Man sentenced on drug charges
A California man was sentenced
Tuesday in Morrow County Circuit
Court for his part in a clandestine
drug lab discovered near Boardman
last year according to Morrow
County District Attorney Jeff
Wallace.
Charles Lee Marlow, 50, of
Mountain Ranch, California, pled
guilty to conspiracy to manufacture
a controlled substance before Circuit
Judge Pro-Tern Ralph Currin. The
charges arose from the October 25,
1990, discovery of a clandestine
ephedrtne lab at a residence on
Kunze Road, south of Boardman
Probation officers had gone to the
residence, occupied by Michael
Jodi Hall elected to FFA position
Jodi Hall, granddaughter of Gene
and Harriet Hall, Heppner was
recently elected as state secretary of
The Pennsylvania FFA Association.
Jodi is a 1991 graduate of State Col­
lege Area High School and is cur­
rently enrolled at The Pennsylvania
State University with a dual major
in a g ric u ltu ra l education and pro­
duction horticulture. She has also
been accepted as a participant in the
University Scholars program. Her
stated F A office will involve travell­
ing and speaking on behalf o f the
Pennsylvania FFA association dur­
ing the next year. Jodi was president
of the State College FFA Chapter
during her senior year and chapter
reporter her junior year.
Jodi w as also chosen state winner
in the agri-science student competi­
tion during the annual state FFA ac­
tivities week held at the Penn­
sylvania State Univeristy’s Univer­
sity Park Campus. Her application
featured research she had conducted
dealing with hydroponic production
of vegetables.

complishments include winning the
1991 North-Central Region Star
Agri-Business Award, state record
keeping contest in both 1990 and
1991. and third in the state extem­
poraneous speaking contest. She
placed as a finalist in state FFA
public speaking contests the last four
years and was on the state FFA choir
three years and in the talent contest
for each of the last four years. She
sang and danced in the National FFA
Talent Program in Kansas City,
MO. this last year.
Jodi has earned varsity letters in
basketball and track and is active in
4-H Jodi’s service activities include
Special Olympics Arts Festival Hug-
a-Buddy program, school tutoring
program, reading for the blind, stu­
dent advisory council to the school
board and Key Club.
Jodi resides in State College, PA
with her parents. David and Nancy
Hall and her sister, Linda.
Trevor McCoin qualifies for
national high school rodeo

