The topic for the meeting is to determine the criteria for the use of the rodeo arena located behind the Dodge City Inn. inn First St.. N.W.. Boardman. The original controversy re garding the arena arose over whether the arena fits within the boundaries of the Boardman city zoning regulations. The arena was built by Jody Tatone. operator of the Dodge Citv Motel and Restaurant. The business is owned by his father. Joseph. The city council heard lengthy testimony on May 5 and at that time referred the mater to the planning commission. The May 4 meeting of the planning commission was devo ted exclusively to this topic. After three hours of public testimony and an hour of commissioner debate the council voted. By a vote of seven to one the commis sion found that the arena did fit within the current zoning for its location. They also recommen ded that the city council develop criteria for governing use of the arena. At the May 17 meeting of the Citv Council, the planning com mission's findings were accepted and it was suggested that a committee composed of M.D. VanValkenburgh (attorney for the city). Ed Glenn (attorney for the Tatones) and Ann Spicer (aftornev for Kay and John Daw son, leaders of the opposition to the arena) draw up the criteria Local news bits Norman Nelson is a patient at St. Anthony Hospital in Pendleton. Hailey Olson of Pendleton is visiting her grandparents. Mr. and Mrs. Lyle Peck. suggested by the planning com mission. At that time Kay Dawson stated llidt tliey had instructed their attorney (Spicer) not to meet with the committee as they did not accept the arena as an allowable use. The committee plan was dropped at that point and the matter referred back to the plan ning commission. Having gathered information and regulations from the Envi ronmental Protection Agency and the Department of Environ mental Quality, the planning commission will attempt to de velop guidelines to eliminate seven possible areas of nuisan ces. These are noise, dust, safety, crowds, insect problems, night time use. and the overnight presence of livestock at the facil ity. Dawsons are continuing to pur sue their objections to the arena bv appealing the decision of the citv council in regard to their acceptance of the planning com mission's finding. They are ap pealing to both the Boardman Citv Council and the State Land Use Board.
