I had to wonder what the Forest Service and private enterprise had in mind for our future When the forest is depleted where will the people, that now make their living from it. go? How will they provide for their families, schools, communities? Most large businesses are diver sifted, m i that if one entity is lost or becomes less profitable. they can move on, with very little Iota. Heppner as I sec it has two employers, lumber and farming If we take lumber out of the picture you also take .300 jobs I do m 8 think farming can absorb that many jobs or provide the monetary loss to the community that would take place Everyone I talked to, agreed The forest under the present pressure ap peared to he doomed within 10 to 15 years The general consensus seem cd to he. if I can make it for a few more years I'll be able to retire le t someone else worry about it Is this an cpttaph for the future '1 (s) Dave Jones 417 Swan Dr Livermore. Box 197. lone. 97843 by December If) The winner will receive prizes which will he an nnunced later The Regional Strategy $ Oregon's l*«tery profits have been earmarked for economic development Somehow much of the money has been tunneled off to finance other things such as prisons and convention centers around the state My imagination needs a pretty big stretch to reach that tar, hut that’s the way it is Fortunately, not all the money has gone to build more governmental in Irastructurc A sizable chunk has been assigned to “ Regional Economic Development Strategies That's a By FJ Cilcnn program whereby lottery money is allocated to groups of counties (the Region) to fund projects within a locally determined strategy Morrow and Umatilla Counties have formed a region and have adopted a development strategy that targets the agriculture industry w nh emphasis on those industries that add value to our own agricultural products We arc now in the second biennium of this program Die first time around the region funded a research program at the I xperunent Station directed toward high value fruit and vegetable production, a fruit and vegetable packing and cold storage plant to be built near the I K4. I 82 interchange and an agricultural marketing grant program Those projects total more than SI million. The marketing grant program (funded with $300,000) is just now rcveiv mg applications Lisa Mittlcsdorf at the Port of Morrow (481 7678) is the person to contact The plan for the second biennium is now being drafted and the commit tee is looking for projects to consider Jim Rowan at ECOAC (27b 6732) is the staff person collecting projects for the committee As I see it, those efforts arc important in the area's future economic development But there is something else that might be more important I recently closed the little winery I opened in 1982 It was a first for Hasten Oregon, a first that just could not survive I'm happy to report that there's a new little winery in Milton Freewater s o Eastern Oregon still has one of the nearly 100 wineries in the state The closure of my winery was because of the overburdening govern mental regulation and taxation We held permits from the US Bureau of Alcohol. Tobacco and Firearms, the Oregon l iquor Control Commission, the Corporation Commission, the Internal Revenue Service, the State Department of Revenue, the Depart nient of Environmental (Quality, the Department of Agriculture, the Building Codes Division, the Morrow County Planning Department, the Employment Division and the State Accident Insurance Fund We made reports bi-monthly, monthly, quarterly . and annually to nx>st of these agen cies We were required to be bonded by two of these agencies, had ad vance deposits with two more and were taxed by or paid annual license fees to several of them And we are doubtful that this list covers them all. since every year another agency or two shows up demanding a license application, fee and impos ing some kind of rules and regulations And in all that regulation, nobody ever tasted or tested the wine We could have been selling kerosene in wine bottles for all they knew I can't help but think that economic growth would take care of itself if government would just get out of the way AS I SEE IT Sat.
