QUESTION SUBM1TTEDTOTHE LEGAL VOTERS OT SAID DISTRICT TAX LEVY OUTSIDE THE CONSTITUTIONAL LIMITATION Proposal: Shall the Board of Education of Blue Mountain Com munity College District be authorised to levy for tho fiscal year H76-77, beginning July 1, 197. the sum of SI.S4S.2S9 out side the limitation set forth In Section 11. Article XI, of the Oregon Constitution? Explanation: The college has no tax base: therefore, any tax to be levied by the board must be approved by tho voters. The Increase over the preceding year Is due tolnflationary Increases in the cost of all supplies and services ud by the college, increases in salaries and payroll taxes, increases in enroll ment a of 11 since 1974-75, and a large increase inutility costs. Based on the projected True Cash Value of the district for 197$, approval of this general fund levy would result in an approximate cost of $1.68 per $1,000 of True Cash Value.
