Prior lo that Irrigon was served by scattered wells. The construction of homes clust ered around these wells so that the resulting vacant spaces between the clusters ure still showing. The present water system will support four limes the present nunilier ol users. Irrigon had lo have 51 customers sign up to use the water in order lo guarantee enough revenue lo retire the bonds. There are now 75 families in town. Streets have been Improved, They have been improved from sand trails lo gravelled and paved streets. The council is contemplating a sewer system. The State Board of Health had made a survey of septic tanks in the area and reported that the present system could serve the lown adequately until about 19H0, The sandy-rocky soil provides excellent drainage. NKW COUNCIL MEMBERS Three new council members will be elected for Irrigon. Indicating they will serve are Mrs. Elva Sanders, Elbert Eppenbach and Vernon Stewart. Judge Kaye Pleads Case "For Parole" PETTYJOHN'S Building Supply CLEAR FLEXlBLt PLASTY Judge Henry Kaye spoke before the Heppner-Morrow County Chamber of Com merce Monday on incarcera tion vs rehabilitation by parole. He said that one school of thought for those who break the law is to put them in jail and throw the key away and the other school is not to punish but to rehabilitate. He asked his listeners to visualize the plight of the one just leaving the penitentiary with a new suit of clothes and $100. and very little chance of getting a job. If placed on probation there are many rules to observe, a monthly report to the proba tion officer to account for activities, employment or efforts to find employment. While on parole, they can't marry or can't operate a car without consent of the parole officer. Comparative costs: in the Penal institution $11.96 a day as compared to $1.00 a day while on parole which doesn't take into consideration the thousands paid to families on welfare if the breadwinner is in the penitentiary. In September 1972 those on probation paid $25,000. in restitution, fines and support to families. Last year out of Pendleton those on probation paid $66,000. in state and federal income taxes that would have been lost if they had been placed in jail. He said "not everyone should be parolled but run of the mill cases and first time offenders especially the younger ones should be pa rolled". "If they're not bad when they go in, they'll be bad when they get out because of the constant association of those he's with in the penal institution. Dick Coram is worried sick, as you are, about the rash of new "adult" bookstores", about live sex acts in Oregon theaters, about the promiscuity which has been let loose by the passage of Senate Bill 40 by tha 1971 legislature. Dick Coram's opponent was chairman of the committee which passed-out that legislation -- the new criminal code, part of which permits the commercial sale and display of pornography and obscenity in adult bookstores and theatres. The new law which has resulted in the proliferation of so many theatres showing only hard-core pornography that some communities in Oregon have no decent family theatres for our children to attend. The new law which has so loosened our laws that all the Attorney General could say about it recently was to encourage righteously-angry Oregonians to picket! There may be a chance to curtail this filth, by changing the law back, in part, to what it used to be, or at least to tighten the language which, today, l has even District Attorneys buffaloed as to exactly what the legislature meant to do! That's not clean-cut lawmaking. That's not the way Dick Coram would handle the job. Laws should be simple and clear, just the way most of us think.
