Treated effluent from the city’s sewer system will be spread on the golf course once the system is operating. New funding system to boost fair income The state legislature has done away with the county fairs’ merit rating system that in previous years was used to allocate racing revenues for base support. It has also abolished the Oregon Fair Commission which in addition to establishing goals and guidelines also evaluated and scored each county fair. The good news is that approx imately $2.5 million from lottery funds will be divided equally bet ween all counties and the Pendleton Downtown Main Street Cowboys association, which was grandfathered into the list of at tractions. Each entity should receive about $70,000 annually with payments scheduled to be paid quarterly. This means quite a boost in state funding for the Morrow County Fair, said chairman Tim Coe, who. along with other fair board members, recently attend ed the Oregon Fairs convention in Eugene. While the 1993 Morrow Coun ty Fair scored 970 points, the highest score ever received, an ticipated funding for that gold rating under the present system would be only about $18,000 or less. Racing revenues have con tinued to decline, leaving less money for apportionment during recent years. The 1993 chairman of the Oregon Fairs Commission, Larry Bell. Philomath, said that doing away with the merit rating system “ could have a negative impact" because the system gave an incen tive for the improvement of fairs and the facilities. Bell added that an effort is being made to reinstate the fair commission as he believes that the system is a valuable tool in helping county fair boards to achieve higher standards. However funding is especially important to small rural county fairgrounds that cannot generate much revenue from off-season use even though these facilities are a vital part of the communi ty’s infrastructure. These year- around facilities must have fun ding in order to cover the cost of maintenance, improvements and related worker expenses, Coe said. Coe added that the convention was a great opportunity to gain knowledge from workshops and to exchange innovative ideas for staging fairs from the delegates that were present from different counties. Proper laundry avoids flu The winter of 1993-94 is predicted to bring the flu virus to many households. We have ben encouraged to get flu shots as a preventative measure, but did you know that you can keep your family healthier by the way you do your laundry? When a member of your fami ly has a cold or the flu, the viruses causing the illnesses can get on clothing and household textiles, according to Carol Michael-Bennett, OSU extension home economist in Morrow County. So if you get rid of these viruses, other members of your family will be healthier. The temperature of the laundry water is the key. It takes from three to five minutes in boiling water to kill staphylococci germs, or 20 minutes in water at 140 degrees F. The problem is that in most homes the hot water for do ing laundry is cooler than 140 degrees F. and few wash cycles are 20 minutes long. Rather than guess about the temperature of your laundry water, use a ther mometer to measure the water temperatures at hot and medium settings. Use the hottest water possible according to your care label, but add a disinfectant to the load. One disinfectant that’s effective in hot. warm or cold water is liquid chlorine bleach. Remember to use the bleach dispenser on your washer, or add bleach in the mid dle of the wash cycle. Don’t use chlorine bleach on fabrics made of wool, silk, spandex or on dyed or finished fabrics. Again, read your care label, reminds Ardis Koester, OSU extension textiles and clothing specialist. A sanitizer, such as pine oil, disinfects in hot or warm water, but not in ^old water. Read labels on products to be sure they’re disinfectants. The pine oil smell doesn’t necessarily mean the fabrics are disinfected. Use pine oil containing 70 percent steam- distilled pine oil. This should be on the label. Always follow directions. To keep infections from spreading through the family wash, launder contaminated clothing in a separate load. Regularly sanitize the inner sur faces of the washing machine when there’s an illness in the family. Fill the machine tub with hot water. Pour disinfectant into the machine without laundry and let it complete a 15 minute cycle at the hot water setting.
