M orrow County is about one year out of cycle Since this discovery, the State Ihrpartment o f Revenue has made it clear to County o fficials that all property appraisals must be kept current or face the possibility of state intervention at the County's expense (ireg Sweek. County Assessor, said that our county valuation declin ed from this year's 576H.67h 5 ko to an estimated 5760,(XXMXX) next year This w ill be an estimated loss o f valuation o f 5X.676 5X0 One of the ma|or reasons for this is the ap peal by u tility properties such as the POE coal fired plant and Union Pacific Railroad These two utilities have appealed their valuation to the Oregon Tax Court U ntil the case is settled, only the uncontestcd or lower value is allowed to be used on the assessment roll PDF. and all other utilities pay taxes based upon net earnings ot the company and not on the depreciated value ot the property The M orrow County Medical Fund is also part o f the levy, although on a separate ballot The proposed 54<K).(XX) levy reflects a 5112 dollar dec rease from this year's medical levy Although the medical budget is up by 24%, projected revenues generated by the facilities w ill require a lesser tax subsidy lor the operation o f M orm w County Medical facilities o f Karen Howe, math teacher at Heppner High School, and rccom mended the suspension o f her Oregon teaching certificate for failure to provide 60 days notice o f her resignation Probationary teachers contracts were renewed for the 19X9 90 sch»*>l year.
