While L'SDA will no longer register chemicals for food or feed crops u on "wro toler ance" or "no-residue" basis, temporary extensions may be granted after the Food and Drug Administration has established a ucrmlsslble or negligible level of residue which may legally re main on food or feed. And, manv of the more Important pesticide use registrations have been ex tended hv USDA after compan les indicated they planned to obtain data needed to estaDiisn a permissible or negligible res idue level. Most extensions are for a one year period. However, the effect ive date can be extended until December 31. 1970, in order to cover such things as prolonged liitmrntorv feeding trials. In the meantime, some other registration cancellations will probably occur In 1959 and 1970 as companies allow deadlines to expire without providing naia needed to continue registrations for certain products. Farmers May Apply For Drought Loans Farmers Home Administra tion will accept loan applica tions from farmers and ranch ers who have or will suffer ex treme hardship as a result of the prolonged drought in sec tions of F.astern Oregon, an nounces R. P. Frlezen, the agen cy's supervisor for Umatilla, Morrow and Gilliam counties. Farmers and ranchers should inform their local L'SDA Disas ter Committee of their needs for emergency credit. When widespread ni'ed for credit becomes obvious and It cannot be supplied by regular tredit sources, the areas ara then eligible for consideration for designation as disaster ar eas by the Secretary of Agricul ture. Emergency loans may then be irmde on a county or area wide basis to eligible ap pllcants. However, emergency loans mav be made to individuals. partnerships or corporations in a nondesignated area who have had severe production losses as a result of a natural disaster, and only a few operators will nwri emergency credit These loans may not be used to refinance debts and are made only to eligible applicants who are unable to obtain aencuitur hi credit for temporary periods from private, cooperative, or other responsible sources, in c'uding other types of Farmers Home Administration loans, and will be unable to continue their normal farming or ranching op erations. They will be expected to return to local sources oi credit as soon as possible and In any event within a reason able period. In no case will an emergency loan be made to an applicant who is able to obtain the cred it he needs elsewhere on terms he can reasonably be expected to pay. The applicant's equity In real estate, chattels, and oth er assets will be considered in determining ability to obtain credit from other sources.
