Payned played offensive guard for Eastern Washington as they did battle with Fairmount State of West V irginia. Eastern Washington lost the game. 28-21. after leading 14-0 at the half. Payne played his high school football at Auburn High School near Seattle. After walking on at Yakima Junior College and play ing two years, he transferred to Eastern Washington for his Final two years. Payne is in the middle of his 25th year of teaching and coaching, the last 16 years at Heppner High School after nine years in Tonasket, WA. Studies estimate that the immediate shut down of Trojan, as called for in Measures 5 and 6, would cost Oregon ratepayers about one-half billion dollars more than the plan for an orderly 4-year phaseout of Trojan.
