City crew, inspect the city landfill. field Over 60% o f the graduates o f this school, enter into supervisory work They have had approximate ly 80 people who have gone through Shockman The school has been in operation just over a year. There arc 15 to 20 apprentices tn the program at one time, learning mechanics, welding and a working knowledge o f a dozer, hackhoe, loader, scraper and blade Also re quired are one hour o f classroom work per day. and two days o f First aid and CPR Before an apprentice can take the test to be a journeyman, he must complete 144 hours per year o f instruction, with WXX) hours in the . this program from November through March o f this year. Josic, farm 2400 acres o f his own land plus another 1355 acres he leases The farm is located between 1500' and 2500' elevation in a 12 inch rainfall area near Lexington in M orrow County The soils are predominantly Valby silt loam with from 12 to 20 percent slopes The farm is quite hilly and the silt loams are difficult to prevent from eroding Bob and Josie moved to Oregon from Montana in 197V. selling a cat tic ranch in Livingston He has no regrets, saying " I like the climate here ” Since 1979. Bob has put in 12 miles o f terraces in one field, and upgraded terraces in others He has initiated a program o f minimum tillage to leave crop residue on the surface for erosion control Though he still discs occasionally, it's only in fields with high residue and after wet years He disced one field this year, and is not happy with the results. “ The worst things you can do is disc here" , he says Bob's usual practice is to spray weeds in the spring with Roundup and then chisel plow He then rodweeds two or three times as needed to control weeds and to set a moisture line This combination o f chemical fallow and cultivation re tains both soil moisture and surface residue At seeding time. Bob uses Inter national 55<X) disc drills on a seven inch base to seed with He seeds in mid-October, and tccls he gets bet ter emergence with the disc drills than with a deep furrow type He has HXX) acres seeded to Stephens wheat this year, dusting it in last fall, and w ill seed lot*) acres this fall tor next year There arc 1400 acres in the conservation Reserve Program Bob is not afraid to try new techni ques He built a no-till d rill a few years ago. but was not satisfied with it " I t was build on a too light fram e", he says Asked if he has plans to no-till in the future, he says no. but continues to look at new technology Bob is a conservation minded farmer who understands that sue cevsful and economic farming de pend not only on good yields today, hut on long term husbandry resulting in good yields tomorrow His suc cess is dependent on efficient use o f available resources, a good fertility and residue program, and weed con trol Bob and Josie Kindsfather are excellent examples o f farming for the future Currin Medical board has new member Invitational is April 24 Dick Wilkinson was appointed on March 23 to take the place o f Trank Pearson on the Morrow County Medical Board Trank resigned due to personal reasons, it was announc ed by the County Court Dick w ill complete Trank's term which runs three more years Dick has served on the Columbia Lasin Board o f Directors for 23 years. Federal l.and Bank Board for 21 years, was a Charter member of the Rural Fire District, is a member o f the Elk's Masons and Shriners Dick says he would “ like to see uniform medical awareness on a county-wide scale and stabilization o f doctor and ambulance serv ices in the county " After attending his first meeting. Dick said the members o f the medical board appear to be " th rifty minded " He is looking forward to serv ing on the board and says he w ill do his best to serve the county in this capacity • / Dick Wilkinson Engineering firm chosen for landfill study CH2M H ill o f Portland has been choaen as the engineering firm to do a study o f the development o f the c i ty landfill. I f the study proves feasi ble, the approximately $10.OCX) cost o f another trench to be dug at the tiae, will be placed before the voters in June Heppner must make plans to ship it's garbage to another land fill or dig another trench The council voted to procure a five-year lease agreement with Dail Turner for further use o f the site if additional development is approved The first annual C urrin Ranches Invitational calf roping and steer wrestling w ill be held A pril 24 in Heppner The events w ill begin at 9 a m sharp Ken Hansen buckles w ill go to the average winners o f each event A horse blanket donated by Green Feed and Seed. No date has been set, says Rome) Brooks Romcy Brooks, of Schneider, which specializes in Emergency Planning and Management Services, o f Harrisburg. Penn , was asked to help update a plan for the Army Depot in regard to this project This is a bi county plan for Umatilla and Morrow County Morrow County was vefy supportive of this plan and meetings with key figures in the county were set up to begin the ci*»r dination o f this plan Die first phase o f this plan w ill he submitted to the Army Depot by the end o f May " A prc-comprchensivc plan needs to be in place before the incinerator can be b u ilt," says Brooks The "Immediate Response Zone” for which this plan was made, is a 10 kilometer zone around the Army Depot, and also includes the city of Irngon The city o f Irngon is im plementing a plan that w ill co ordinate with this emergency plan The City o f Irngon Fire District has divided the city into lour quadrants Each residence w ill he given a lour "H azard specific appendices" with the in formal they to adapt and use for their individual areas These areas are all by CountyCourt in the Heppner area To the extent possible, the M or row County Emergency Operations Plan describes the actions to be taken by Morrow County government o f fic ia ls in concert w ith it's municipalities and private organiza tions who have agrred to assist Mor row County in protecting the citizens dunng a disaster This plan spells out (he emergency organization and functional responsibilities that nor mally arc operational during an emergency In the event o f fullout. the govern ment believes each local government should rely on it's own capabilities and resources for up to a period o f two weeks In the event o f a chemical accident at the U S Army Deport, the U S Army would assist Morrow County in it’s responsive activities, as specified in the plan ap pendiccs which relate to the Army Depot " B y the end o f May, Schneider Engineering w ill present the phase of the emergency plan to the Umatilla Artny D epot," says M r Brooks digit number to replace their ad dresses This w ill be the identifica tion the tire district uses to locate an emergency situation, in place o f the address South Morrow County w ill benefit from this plan in the respect that it w ill be implemented in the north end o f the county, but the south end w ill benefit in the fact that the hospital, schools, and sheriffs o f fice, county court and others w ill have access to this information and be able to apply it This w ill be very helpful in the event o f any natural disaster that may occur, such as Hooding and fire, or war caused disaster such as a nuclear attack or fallout This plan points out the needs o f our community such as emergency response vehicles, preparedness o f doctors and EM T upgrading Dus plan w ill work in the event ol any natural disaster.