Trevor McCoin of Condon High
School Rodeo Team qualified for the
National High School Rodeo Finals
in Shawnee, Oklahoma, with a third
place finish in the calf roping at the
state competition.
Only the top four in the state com­
petition advanced to nationals.
McCoin went into the competition
ranked third in the state. He roped
his calf in 18.5 in the first go-round
to place second and in 17.3 in the se­
cond go-round for first place Bas­
ed on those performances, he was
leading all the ropers entering the
short go. Roping in knee-deep mud
and steady rain in Hillsboro,
McCoin missed tying his calf in the
final round and received a no time.
His other two performances were
good enough to place him in the third
place slot.
McCoin is the son of Patty Kayser
and Bill McCoin, and grandson of
Pat Pettyjohn of lone.
Trevor’s sister, Katie McCoin,
recently won the all-around title for
pee wee girls at the Mt. Adams
Junior Rodeo at Glenwood,
Washington. The rodeo was held
June 22 and 23.
M cCoin was first in the
breakaway roping, first in the goat
tying, second in the poles and fourth
in the barrels.
At that same rodeo, Angela and
Tiffany Munkers of Lexington also
participated in the pee wee division.
Angela won the poles while Tiffany
won the barrels, placed third in the
poles and fourth in goat tying. The
Munkers girls’ parents are Maryann
and Barry Munkers.
Maureen Lindsay graduates from U of P
Maureen T. Lindsay received a
bachelor of arts in history with a
minor in business administration,
magna cum laude, from the Univer­
sity of Portland during the spring
commencement ceremony May 5.
Lindsay, daughter of Larry and
Corrine Lindsay, Lexington, is a
1987 graduate of Heppner High.
While at U of P she was a member
of the honors program and Alpha
Lambda national honor society. She
was also involved in campus
ministry.
University President Rev. David
Tyson, C S C . , conferred degrees
on 408 bachelor’s and 171 master’s
candidates during the ceremony in
the Earle A. Chiles Center on
campus.
The University of Portland is an
independently governed, residential,
four-year Catholic university offer­
ing a curriculum of arts, sciences,
humanities and professional pro­
grams at the undergraduate and
graduate levels.
Historical Society meets
-:-The Morrow County Historical
Society met on Monday at Paul's
Restaurant in Irrigon, for a no-host
dinner and meeting Donna and Don
Eppenbach were hosts for the
meeting. Since this was the last
meeting before the annual meeting
there was a lot of business to
conduct.
Reports were heard from Ruth
McCabe and Delpha Jones. They
had presented one certificate and
bonds to three lone students for win­
ning the yearly essay contest, on “ Ir­
rigation in Morrow County” . The
essay is offered to junior high
students as an opportunity to learn
more about the county. The group
also motored to Irrigon where they
presented Alejandro Torres her third
place prize.
A report was heard on the bus trip
to Medford and Jean Nelson gave a
report on the cemeteries in Morrow
County, the work being done on the
Oregon Trail and what is planned for
the future. A report was heard on the
Chronicles, which will be ready by
the yearly meeting in October. The
Chronicles are dedicated to the ser­
vicemen from the county The group
will have a table at the 4th of July
celebration in lone, with Dorris
Graves in charge. A report was
heard concerning the work done at
the Rhea Creek cemetery where
stones were set up and a general
cleaning done. Plans were discuss­
ed to repair the fence Barton Clark
and Cecil Jones comprise this com­
mittee The committee for the fair
booth this year is Harold Peck, Sue
Vinson, Ruth Mccabe and Pat
Sweeney A table and watermelon
slices are planned for the August 19
celebration in Boardman. The com­
mittee consists of Jerry Peck, Don­
na Eppenbach and Delpha Jones.
The annual meeting will be held
at the regular time, on Sunday. Oct.
6. The meeting will start out with a
potluck turkey dinner followed by a
program. There will be special
music, and a speaker, Joyce Badgley
Smith, from Baker, who will present
“ Fanny the Oregon Trail Woman” .
Mrs. Badgley opened the May 15
session in the house of represen­
tatives in Salem with her perfor­
mance. Everyone is cordially invited
to attend this meeting and invited to
become a part of this Morrow Coun­
ty organization. Refreshments were
provided by the hosts for the
evening.
-Lexington Grange met for their
yearly picnic at the cabin in the
mountains with Barbara and Eldon
Gilbert and daughter Lisa as hosts.
A bountiful potluck dinner was en­
joyed, with a short business meeting
following. The afternoon was spent
playing cards and visiting. There
were about 28 in attendance. This is
the last meeting for this group until
September. Pomona Grange will
meet July 28 at Anson Wright Park
with dinner at 1 p.m. and the
memorial in the afternoon
Nelson, on a routine visit. Upon
their arrival, they found the work­
ing drug lab in a barn near the house
and called police, who arrived short­
ly. Nelson was arrested at the scene,
while Marlow fled. He was later ar­
rested in Lewis County, Idaho, in
March, 1991, and extradited back to
Oregon for trial, according to
Wallace.
Judge Currin placed Marlow on
two-year’s formal probation and im­
posed 120 custody units of which 60
can be used for a jail sentence. This
is the maximum sentence which can
be imposed under state sentencing
guidelines, given Marlow’s previous
criminal record. The court also
ordered a standard range of drug
related probation conditions, in­
cluding random drug testing and
search of vehicle, person and pro­
perty for the presence of drugs, said
Wallace.
Michael Nelson pled guilty in
January to conspiracy to manufac­
ture a controlled substance as a result
of the incident and is currently ser­
ving a 17-month prison sentence.
One other defendant is awaiting trial
according to Wallace.
Christian Life
camp out
The Christian Life Center will be
having its annual camping trip to
Cutsforth Park Friday through Sun­
day, July 12 to 14. The Sunday mor­
ning church service will be held at
Cutsforth Park at 11 a m., followed
by a pot luck picnic.
There will be no Sunday School or
church service at the church
building. If anyone needs a ride to
the park on Sunday morning, please
call Pastor Tim Van Cleave at
676-5448.

William Biir G. Howard
Memorial services for William G.
“ Bill” Howard, 50, who died
Thursday, July 4, 1991 at Grand
Forks Air Force Base. N.D., were
held at Heppner Masonic Cemetery
Tuesday, July 9.
Howard was bom December 11,
1940, at Fort Worth, Texas, and
married Francene J. Moyer in Hepp­
ner October 1, 1961.
He retired from the Air Force in
1984 and moved to Hermiston,
where he worked for the Umatilla
Army Depot.
Mrs. Howard Died April 15,
1986. His survivors include sons
Richard of Grand Forks AFB and
Ronald of Manassas, Va.; daughters
Stephanie (Mrs. Ted) Ely of Canby,
and Sherrie of Portland; three grand
children; and one brother, Dick, of
Forth Worth.

The County of Morrow will hold
a public hearing on the 31st day of
July, 1991 at 7:30 o ’clock p.m., at
Boardman City Hall, 206 Main
Street North, Boardman. Oregon, to
hear and consider any objections to
or arguments in favor there may be
upon the matter of the formation of
a Library District in the Boardman
area. All interested persons may ap­
pear and be heard.
The Morrow County Court has
entered an order declaring its inten­
tion to initiate formation of said
district.
The purpose for which the district
is to be formed is to facilitate general
library services to the public, in­
cluding, but not limited to, providing
the following:
(1) non-fiction, fiction, and large
print books on loan;
(2) periodicals on loan;
(3) cassette and laser disc video
material;
(4) reference material;

interlibrary loan material;
