Precinct 10S E Heppnct. and Precinct 11 S.W Heppner will be combined Hardman-Heppner Barbara Bhmdsworth Morrow County Clerk Published February 22. 1989 jor renovation in the very near future Also, the city is being re quired to meet more stringent discharge standards by the State Department o f Environmental Quality The City o f Heppncr '* sanitary sewerage system was constructed in 195.3 It has n<x been expanded and remains at its orginal capac ity There has been no previous study o f the system and one reason we are here .36 years later without having to do any major upgrade o f the system is (hat the growth rale of Heppncr is not what was expected hack in the fifties when the facility was put in. says a city employee In recent years the Slate Depart ment of Environmental Quality has been increasingly concerned aboul the impact o f city sewerage systems on the environment Increasingly stringent requirements have created significant problems for cities with older treatment plants and collection systems Hcppner is such ■ city The city's discharge permit will expire in 1989. and the new permit will re quire (he city to meet standards which are not possible without ina jor modifications to the treatment plant In addition, the plant is becoming increasingly unreliable as major components have reached the end of their useful life Maintenance o f the treatment plant is very difficult in thHt a!! components o f the plant must remain in service at all times if the plant is to treat sewage within its permit limitations To overcome this limitation, some redundancy is necessary in the plant to allow the proper maintenance A Facilities Planning Study has reviewed both the pipe collection system and (he sewage treatment plant to determine their condition and ability to meet existing and future needs of the community Dur ing this study approximately 3.MM) lineal feet o f Heppncr's sewer system was television inspected and about 4,000 tcct o f the system was smoke tested It was the overall con elusion of the studs that excessive in filtration is penetrating the pipe col lection system but can he cost effee lively removed, and the sewage treatment plant is structurally sound and capable of being cost effective ly rehabilitated, thereby allowing the plant and the system to serve the community for the next 20 years Cost of the project is approximate» ly one milium dollars A funding grant from EPA in the amount of $648.000 is assured as long as (he City o f Heppncr continues with this project.
