County may obtain grant for summer youth crew By MARY ANN CERI LLO Morrow County Court learned last Wednesday, Mar. 13, that the county has a good chance of having a grant application to Private Indus try Council of Oregon ap proved. The grant would be for the hiring of a youth crew for the summer. According to Judge Don McElligott, the application could go through as early as April. Should it be approved, McElligott indicated that the crew could be used to help with the construction of Wil low Creek Park. In other business, the court: discussed and approved amendments to the county personnel policy as proposed by Barbara Briggs, county accountant. An order will be drafted for approval by next court day. heard and approved of a proposal from Briggs to pre pare a county handbook for personnel using excerpts from the personnel policy to keep employees more informed. reviewed the county fi nancial report for February with Barbara Briggs. heard the agenda from Margo Sherer, county trea surer, for a treasurer's confe rence to be held at the Dodge City Inn in Boardman March 26 and 27. accepted the supplemen tal budgets for the county school fund and the land ac quisition and right of way reserve fund. Local hunter ed instructors awarded Two local hunter education instructors have been presen ted awards by the Oregon Department of Fish and Wild life for their service to the Oregon's Hunter Education Program. Dan McBride and Bob Montgomery, both of Heppner, received bronze awards, reports Bill Hastie, hunter education coordinator for the Department of Fish and Wildlife. Instructors receive award points for the classes and students they teach, and can earn bronze, silver and the highest award, the gold for their service, Hastie explains. The instructors are part of a group of 1.500 volunteers throughout Oregon who con duct hunter education classes for young hunters. The classes are required of all hunters under age 18 before they can hunt wildlife in Oregon, and are designed to teach young hunters to be ethical, respon sible and safe in the field. "Without our volunteer in structors, there would be no hunter education program in Oregon," Hastie says. "They dedicate an immense amount of time and effort to the program, but it all pays off in reduced hunting accidents and better attitudes about hun ting; that's where the real rewards come to our instruc tors in the program." Garden Club learns about plant care "How to Have Happy House Plants" was a subject presen ted by Elsie Huston at the March 14 lone Garden Club meeting held at her home, reportes a club spokesperson. Lorraine Ladd assisted her as co-hostess. Huston stated that the main thing is to understand a plant's needs. Actually, there is no such thing as a "House Plant," she explained, be cause all plants have been grown outdoors, although some probably in a much wanner climate. To have a health and happy house plant, one must control the tempera ture, humidity, light, soil moisture, drainage and ferti lizer, she told the group. Tem perature should not drop too much at night. Plants should be chosen according to house temperature. Humidity may be affected by tiie house tem perature and may be con trolled by grouping plants to gether and misting them with spray. Plants prefer filtered light and most should be turned regularly. Plants should be watered regularly (usually early in the day) according to the directions for each particular plant. Fertili zing should be done during the active growth period (not in the winter or dormant period ) . Plant foliage should be kept clean on both sides of the leaf. Leaves may be washed down with a soapy solution or sprayed to clean. Repotting is needed when the roots heap up or come through the bottom of the pot. It is permissable to trim roots when repotting most plants, she said. Pat Pettyjohn reported that she had received 49 posters from lone children in the fifth through the eighth grades for a conservation contest using the theme "How to Protect Oregon Birds." The posters will be judged and the winners sent on to the district, and state level contest. Plans were discussed for a field trip to Portland which may include visiting Leach Botanical Gardens, the Gar den of Enchantment for the Blind, the Japanese Gardens, the Washington Park Rose Test Garden, the Rhododen dron Garden, the Willamette Cemetery and the Grotto. This trip is to be taken the second week in May. In other business, the Fair Schedule Committee was ap pointed and includes Helen Martin, Delta Huber, Jean Nelson and Pat Pettyjohn. ' : J Sponsored by the committee to elect Billy Doherty First and second grade Blue Birds got into the spirit of St. Patrick's Day last week when with the aid of Peggy Fish burn, they frosted cupcakes and decorated them with green shamrocks. The group met last Thursday at the Heppner Jr. High School cafeteria. The girls are working on Friendship Badges, explained Joy Krein, one of the leaders, and were to give away a cupcake to someone as a surprise. They also each got to save one cupcake for them selves. The Blue Birds meet twice a month under the leadership of Krein and Kerry Pettyjohn. "Old wine and an old friend are good provisions." George Herbert J Five local people will be making a trip to Rome next month. Pope John Paul II invited youths from all over the world to a youth pilgri mage to celebrate the ending of Holy Yeur, explains Mike Douglass, youth minister for St. Patrick's Catholic Church in Heppner. Those making the trip will be Deena Reid of Heppner and daughters Lana and Dana, Helen Reihl and Theresa Lindsay. Mrs. Reid will serve as one of the chaperones of the pilgrimage. Douglass said Bishop Thomas Connolly of the Baker Diocese invited churches with in the diocese to raise funds to send one youth to the pilgri mage from each church. A "Bowling Night" was held in January and (56 was raised for the fund. In December the youth of the church sponsored a dinner and entertainment, and auctioned off themselves for one day's work. A total of $500 was raised In that event, the youth minister said. Cost for the trip Is $1,615 per person. Dnna Reid will repre sent St. Patrick's Church; the other four will pay their own expenses. The group will leave April 9 and are to arrive in Rome the morning of April 10. While there, they and others atten ding the pilgrimage will meet for three visits with the Pope. About 50,000 people will be attending the event, including people from Third World Countries, Douglass said. All the youths pay $30 for box lunches to help cover costs of meals for people coming from the Third World Countries, he explained. The group will also have some free time to tour the area. Those from the Baker Diocese will be celebrating Mass at St. Francis In Asslsi, not far from Rome. On Palm Sunday, April 15, the Pope will celebrate Mass in St. Tetor's Square. Douglass said the fund for Dana Reid to make the trip has received $200 In donations from local business and more is coming in. The Heppner travelers are scheduled to return to Port land April 18.
