He has been a ranch er since 1948 and lists his principal crops as cattle, wheat and hay. He and his wife Norma have three daughters. French is a graduate of Heppner High School (1945); he attended Montana School of Mint's, and Colorado Col lege (liMS-liUti) while he was also serving in the United States Navy. Getting our economy mov ing again is a high priority. Jobs and business activity are needed to generate wealth to provide the quality of life our people deserve. Efficiency and common sense in government are a must. Irv Townsend Irv Townsend, 44 of Baker is running for the ftepublican nomination for the office of Representative in the Oregon House from District 59. He is a small businessman employed by Townsend En terprises and Tel-A Fast, Inc. Townsend and his wife Su san have two children. He lists his previous service in public office as Republican Central Committee Chairman and a Jail Advisory Commit tee member. Townsend attended the Uni versity of New Mexico, New Mexico State University, Wes tern N M. University, the Uni versity of Albuquerque, and received a U S. in Agriculture from the University of Nevada Reno; in 1973 he earned a Voeagand Biological Sciences Teaching Certificate from the University of Nevada-Reno; and has completed all course work for a M.S. degree in agriculture from the Univer sity of Nevada-Reno and Ore gon Slate University. He has participated in the following community and ser vice organizations: Lions In ternational, Baker Chamber of Commerce; Oregon Exten sion Association; B.P.O.E. No. 338; Alpha Zeta; Baker Co. I feel that taxpayers should determine what services they want from their government, at what cost, and the legislat ors should follow these guide lines. I feel that my back ground in agriculture and bu siness give me a broad base to understand the needs of Cen tral and Eastern Oregonians and enable me to be an effect ive legislator." Timms of Burns is running unopposed for the Democratic nomination for the office of District 30, State Senate. He has over 25 years of experience in an eastern Oregon wholesale food and beverage business. His education includes: A Bachelor of Arts degree from Willamette University, 1954; attending Graduate School, University of Washington, 1956; and he is a veteran of the Korean war. Eug County Commissioner unopposed Vote for one Warren II . McCoy Warren McCoy, 62, of Ir rigon is running unopposed for the Republican nomination for the office of Morrow Co. Com missioner. He lists his oc cupation as "retired" from the Army Corps of Engineers. He and his wife Frances have three children. McCoy's community activities include: Veterans of Foreign Wars, state com mander; national council member and vice chairman of the National Americanism Committee. Krumbein is run ning unopposed for the Repub lican nomination for the office of Morrow County Surveyor. He is a self employed profes sional land surveyor and engi neer. He and his wife Vicki have three children. Krumbein has a Bachelor of Science degree from Oregon State University. Timms has received the Distinguished Service Award; Jaycee of the Year Award, Boss of the Year in Harney County award. He has been president of Harney County Chamber of Com merce; a member of the As sociated Oregon Industries, a trustee of Oregon Beer and Wine Distributors; the School Budget Board; Chair of Parks and Recreation District Board; and a member of Burns Planning Comission and Harney County Hospital Board. He has served on Senate Business and Consumer Af fairs Committees; Com merce, Banking and Public Finance; Transportation and Tourism. McCoy submitted the follow ing statement: "(I) think we've made a lot of changes in the past 10-years -good changes like to see the program continue. "The road department has been improved, and moderniz ed. Trucks have been upgrad ed from five to 10 yards. "(The Court) is contracting for a new phone system -Irrigon will be included in the change-over when the lines are available." McCoy says that a long range road improvement plan has been established to in clude Wilson Road as a num ber one priority as soon as the right of way can be obtained. The county has purchased a new computer says McCoy, one of the first new models from IBM which is working well. Dave Gallaher, 35, of Pen dleton is running for the posi tion of Circuit Court Judge for Umatilla and Morrow Counties. He is currently the district attorney for Umatilla County. Gallaher and his wife Kathaleen have two children and one on the way. His experience in public office includes his appoint ment as district attorney in May, 1982 by Governor Atiyeh and his election November, 1982 for a four-year term to that office. He attended Portland schools through high school; enlisted in the United States Navy in 1952 and presently has the rank of Captain United States Navy Reserve, JAG Corp Staff Legal Office; he attended Portland State Uni versity 1956-57; Oregon State University 1957-59; and Wil lamette University Law School 1959-62 where he received B.S. and J.D. degrees in 1962. He passed the Oregon State Bar in 1962. Thirty-one years of public and private law practice have given me experience which I can use as Circuit Judge to benefit the people of Morrow and Umatilla Counties." "Beyond his education, training and experience, a judge must possess one more essential ability, the ability to make tough decisions. The office of District Attorney uniquely prepares a person to make the tough decisions. The District Attorney decides who to charge with a crime and what result to seek. These decisions effect the lives and property of many people and require much training, exper ience and plain common sense. "I believe my intimate and up-to-date knowledge of the courtroom and the law, qual ify me to assume the office of Circuit Judge.
