M û t J r a r n i The O fficial Newspaper o f the City o f Heppner and the County o f Morrow Editor Governor Goldschmidt dropped a bombshell on Morrow County when he revealed that a mega prison may still be sited at Boardman. despite in itial construction o f a facility near Ontario The second bombshell came when the Corrections Depart ment admitted that the conditions, concessions and impact requests from Morrow County, the Pori o f Morrow and Boardman had hern re jected In other words, if Boardman had hem selected as the primary site. Irpcnetttng (.rapM rt Urparlinrat ( , rapture department Dtstrtbultofi David and April Sykes, Publishers Letters to the Editor Examine clear-cut crisis : . * S * • n * ■ T o the Editor The diligent response o f the coun ty court and cotuitmsiouers has sav ed M orrow County from significant advene economic and social impacts o f the state megapnson We owe these men a dcht o f thanks I submit we need an urgent ex amination into a larger economic and social crisis facing our county Our national forests and adjacent timber lands arc being stripped o f timber and natural vegetation via clear cutting and high grade logging (H igh grade logging consumes all the commercial timber and leaves the rest-mistle towed dwarfed and diseased) Our forest the sr*urce o f our tourism, hunting, recreation, cattle grazing, watershed and timber industry-arc being replaced by hull thistles and weeds Springs arc dry ing up. trees arc rarely replanted on private land, and clear cuts mean no timber harvests for at least 80 years at best for our loggers The impact o f clear cuts will he felt next hunting season. I think it is inappropriate to consider recall The purpose o f the recall is oust a politician for actions outside the usual job assigned to the office For example, wc elect a county commissioner to make decisions about how to expend county tax revenues W c may differ in many respects on- thc various possible ways to do that, and if our commissioner is wrong most o f the time, we should elect someone else next election But wc do m* elect him to steal county funds for his own use; if he does that wc should recall him A recent recall effort o f two M orrow County School District directors w a s wisely turned trade because the issue was school policy, part o f the legitimate job o f a director That is a proper consideration when consider-1 mg rccleclKin hut we think not a grounds for recall, no matter how unpopular There has been talk o f recall o f the president o f the Port o f Morrow Commission and o f a Morrow County Commissioner because o f a dif- j fcrcnce o f opinion over a prison in Boardman I think that is something to be considered at rcelcction time rather than by way o f recall. In John Day. there is an effort to recall Circuit Judge M ilo Pope because he set hail on appeal at a level that the defendant was able to meet Setting hail on appeal is part o f the |ob o f a circuit judge The amount o f bail set is one o f htc many judicial decisions every judge must make The fact that the defendant was able to nuke that hail and thus avoid incarceration pending the decision on appeal is part o f our system o f jurisprudence. I can certainly understand that some folks might he upset to find a con victed dope dealer free on the streets o f John Day pending his appeal But to recall Judge Pope because o f it would he absurd I hope voters have the wisdom to turn this recall effort aside, and preserve the integrity o f our system Come Join Us At The Old Time Fiddler’s Concert Sat.
