David and April Hilton Sykes, Publishers LETTERS Beg in in To the editor: According to the newspa pers, the City of Heppner is considering the annexation of the Morrow County Fair grounds into the city limits. This is at the request of the fair board so as to enable them to hook onto the city sewer system. In our area, we are within the city limits, but have been refused the right to hook on to the sewer system except at our own expense. We pay city taxes on several residences and one business establishment and although we do not pay the monthly sewer assesment. we also get only a bare minimum of city services. Our road (not the State Highway) which is Obituaries Elmer. 'Doc' Byland Graveside services for Elmer "Doc" Byland, who died September 25. 1983, at Pioneer Memorial Nursing Home in Heppner, were held Tuesday at Heppner Masonic Cemetery. The Rev. Don Shel ton officiated. He was born June 21, 1899 in Heppner to John and Anna Byland. He lived on his par ents' ranch on Upper Willow Creek as a boy and attended school in Heppner. He worked on local ranches and also did painting, con struction, mill work, tended bar and then worked as a janitor at First National Bank in Heppner until his retire ment in 1972. His parents and his two brothers, Ralph and Asa, preceded him in death. There are no known survivors. Sweeney Mortuary. Hep pner. was in charge of arrangements. Dewey Kennedy chosen Resident of the Month n rr- T Dewey Kennedy '' 4i ?. mmm ?P'Y I Dewey Kennedy was selected as Resident of the Month for October at Pioneer Memorial Nursing Home in Heppner by the nursing staff and other residents of the nursing home. Mr. Kennedy was born June 22, 1895 in Minnesota. He moved to Condon at age 15. On December 14, 1925, he married Mary Richardson in Roseburg. They had three daughters and two sons. For 35 years, he worked for Sid Seele of Condon farming and herding sheep. Later he worked with his sons, Dewey Jr. and Larry, until his retirement. He has 19 grandchildren and several great-grandchildren. Mr. Kennedy will receive a gift from the Pioneer Memorial . Most of the gravel on this road has been paid for and applied by the land owners indivi dually. DMV. office announces closures The Department of Motor Vehicles office in Heppner will be closed on Wednesday. Oct. 19. The office will also close at 3 p.m. instead of 5 p.m. on October 18. The fire was reportedly started bv an elec trical wire. Umatilla Electric Co-op was notified On October 8. Lisa High. 18. of Boardman. was arrested by Boardman police on a warrant from the Hermiston Police Department for alleged Fail ure to Pay a Fine for a charge of Second Decree Theft. She was turned over to the Her miston Police Department by the Sheriff's Department. On October 9. Betty Jane Corey. 28. of Lexington, was arrested by a sheriff's officer for alleged Fourth Degree Assault. She was released on her own recognizance. Yard of Month winners to be recognized All Lexington Yard of the Month winners and the winner of the Most Improved Yard of the season contest will be recognized on Wednesday. HoUomon - second of October and eighty-three DjV.'s Report Morrow County District At tornev Richard McNerney re ported that a Morrow County grand jury handed down two indictments on Anis Eugene Walker. 3H. of Richland. Wash, last Thursday. Ho is being charged with alleged First Decree Burglary in connec tion with break-ins at several cabins in the Penland Lake area. Also indicted was Tony I,ee Wvatt May, 22, also of Richland He is also charged with alleged First Degree Rurglarv of three indictments, stemming from the same case. McNerney said. Walker is being held in the Union Countv Jail in La Grande and a warrant has been issued for Mav's arrest, (see related sfoi v). McNerney also reported: Jeffrey Koonce. 19. of Hermiston. was indicted for alleged First Degree Theft and Initiating a False Report. - Arthur Martinez, 24. of Umatilla, was indicted for allegedly Driving While Re voked. Joseph Gaustad, 24. of Nolan, was indicted for al legedly Driving While Re voked. He was arraigned on Friday. Sept. 7. on that charge 4-H riding club holds first meeting A local 4-H riding club held its first meeting of the season at the fairgrounds in Heppner on Sunday. Oct. 9 At the present time the club has 12 members. Club leaders are Al Brazell of Lexington and Gail Papineau of lone. Merlin Robinson and Cindy Hender son are senior instructors. During the meeting the members practiced horse riding exercises to improve riding posture and balance. They also played games: water race, a dollar bill race and "musical horse."
