IVHV W»n Militi 2 * '» ('»utter l>u*lrr* 26 22 No Pm Hitter* 22 Three J's FO R X, s B» , V ~ » Morrow County S h eriffs office investigated an animal problem in the Irrigon area; f a te The mega prison now has a no confidence referendum to add to u» se c<md place finish with the Govern«>r s Along with the bitterness on both sides can be found c«wnments describing various features o f an undesirable in dustry I've collected a number o f such features from throughout the county and think I can now describe the perfect' industry I see a factory with no smokestack, nor any other orifice from which Hs Fd Glenn anything could be discharged, either in the air. ground or water It's neither huge nor imposing, in fact it's quite small, about 200- square feci and is carefully landscaped in a grove o f old growth fir complete with a pair o f nesting spotted owls Inside there is elecincal apparatus requiring huge amounts o f power to operate That requires payment to the electrical co-op serving the plant o f lens o f thousands o f dollars a month in just demand charges However, the equipment is «mly turned on a few minutes a year, thus requiring ac tual dlehvery o f only small amounts o f electricity The plant requires n«i water nor sewer at all. but the nearest municipali ty demands and is paid tens o f thousands o f vltillars per m»>nth for 'stand by' in the event water and sewer may be requested at some future date While it may he small, the assessed value o f the plant is in the KXI's o f millKins and it is taxed appropriately To the extent that the company s presence in the county ikies not raise the market value o f all property to a level equal to that o f the highest valued city in the Pacific Northwest, the company will pay to each land owner the difference Initially, o f course, millions o f dollars o f "im pact" funds are demanded by every taxing district and agency In the beginning, employment is relatively small, but the company has a rule that every local resident who applies is immediately hired, whatever qualifications the applicant might have Beginning wages are SKXM **' plus and advancement is automatic, year after year Employ rnent contracts arc absolutely binding upon the company for as long as the employee desires to work (lifetime tenure) However, any lixal employer who desires to hire at a lower wage, shall have the employee assigned to him The com pans shall pay the difference between what the lixal employer thinks he can afford and the company's pay wale Hours o f employment are only two hours per week, giving employees plenty o f time to be active in all manner o f community, church and charitable organizations However, no employee is permitted to voice an opinion, belief or point o f view different than the current conventional wisdom o f the county Neither the company nor its employees arc permitted to spend any money outside the boundaries o f the county If they desire any thing not currently available, they must ask a lixal merchant to serve as agent to import such item (A t a reasonable mark up o f course.) Employees' children must he particularly athletic so as to bring to the county all manner o f state and national athletic championships Dies must also excel intellectually so as to create such a large reservoir o f brain power that M I T establishes a branch campus in the county (A t Ella Butte may be ) So as to not disrupt the dcnxigraphic balance of the county, duplicate hut proportionately sized plants shall be established in each community o f the county and the company w ill require its employees to live in each respective community D ie company's name, business and even the fact o f its existence shall be kept secret in order that the reputation and image o f the county is not slandered Until this "p e r fe c t" industry comes along, do you suppose we could consider living with the disadvantages o f an imperfect one? Or is that, too. just a pipedream?
