Indications from the Oregon Cattlemen's Association are for a better market in 1983 with feed costs lower and possibly 10 percent more U.S. beef exports expected. The Associate Director, StjUe and Local Programs and Support, has determined that modification of the zones and elevations of the flood having a one percent chance of oc currence in any given year 'base flood) for certain loca tions in the City of Heppner is appropriate. The modified base flood elevations and zone designations, amend the Fed eral Emergency Management Agency Flood Insurance Rate Map for the community. The changes are made pur suant to Section 206 of the Flood Disaster Protection Act of 1973 (P L. 93 234). and are in accordance with the Na tional Flood Insurance Act of as amended (Title XIII of the Housing and Urban Development Act of 1968, P L. 90 448). 42 U.S.C. 4001-4128, and 44 CFR Part 65.
