispatched the Arlington Fire Dept, to a field fire one mile off of Hwy. 19 near Olex on Upper Rock Creek Road; Morrow County deputy responded to a domestic dispute in Irrigon. August 10: Morrow County deputy took a report of a stolen blue Ford F150 pickup in Lexington; Morrow County Sheriff's of fice dispatched the Boardman ambulance to the Oregon Potato Company for a female with an eye injury. Female was transported to Good Shepherd Community Hospital in Hermiston; Morrow County Sheriff's of fice dispatched the Arlington Fire Dept, to a field fire NE of Horned Butte; Morrow County Sheriff's of fice dispatched the Heppner ambulance to Rock Street for an unconscious male; Morrow County deputy in vestigated a report of a burglary in Irrigon; Morrow County deputy in vestigated a report of a burglary in Irrigon; Morrow County deputy took a report of a check in lone returned for nonsufficient funds; Morrow County Sheriff's of fice dispatched the Heppner Fire Dept, for a report of smoke two miles north of Kinzua Mill. Fire was a controlled burn; Morrow County deputy took a report of traffic problem in Boardman; Morrow County deputy took a report of an animal problem in Irrigon; Morrow County deputy took a report of an animal problem in Lexington; Morrow County deputy responded to Irrigon for a report of car break-ins. August 11: Morrow County Sheriff's office dispatched the Fossil ambulance to Hwy. 19, one mile out of Fossil for a log truck that had rolled over. There were no injuries and the rail was cancelled; Morrow County Sheriff's of fice dispatched the Arlington ambulance to the Chevron for a two year old with an injury. Patient was transported to Good Shepherd Community Hospital by a private vehicle; Morrow County Sheriff's of fice dispatched the Condon EMT's to the clinic for a transport to Mid Columbia Medical Center in The Dalles; Morrow County deputy ar rested Steve Grigsby 18, of Hermiston for Telephone Harassment. He was lodged at Benton County Jail; Morrow Cunty deputy responded to Willow Creek Golf Course to put down an in jured deer; Morrow County deputy cited Sergio Barreto-Pineda of Irrigon for Assault IV; Morrow County deputy responded to a motor vehicle accident on Hwy. 730 outside of Irrigon. There were no injuries. August 12: Morrow County Sheriff's office dispatched the Boardman ambulance to a one car rollover on 1-84, mile post 167. Transport was refused; Morrow County deputy responded to Irrigon residence for a report of harassment; Morrow County deputy responded to the Boardman rest area to assist a motorist in need; Morrow County deputy assisted in locating a misplac ed vehicle in Heppner. August 13: Morrow County deputy responded to a distur bance at the Boardman Marina; Morrow County deputy issued a warning for illegal bur ning in Irrigon. August 14: Morrow County Sheriff's office dispatched the Heppner ambulance to Willow Creek. One male was transported to Pioneer Memorial Hospital and then on to St. Anthony's Hospital in Pendleton with an injury; Morrow County Sheriff's of fice dispatched the Arlington ambulance to the Chevron Sta tion. One male was transported to Good Shepherd Communi ty Hospital with an illness; Morrow County Sheriff's of fice dispatched the lone Fire Dept to a grass fire near Cecil; Morrow County deputy delivered an emergency message in Irrigon regarding a family emergency; Morrow County deputy ar rested David Richard Payne, 39, Boardman, for Maintaining a Dog as a Public Nuisance. Payne was cited and released. August 15: Morrow County deputy took a report of theft from Western Empire in Board- man. A battery from a backhoe and a portable welding unit were taken; Morrow County deputy took a criminal mischief report from the Ready Mix in Boardman; Morrow County Sheriff's of fice dispatched the Hepnper ambulance to Church St. One female was transported to Pioneer Memorial Hospital Heppner, with injuries; Morrow County deputy began investigating a report of trespassing and vandalism near Lexington; Morrow County Sheriff's of fice dispatched the Arlington Fire Dept to a fuel spill on 1-84, mile post 115, east bound, to assist Oregon State Police; Morrow County deputy assisted the owners of some loose cattle in getting them back in. During the open house the public will be welcome to tour the new Fire Hall facility and view the new pumper truck as well as other equipment. PUBLIC NOTICE The Morrow County Plann ing Commission will hold a public hearing on Monday, August 29, 1994, at 7:30 p.m. at the North Morrow County Annex Building in Irrigon, Oregon. A public hearing will be held on the following: 1. The second of three public hearings to consider a change of zone from General Industrial (MG) to General Commercial (CG) on land owned by Larry G. (Gordo) Chastagner located in Township 4 North, Range 26, Section 18, Tax Lot 4703 (29.24 acres). This tax lot is located approximately ten miles west of Irrigon at the 1-84 and State Highway 730 Inter change. 2. The second of three public hearings to consider a change of zone from Exclusive Farm Use (EFU) to Rural Residential One Acre (RR-1) on land own ed by Floyd & JoAnn Harris located in Township 5 North, Range 26, Section 36, Tax Lot 205 (7.93 acres). This tax lot is located approximately three miles southwest of Irrigon on Slaughter Road. 3. The second of three public hearings to consider selecting zoning classification for an area which was omitted from being zoned during Morrow County's Periodic Review in 1986. This area is bordered on the east by Paul Smith Road and the west by Skoubo Lane and north to Boardman City Limits and south to Kunze Road. The zoning being con sidered for this area is Farm Residential Two Acre (FR-2) or Suburban Residential One Acre (SR-1) within the Boardman Urban Growth Area. 4. Application for a Condi tional Use Permit - S-70 - Mor row County Public Works for a Gravel Pit (Approximately 8 acres) Located in Township 2 South, Range 27, Section 17, Tax Lot 1300 at the Junction of Sandhollow Road #733 and Blackhorse Road #719 in an EFU Zone on Land Owned by Kenneth & Jean Ann Turner. Published: August 17 and 24, 1994______________________ PUBLIC NOTICE ROAD OBLITERATION/ RESTORATION OF UPLAND GAME BIRD HABITAT USDA Forest Service Umatilla National Forest Heppner Ranger District Morrow County, Oregon On August 8, 1994, Heppner District Ranger, Delanne Ferguson, made a decision to implement the Road Oblitera- tion/Restoration of Upland Game Bird Habitat on the Heppner Ranger District. This project will close and rehabilitate 31.06 miles of ex isting roads on the Heppner Ranger District. This project will improve forest health and develop 52 acres of land into potential upland game bird habitat. The Decision Memo and associated project file are available upon request from the Heppner Ranger District, P.O. Box 7, Heppner, OR 97836. This decision is not subject to appeal pursuant to Forest Ser vice Regulations at 36 CFR 215.8(a)(4).
