ONE YEAR PROPERTY TAX LEVY Shall the Board of Directors of Morrow County School District Ho. 1, Morrow County, Oregon, be authorized to levy for the fiscal year 1979-80, the sum of $2,510,161 outside the limitation set forth in Section II, Article XI of the Oregon Constitution? Without the approval of the voters, the school board has authority to levy only the tax base of the district, which la $355,199. This sum, together with the available non tax revenues, is not adequate to meet the operating needs of the schools . causa the tax base is inadequate, it is necessary to submit to the voters, on an annual basis, a tax levy request in excess of the tax base. This boundary change would establish a representative for each attendance area and two at large positions. Present representation of these two zones is limited to the Heppner attendance area. The change is boundaries shall become effective upon the expiration of the terms of the present board representatives for Zones VI and VII.
