Open 8 "1 H imct-ffi i hi re. i 17 Ui The largest tax relief plan in Oregon's history received overwhelming, bi-partisan support from the Oregon House of Representatives last Thursday. The three-part proposal, which provides half-a-billion dollars in relief, goes a long way towards answering Ore gonians demands for income tax and property tax relief. One hundred million dollars of the state's surplus would be returned to personal income taxpayers in proportion to the amount of income taxes paid in 1978. The rebate amounts to a 13 per cent return of income taxes paid for the 1978 tax year. I voted in favor of the bill, HB 2186, as it passed the House by a 57 to 3 margin. The House package would not only provide relief for income taxpayers, but income tax brackets, the personal exemption and the standard deduction would all increase at the rate of inflation, thus reducing its bite on income. Many legislators expressed the concern that permanently linking the brackets to infla tion could, after five or six years, severely deplete state revenues, thereby threatening the funding of schools, tax relief and state programs. The bill, HB 2589, which provides a break from infla tion received a 58 to 2 vole of approval. I also voted in favor of this bill which provides tax relief totaling an estimated $115 million. Under the prop erty tax relief portion of the plan, more than $353 million is allocated to aid property tax payers. All homeowners would receive a 30 per cent cut in their property taxes. Rent ers would receive equivalent relief on the portion of rent they pay for property taxes with the maximum renter relief set at $375. These were provisions which I supported. The bill, HB 2540, extends to provide relief to property tax payers. The Home Owner and Renter Relief Program would be beefed up to account for inflation by allowing persons who earn less than $17,500 per year to qualify for relief. Ninety-five per cent of those earning $8,000 per year-or less would pay no property taxes. Again I voted favorably on this bill and it passed the House 54 to 6. Legislators supported this measure because it would 1 allow voters to fund schools at the same level as the previous year and still reject spending increases. The threat of school closures has been known to influence voters to approve spending increases that might otherwise have been defeated. Presently, voters can only approve or reject the entire operating levy. This measure, if enacted, would give voters more-latitude over increases in local spending.
