Senate Bill 107 relates to the Port of Portland, whose commis sioners are appointed. Senate Bill 110 relates to the other port districts of the state whose com missioners are elected. In both cases, however, the sponsors hope to prevent the ser vice of commissioners who are engaged in the transportation business, and who, as commis sioners, are placed in a position to befriend and assist those who are engaged in their particular types of transportation. Port commissioners are gran ted, by law, tremendously broad powers. They may engage in any form of transportation business, they may subsidize water trans portation, they may condemn private property yes, including railroad property, they may levy taxes, and they may, through regulatory policies, serve indirec tly to benefit one form of trans portation over another. Sponsors of the bill point to many other situations of similar nature where the legislature has taken positive action to prevent conflicts of interests from aris ing. They mention, among others the law as applied to banking commissioners or liquor commis sioners, neither of whom are permitted to have any personal connection whatsoever with the business they regulate and ad minister. HELLS CANYON ECHOES Senate approval of the ap pointment of Byron C Brinton as a member of the State Water Resources Board was objected to Wednesday by an Oregon Farm Bureau Federation agent. The basis of the objection was that the Baker publisher had supported the Hells Canyon dam and was an active foe of private ownership of public serving util ities. Robert Steward, former state legislator and state agri-1 culture director, Senator Dwighti Hopkins and Rep Clinton Haight testified in favor of Brinton. ON 1960 BALLOT An announcement was made Thursday by Rep Winton J Hunt, Woodburn, that he would Intro duce Gov Mark Hatfield's reso lution providing for a vote at the 1960 election on the question of a new state constitution. Insects Resistance To Chemicals Grows; OSC Plans Research OREGON STATE COLLEGE A five-year research grant has been received by Oregon State College from the U S Public Health Service for basic studies on insect resistance to insec ticides and what can be done to overcome this insect "defense mechanism." The first-year grant is for $7,402. Project leaders are insect toxicologists, Leon C Terriere and Theodore Roubal. Insect resistance to insecticides is a threat to modern agriculture and world health, Terriere points out, and scientists do not yet know enough about the basic physiology of insects to meet the problem. Even after 10 years use, scientists do not know how DDT kills insects, ho noted. It Is gen erally believed that resistant in sects survive by converting the toxic materials into harmless ones after they enter the Insect body. In Oregon, orchard mites are now resistant to organic phos phate insecticides such as para thion, malathion, and TEPP in the major fruit-producing areas. On a world wide scale, eradication of malaria depends upon winning the race between resistance to chemicals by malaria mosquitoes and their control by modern cnemicais, Terriere said. One of the difficulties involv ed in studying insect metabolism is their small size. In the OSC study, Terriere and Roubal are using radioactive ma terials and special micro-chemical techniques to probe the inner insect workings and find out how the insects take the complex tox ic chemicals and convert them into non-toxic materials. They are feeding houseflies radioactive naphthalene (moth balls) in a gelatin pudding. Then with the special equipment, they are tracing the radioactive ma terial through the fly. In work to date, they have found that the flies convert the naphthalene into at least seven different ma terials. The OSC workers hope that when they learn how the moth balls are metabolized within the insect, they will have an Insight into the phenomenon of resis tance since several of the modern insecticides are related chemi cally to naphthalene. When the insects' biochemical "defense mechanisms" are known, it may be possible to de sign new and lastingly effective insecticides, they believe.
