Besides the appliances you Use, how you use them makes considerable difference in en ergy costs of food preparation in the home. Data from research is the basis for the following energy conservation tips: Complete oven meals of four to six items are most efficient. To bake six items at one time takes only one-third more energy in a gas oven, and two-thirds more in an electric oven, than baking just one item. Microwave ovens are more efficient for reheating or for cooking small quantities. For ' these they use 30 to 70 per cent less energy than regular ovens. Preparing an entire meal in a microwave, how ever, where each item must be cooked individually, con sumes more energy than if all items were cooked at one time in a conventional oven. Your portable applicances are energy savers in most instances. Portable ovens, frypans and broilers will use from nine to 44 per cent less energy than large ovens or broilers when baking or broil ing in small quantities. With summer coming on, you may want to get out those portable appliances and use them. If you .have them and are not using them, that is another waste of energy, for energy and resources were used in their making. EXPLANATION OF BALLOT QUESTION The budget of the county-owned hospital has, historically, bee.i balanced by a combination of patient revenues and tax levies. In FY77-78 only, the hospital operated without any taxes, relying instead on reserve funds which are now depleted. Tax support is necessitated by the fact that patient-generated revenues will not be sufficient to pay escalating costs for supplies, materials, equipment, personnel and improvements dictated by regulatory agencies. The $190,082 tax will require a levy of approximately 54 Thousand assessed valuation and is projected as the minimum necessary to maintain satisfactory in-patient, emer gency and nursing-home care services. The only funds for the hospital contained in the county's proposed budget are those being voted on in this ballot. If this measure is approved, the operating budget to be financed by the local taxes will, then, be $190,082 greater than last year. If this levy is approved the Morrow County General Operating Budget will be $265,193.00 more than the Operating Budget financed by local taxes for the current fiscal year. The reasons for increasing the tax levy are: Increased costs of materials and services; using Revenue Sharing money for Capital Improvements rather than operating budgets; and maintaining the present level of County services I VOTE FOR THE PROPOSED TAX LEVY I VOTE AGAINST THE PROPOSED TAX LEVY YES NO I VOTE FOR THE PROPOSED TAX LEVY I VOTE AGAINST THE PROPOSED TAX LEVY YES n Published June 22, 1978 NO Published June 22. 1978 ELECTION NOTICE BLUE MOUNTAIN COMMUNITY COLLEGE DISTRICT NOTICE IS HEREBY GIVEN in accordance with ORS 259.090 that an election for Blue Mountain Community College District is to be held on June 27, 1978, between the hours of 8:00 a.m. and 8:00 p.m., for the purpose of submitting the following ballot to the qualified voters of the District: STUB BALLOT NO. If you wrongfully mark, tear, or deface the ballot, return it and obtain another from the election officer. QUESTION SUBMITTED TO THE LEGAL VOTERS OF SAID DISTRICT Tax Levy Outside the Constitutional Limitation Proposal: Shall the Board of Education of Blue Mountain Community College be authorized to levy for the fiscal year 1978-79, beginning July 1, 1978, the sum of $1,906,673 outside the limitation set forth in Section II, Article XI, of the Oregon Constitution? Explanation : The college has no tax base, therefore, any tax to be levied by the board must be approved by the voters. The increase over the preceding year is due to inflationary increases in costs of materials, services, salaries, payroll taxes, and the second year of the Associate Degree Nursing Program. Approval of this levy will result in an approximate cost of $1.66 per $1,000 True Cash Value, an increase of 0c over the current year's levy. When approved, the operating budget to be financed by local taxes for the 1978-79 fiscal year will be $48,306 greater than that of the preceding year, 1977-78.
