ONE YEAR PROPERTY TAX LEVY
Shall the Board of Directors of Morrow County School District
Ho. 1, Morrow County, Oregon, be authorized to levy for the
fiscal year 1979-80, the sum of $2,510,161 outside the
limitation set forth in Section II, Article XI of the Oregon
Constitution?
Without the approval of the voters, the school board has
authority to levy only the tax base of the district, which
la $355,199. This sum, together with the available non tax
revenues, is not adequate to meet the operating needs of the
schools .

submit to the voters, on an annual basis, a tax levy
request in excess of the tax base. The tax base would not
b sufficient to operate the schools for a full school year.
If approved, the tax levy to finance the operating budget
for the year 1979-80 will be $422,522 greater than for the
pracsdlng year.

and operating new school buildings, increases in salaries,
fixed coats, employee benefits and costs of supplies and
materials.

CHANGE IN SCHOOL BOARD ZONES
Shall the boundaries of Zones VI and VII of Morrow County
School District No. 1, Morrow County, Oregon be extended
to the district at large?
This boundary change would establish a representative for
each attendance area and two at large positions.
Present representation of these two zones is limited to
the Heppner attendance area.
The change is boundaries shall become effective upon the
expiration of the terms of the present board representatives
for Zones VI and VII.
