S Vy T o the Editor The s ta ff at M or- row/Gilliam W heeler Branch o f Children’ s Serv ices Division would like to extend a heartfelt thank you to ihc people o f Morrow County This Christmas was even more organized and impressive than last year for the fourteen children living in foster homes in M orrow, (¡iliu m and Wheeler Counties. Each o f (he fourteen children in care received five to sis really nice gifts that were brand new and specific for his or her needs, wants and desires. December 31, I ’MW Mr Thompson was horn CXtober 7, IV 10. in Heppner, to Sophrona Brown Thompson and Rivberi A Thompaon. He received his early schooling in Heppner and attended Oregon State University He earn ed a B S degree in agriculture in IV33 and was employed by the Farm Security Administration He married Gwendolyn Evans the same year His ranching career began in Hcpp ncr in IV4I In IV53 he was named the Mor row County Cattleman o f the Year He was an early director o f the Nor thwest Livestock Production Credit Association and later joined the staff as a U*an officer representing Eastern Oregon and Washington with head quarters in Pendleton He was a York Rite Mason and belonged to Heppner Chapter 26. I like the idea that doing business hxally is gocxJ for the community not only long term, hut in the short run as well But most o f all. it’ s g«xx! for me I like shopping with folks I know, and who know me I think I'm going lo get a straight answer when I ask about something because the hxal merchant knows that if he leads me astray. he'll have to look me in the eye when I come back The more o f my business that I do lixaJIy. the stronger my l«xal merchant Bv Ed Glenn becomes The better selection he is able to provide That better selection is more likely to be the things I use and ask the hxal merchant to provide And I know thai it's a h*t easier to get satisfaction from a hxal merchant, mv neighbor, on those rare txcaMons when I buy a defective piece o f merchandise As a case in point. I have promiHcd economic growth in ihc Boardman area, hoping to develop a broader retail merchandise selection " Y o u can't even buy a dean pair o f s»x k ' in Boardman.'' I have complained W ell, that is no longer true Anncipating the market tor clean wx ks. a hxal rner chant now stixks them amt I have to find a new item to complain about (Some say the s»xk inventory went in just to shut me up ) Even on those occasions when I do go ixit o f town. I buy the travel gasoline hxally for all the above reasons My own hxal preference has limits I d«*n't do business with one or two hxal businesses, basing been repeatedly stung without satisfaction Bad businessmen arc bad businessmen no matter where they arc hxated and they do not deserve patronage at all It may well be that they feel the same about me The other limit is price I am r**t above buying something initsidc the hxal business area when the total cost is significantly less The key words arc “ total" and “ significant It doesn't nuke a lot o f sense to spend $3 on gas and two hinirs o f driv ing time to go to Tri Cities to save twenty cents on a loaf o f nread Nor am I inclined to avoid the hxal nx-rchant to save one or two per cent o f the total cost But all o f this applies to me and my money If I was spending your money. I'd probably be inclined to anticipate your feelings on hxal preference and on the bounds o f the limits The school hoard is considering a policy change in regards to investing <xir tax moiK-v Dx* present policy requires "hxal preference" even th*>ugh there might be other investux-nts outside the hxal area that would yield more Die first reading o f this policy change passed on a split vote I can surely understand why It's a clone call The increased investment income outside the hxal area might only amount to $20-25.000 a year That might be considered insignificant in a $6 ' million budget On the other hand, the hxal preference rule favors hxal branches of state wide and multi state wide hanks that might not be considered '' h x a l.' ’ Maybe all taxpayers in the district do not favor the hxal preference rule like I do and maybe it isn't even appropriate when you're talking about taxpayer money. But having this amount o f money on deposit is prettv significant to a hxal bank Having several, strong, competitive hxal banks can have an important impact on the community The potential for good arising from hxal deposit might lx- tar more valuable than the small difference in in terest income.
