Vector control
to spray for
midges
The Morrow County Vector Con­
trol will be spraying for midges in
Heppner this summer. Midges
emerge from Willow Creek reser­
voir in huge numbers and are at­
tracted to the lights in town.
The midge is an aquatic fly.
Although the adults do not bite, they
are so numerous that they become a
severe pest. Complaints from past
years have prompted the U.S. Corps
o f Engineers to fund control
measures. As a result, vector con­
trol will spray for midge control dur­
ing times of heavy emergence.
The corps has also funded a study
at Willow Creek reservoir to deter­
mine what insects are present, and
to make control recommendations if
appropriate. Dr. Richard Zack, an
aquatic
entom ologist
from
Washington State University will
conduct the study and report to the
Heppner City Council at the end of
the summer.
The timing of vector control
sprays will depend on the
emergence of the midges and will
occur irregularly. Homeowners who
wish to be notified of upcoming
spray programs should call Heppner
City Hall and they will try to notify
families when they will be spraying.

Mrs. Calvert’s second
grade class adopted a nursing
home patient during the
school year and went to the
hospital to visit them once a
week. The students made
things for them throughout the
year and read to them. The
last week of school students
were treated to cookies and
punch with their adopted nur­
sing home patient. Pictured

Bull Prairie open for camping
Bull Prairie Lake on the Heppner
Ranger District is open this weekend
for camping. Bull Prairie is 36 miles
south of Heppner and 15 miles north
of Spray on Highway 207.
Bull Prairie, one of the most
popular fishing and camping
facilities on the Umatilla National
Forest has 40 picnic sites and 26 tent
and trailer sites. The campground
provides water, waste dumping and
restroom facilities. There is a $5 fee
per day for a camping site. Campers
with a Golden Age Card may camp
for $2.50.
The lake features rainbow trout,
blue gill, and brook trout. A trail
circles the lake and hikers can en­
counter various plant and animal
life, bridges and fishing docks.
New hosts this year at Bull Prairie
are Evelyn and Clyde Bosteder.
Over the past several years, the
district’s recreation department has
increased developments at the park
and improved facilities. This year
the district has installed four han­
dicapped picnic tables and are cur­
rently developing a handicapped
restroom and an accessible
wheelchair path to a fishing dock.
Several weeks ago, district
employees spent one day getting the
area ready for the coming season,
clearing trees and brush, removing
garbage, painting, planting trees,
building trails and making many
other improvements.

Morrow County, State of Oregon to
adopt an ordinance will be held
Monday, July 8, 1991, at 7:00 p.m.
at Heppner City Hall, 188 W.
Willow, Heppner, Oregon. At that
time the Heppner Common Council
will hold a public hearing on the
adoption of Ordinance Numbers 489
and 488, ordinance amendments
captioned as follows: (1) Ordinance
No. 489, an Ordinance Amending
Ordinance No. 442 the Flood
Damage Prevention Ordinance, ex­
empting accessory outbuilding from
ordinance requirements, allowing
the use of alternative elevation data,
regulating placement of buoyant and
hazardous materials, addressing
public projects locating in floodways
and declaring an emergency; and (2)
Ordinance No. 488, an Ordinance
Amending Ordinance No. 465, the
City of Heppner Zoning Ordinance,
allowing
certain
types

premanufactured housing in R-l

ing an emergency. Copies of these
