The Western D ir e c t Federal D iv is io n o f the Federal Highway A d m in is tra tio n
( FHWA) 1n coop eration w ith Morrow County and the F orest Service plans to
improve a 3.9 m ile p o r tio n o f the Monument-Sunflower F la ts Road near Parkers
M i l l In Morrow County.
This segment o f road, which 1s also designated Forest
Highway (FH) 110 and County Road 670, begins at Junctio n w ith S tate Route 207
south of Heppner and extends southeast to An I n t e r s e c t io n w ith Forest
Development Road 2119. The e x i s t i n g road v a rie s 1n w id th from 24 to 28 fe e t
and has a d e te r io r a te d gravel surface which Is s lip p e r y when w e t, very dusty
when d ry , and d i f f i c u l t to m a in ta in .
The I r r e g u l a r , sharp curves and poor
drainage a lso c o n t r ib u te to o p e ra tio n a l problems on t h i s road.
The proposed p r o je c t c o n s is ts o f r e c o n s t r u c t n g the road to a uniform
two-lane standard along I t s e x i s t i n g alignment w ith some curve c o r r e c tio n s
to provide adequate s ig h t d is ta n c e .
This proposal, which Includes base,
drainage, and bituminous pavement, also r e a lig n s the I n t e r s e c t io n w ith SR 207
to c o r r e c t s ig h t distan ce d e f ic ie n c ie s .
A d d itio n a l p r iv a t e r ig h t - o f - w a y may
be re q u ire d

accommodate the curve c o r r e c tio n s
and the
I n te r s e c t io n realignm ent. C o nstru ctio n Is scheduled f o r 1991.
