Under the amended regula tions, in certain situations private lands in exchange-of-use agreements can be located outside of the BLM allotment. This change covers agree ments already existing or' where such an agreement r, Graaing roguliiliontt for lands managed by the Bureau of Land Munagoment have been amended to incorporate "provisions of the Public fUngelands Improvement Act. ' The amendments change regulations for grazing prefer ences, length of permits, and location of lands in exchange- of -use agreements. They af fect about 13.6 million acres of rangeland managed by BLM in Oregon and 218,000 acres in Washington. If grazing reductions be come necessary, the livestock operator's grazing preference will be suspended rather than cancelled. That way, when, range conditions are im proved, the livestock operator can share in the increased forage. ; Generally, grazing permits are for 10 years. Several sections of the proposed amendment con- ' ceming placing grazing de cisions in full force and effect were deleted from the final rulemaking in light of public comments and recent legis lation. All a doped amendments were published as proposed rulemaking in the "Federal Register" on July 30, 1979, followed by a 6Hlay public comment period. Final regu lations become effective on August 11. Heather Connor, Michelle Connor, Sheryl Conklin and Mark Conklin. , All of the twenty students above Ireceived a Pendleton McDonald's gift pass for special efforts in the program. f : I,, r ; Fans promised good racing at Ore. State Fair "Horse racing fans not only are promised a better racing meet than ever before at the 1980 Oregon State Fair, August 23 to September 1, but will have a better view of the races," according to Fair Director Dwight Butt. "We will have a bigger purse schedule than ever before," Butt said, "and we expect to attract the best and fastest horses in the history of the fair. Improvements in the facilities include removing the Judging stand from the apron, opening up a better view of the back streatch and finish line for spectators," he said. The judging stand is now suspend ed from the roof of the grandstand. This also gives the judges a better view of the race. "Other improvements at the track," according to Racing Director Al Lightner, "include a direct phone line from the finish line stewards to the judges stand, improvement in the video-taping equipment, and a new paddock with two more stalls than in past years." "It looks like an exciting year for the State Fair racing meet and for the Lone Oak racing meet that follows the Fair on Fridays, Saturdays, and Sundays through mid-October," Lightner said.
