LISTENING POST SURVEY "Correctional Facilities" The Sheltons come to Heppner from Oroville. Calif., where Don served as youth minister for the Church of Christ since 1976 Don graduated from San Jose Bible College prior to his service with the Church of Christ. Uikijtoa f If 4221 HTJa A The second in a series of Governor Atiyeh"s Listening Post Program surveys has been announced and balloting is scheduled to take place during the week of Feb. 1-7. according to the governor's office. The first Listening Post survey conducted in September, concerned child care and the current survey concerns correctional facilities. The surveys, designed to provide the governor with feedback with regard to the opinions of Oregonians. has been mailed to around 2.noo citizens, individually and through clubs and organizations. Survey questions and information follow: "On August 22. 1980. Chief U.S. District Judge James Burns ordered Oregon Corrections officials to reduce the population of the Oregon State Penitentiary, the Farm Annex, and the Oregon State Correctional Institution. "The citizens of Oregon are asked to voice their opinions concerning the over-population situation in our correctional facilities. Whether you agree with the Court order or not. clearly, action must be taken. (Among these options are reducing the prison population by further releasing prisoners, or construction of more facilities to house those in institutions)." "Should more correctional facilities be constructed to house these prisoners, orshouldthe prisoners be released to reduc- the crowded conditions? No matter the alternative chosen, the taxpayers of Oregon will be asked to accept financial responsibility. These questions are vital in the decision making process that your representatives will be facing this legislative session." "Below is a series of questions that we would like you to respond to." 1 . Do you favor or oppose reducing the number of prisoners in correctional facilities by releasing them before they have served their full sentence? 2. If you oppose reducing the number of prisoners in correctional facilities by releasing them, are you in favor of regional institutions in which to lodge prisoners, or not? Would you favor such a correctional facility in your community, or not? 3. Would you favor a major new correctional facility in Marion County, or not? If you answered YES toQuestion 3. would you:(Check one) -Favor a correctional facility that would alleviate the current overcrowded prison population? Favor the construction of a facility which would serve a larger future prison population? 4. Would you favor or oppose money being spent on parole and probation? 5.
