Should we spend approximately $45,000,000 or more to take 6,000,000 worth of property from the flood plain? I have called Mr. Hatfield's office over and over again asking that he have the Corps of Engineers consider cleaning and lining the channels through town rather than plugging one channel with an experimental type dam. I was told by Mr. Hatfields assistant, Mr. Tom McGinnis and Mr. Tom Ivasor that I and the people of Heppner are mistaken and simply do not have our facts straight when we say that the 19C9 and 1971 flood came down Shobe Canyon rather than Willow Creek. Mr. McGinnis said we should accept the fact that we have been beaten, back off, and let the Dam Construction proceed. In my opinion, Mr. Hatfield is not interested in the safety of the people of Heppner but only wants to boast that he has had millions of dollars appropriated in his District. I talked to Jerry Whi taker and Major Mook with the Corps of Engineers in Walla Walla and asked the same question. Mr. Whitaker said they did start a study in 1972-73 considering the channel as an alternative to the dam but met with "overwhelming local opposition." I informed him that I know of no one who was aware of such a study and was told "the local city officials were and did not want it as the city would have to pay too much as their local share. )f I questioned the design of the dam and was told by Mr. Whitaker and Major Mook that they didn't think we have anything to worry about with a dam of their design as there are several dams of this design world wide. I asked if there are any in the US and was told "I think so." I asked if the Corps had ever designed or built a dam of this thin wall design as is proposed for Heppner and Major Mook said "no". They have not. I will not feel comfortable sitting under a dam of questionable design just so the city can supposedly save a few dollars on the water system while robbing the Federal Government of tens of millions of dollars... The mayor's reason for supporting he has stated the dam is that if we do not build it, the flood plain will not allow building, improve ments, or sales in the downtown area. They've been telling us that for years, yet I see a definate improvement across the street at the R.V. Park. Also, I feel the S & J Market and the Les Schwab Bldg. and others are definitely improvements. I believe the city officials have neither the spirit nor the authority to stop progress in Heppner so let's . not Jet ourselves be blackmailed into supporting this waste. Isn't it time that we let common sense over-rule greed? Vote No! on the Willow Creek Dam. (paid for by Randy Lott) s , -Yca'veEzrr.sdDiJrEsst SETS, Kiii lieiei
