James Sexson, director of the Department told farmers Thursday night in a Hermis ton meeting that the study area is bounded by Willow Creek on the south and the west, the Columbia River on the north and the foothills of the Blue Mountains on the east. Its goal is to determine if groundwater is being used faster than it is being re placed. Sexson said he will be reopening a hearing on groundwater that earlier re sulted in a declaration of a critical groundwater area. The State Court of Appeals threw out the conclusion on the basis of a procedural fault. Farmers in the area have charged that the data ga thered in previous studies was not accurate. The new study is expected to run from now until December 1982. Department geologists will look at all geologic flow structures, all springs, all wells. Data will inclue as much history as possible on every well and spring, Sexson said. "We can't do this without the cooperation of water users," Sexon said. Goose season ends December 23 in Baker and Malheur counties with bag limit of two The goose season ends on December 23 in Baker and Malheur counties where a reduced bag limit of 2 per day, 2 in possession is also in effect. In Lake and Klamath coun ties, the first two weeks, Ocotber 13 through October 26 will see a daily limit of one white and one dark goose. Beginning on October 27 in those two counties the limit goes back to three white geese and three dark geese per day. The reduced bag limit during the initial two weeks was the only option available under the federal framework, within which states must set their waterfowl hunting sea sons, which permitted a full 93 days of goose hunting in Lake and Klamath counties. Its aim is to provide additional protec tion for whitefront, cackler and snow geese. Dates for coot, merganser and snipe coincide with the general dates for duck hunting and bag limits are identical to last year. A black brant season was set to run Novem ber 17 through February 17 with a bag limit of 4 and 8 in possession. On Sauvie Island Wildlife Area the daily shootine fpf will go from $3 to $5, and ammunition loaded with steel shot will be required in the same areas where it was mandated last year. The Commission declined to adopt the steel shot zone proposed by the U.S. Fish and Wildlife Service for the lower Colum bia River from Longview Bridge to Bonneville Dam. A gamebird season was set for the first time for falconers this year. The season for upland birds will run Septem ber 1 through January 20 with a daily bag limit of 1 pheasant (either sex), 2 valley quail, 2 Hungarian partridge, and 2 chukar partridge. A waterfowl season for falconers will run October 6 through January 20 with a daily bag limit of 3 ducks, coots or snipe and possession limit of 6, singly or in the aggregate. Printed bird hunting regula tions should be available from license agents throughout the state shortly before the ear liest seasons begin on Septem ber 1. FGIi. applies for windmill printing Oregon may become the location of the world's largest wind-powered generator as the result of a proposal being submitted to the U.S. Depart ment of Energy by Portland General Electric Co. PGE is submitting its Boardman site as a possible location for one of the four prototype 2,500-kilowatt wind generators to be sponsored by the U.S. DOE. The utility's proposal has been endorsed by the Oregon Department of Energy, Ener gy Facility Siting Council and Public Utility Commissioner. Letters of support from the agencies have been included in PGE's submittal.
