1 The Heppner Gazette-Times, Heppner, Oregon, Thursday, March 1, 1M4- SEVEN COMPUTER FORMS' Available Gazette-Times 676-9228 Grain reserves opened The U S, Department of Ag riculture recently opened new grain reserve for 1983 wheat, and re -opened the re serve for 1983 corn, sorghum, barley and oats. Farmers may place their grain in these reserves on maturity of their regular nine month commo dity loans. Judy Buschke, county executive director for the Morrow County A.S.C. Com mittee, said a new reserve for 1983 wheat Reserve VI was necessary because of a difference in the release level of the crop. "The trigger release level w ill be the target price which is in effect during the particular crop year, but no less than the $4 45 per- bushel target price for 1984 wheat." Reserve V was closed pre viously to 19B3 feed grains because grain was needed for the payment in kind program, Buschke said. Release levels for this reserve will remain at $3 25 per bushel for corn, $2 65 per bushel for barley, $1 65 per bushel for oats and $5 54 per hundredweight for sorghum. According to the director, wheat in other grain reserves may be transferred to Re serve VI,- and barley and sorghum may be transferred to Reserve V. Corn and oats are currently in release status, and program rules prohibit the entry of additional quantities of a commodity in a reserve when the crop is in release status. Buschke reports that, "Farmers can use the grain reserve program to extend their maturing 1983 crop regu lar loans when farm prices are below release levels. In re turn, they earn storage pay ments annually," Storage payments for grain placed in the reserve will be 26. 5 cents per bushel for oats and 47.32 cents per hundred weight for sorghum. The A.SC.S. official said interest will be assessed for the first year of the reserve agreement but will be waifed for the second and third years, except during certain periods when the reserve is in release status. Further information on the new grain reserve for wheat, and Reserve V for feed grains may be obtained from the Morrow County A.SC.S. office. 3 PUBLIC NOTICES PUBLIC HEARING PROPOSED USE HEARING A public hearing will be held wherein citizen comments may be received on the pro posed use of State and Federal General Revenue Sharing Funds, so that they may be considered as the budget for the City of Heppner for the Fiscal Year 1984-1985 is being developed. NOTICE OF MEASURE ELECTION MORROW COUNTY SCHOOL DISTRICT NOTICE IS HEREBY GIVEN that on Tuesday, March 27, 1984, an election will be held in Morrow County School Dis trict, Morrow County, Oregon. The polls will be open from 8:00 a.m. to 8:00 p.m. The following shall be submitted to the qualified voters thereof: TAX LEVY ELECTION FOR FUNDING SCHOOL OPERATING BUDGET Shall the School District levy $4,796,4 1 4.00 outside the Ore gon Constitutional limitation for the purpose of funding the school district operation for 1984 85? The district has authority to levy only the tax base of $742,978.00. This sum plus non-tax revenues is not ade quate to operate the district's schools. It is necessary to submit to the voters a request in excess of this tax base in the amount of $4,796,4 1 4.00. If this measure is approved, $3,810,724.00 of the approved levy for fiscal year 1984-85 is eligible for partial state fun ding. However, $985,690.00 of the approved levy will be totally funded by the local taxpayers without any partial state payment. The levy as proposed will be $505,137.00 more than the levy for 1983-84. Reasons for the increases are the reduction in revenue from sources other than taxes, in creased cost of salaries and employee benefits, mainte nance and repair costs in increase cost of supplies. The total levy will result in an estimated tax rate of $6.92 per $1,000.00 of true cash value, exclusive of the tax for bonded indebtedness. (s) Matthew P.
