Valuation Persons wishing to dispute their property valuations must take their complaints to the Board of Equalization rather than the county as of May 1. Greg Sweek. assessor, said the members of that board are County Judge Don McElligott. county budget member Terry Thompson and Bill Nelson, a builder in the Boardman area. Sweek said persons can file an appeal by submitting a letter or talking to one of the three board members by May 17. The county assessor said his office physically appraises one-sixth of the county each year. The rest of the county is valued with the use of a Value Index. The assessor's office monitors the sales of property in the area and compares those figures to the previous appraisal. The difference in the two figures is computed Reserve wheat price drops Old reserve agreement wheat may no longer be removed from the farmer owned grain reserve without penalty since the national average mid-month price for April is $3.40 per bushel. 10 cents below the $3.50 reserve release level. Ray Fitzgerald, executive president of the Commodity Credit Corpora tion (CCC). said recently. "Old agreement wheat: is wheat placed in the reserve prior to restriction of grain shipments to the Soviet Union announced Jan. 4. Corn and sorghum also may not be removed with penalty. Fitzgerald said Oats conti nue in release while barley and rice remain in call status, he said. Sweek said not all property increases in value'at the rate it is taxed so some people dispute the Value Index ap praisal. The Board of Equali zation looks at the property and can hire an outside appraiser to physically decide the valuation of the property rather than relying on the Value Index. The appraisal can increase. Sweek said, and if (hat is the case, the property will be taxed at the higher rate. He said it does not happen too often but added that some times a person will dispute the valuation and want it to be valued higher because he wants to put the property up for sale. the U.S. Department of Agri culture's agricultural prices report released here April 30. Storage earnings will re sume today in all states for wheat and continue in effect for corn, oats and sorghum. No storage payments will be made for barley and rice. Data used by CCC in determining the release and call levels include five-day average prices as reported by USDA's Agricultural Market ing Service which show prices bid by buyers at selected markets) and the month-end report of prices received by farmers issued by USDA's Economics, Statistics and Cooperatives Serice. This end-of-month report shows the previous month's average price and the current mid-month price. In the county budget for 1980-81. the county assessor's office is asking for funding for a third appraiser to be stationed in the north end of the countv. Superintendent says schools won't open School superintendant Matt Doherty spoke to the Chamber of Commerce Monday about the school budget. "We have an insufficient tax base so there is no way we can open the schools next year if we don't pass a hudget hy then." Doherty warned. The school levy on the Mav 20 ballot is for about $3 million. The lax base would only allow a hudget nf about Sfioo.flon which would only operate the schools for about a month. Doherty said. He explained that the re quested budget going to the voters is for 2fi percent more than last year but 13 percent of that is because two new schools will be opera ting in the north end of the county Increased salaries of 14 per cent for cert ificd sta f f and 13.8 percent for classified staff also add to the increase. Salaries makeup 79 percent of the budget. The estimated tax rate is $.() per $1,000 valuation, an increase of 35 cents per $1.0OO. With one week remaining, the Three 1,'s bowling team is in first place with a 38-2f record with the Wearv Wives land area. Kerr said. He added that many people were not satisfied with the program last year when they were charged 40 cents per acre and some did not pay. Farmers should check in the rangeland and cropland areas for grasshoppers. Kerr said.
